Authority to which application may be made by a person applying under section 6B.-

Submission Process:
• Applications for registration or naturalization under section 6B must be submitted electronically.
• Submission is made through the Empowered Committee via the District Level Committee, as notified by the
Central Government.
Acknowledgment:
• Upon submission, an acknowledgment in Form IX is generated electronically.
Document Verification:
• The District Level Committee, led by a Designated Officer, verifies the documents submitted along with the
application.

Oath of Allegiance:
• The Designated Officer administers the oath of allegiance to the applicant as specified in the Second Schedule
to the Citizenship Act, 1955.
• After administering the oath, the Designated Officer signs the oath of allegiance and forwards it electronically,
along with confirmation of document verification, to the Empowered Committee.

Scrutiny of applications by Empowered Committee.-
• The Empowered Committee, as outlined in rule 11A, scrutinizes citizenship
applications to ensure completeness and compliance with section 6B conditions.
• Upon conducting necessary inquiries to determine the applicant's suitability, the
committee may grant citizenship if satisfied that the individual is a fit and proper
candidate for registration or naturalization.
Every person who is registered as a citizen of India under section 6B
2A - Issued a digital certificate of registration in Form XA or XIA.
2B – Issued a hard copy of certificate in case he opts for the same.
2C - Certificate should be digital signed by the Chairman of Empowered Committee.
Empowered Committee in the States / UT
Headed by the Director (Census Operations) of the State or Union Territory concerned.

Following officers as members, namely: -

1. An officer in the Subsidiary Intelligence Bureau not below the rank of Deputy Secretary to the
Government of India;
2. Jurisdictional Foreigners Regional Registration Officer concerned;
3. State Informatics Officer of National Informatics Centre of the State or Union Territory concerned; and
4. Post Master General of the State or Union Territory concerned or a Postal Officer nominated by the Post
Master General not below the rank of Deputy Secretary to the Government of India;
Following officers shall be invitees of the Empowered Committee, namely: -
1. A representative from the office of Principal Secretary (Home) or Additional Chief Secretary (Home) of
the State Government or Union Territory concerned; and
2. A representative of jurisdictional Divisional Railway Manager of Railways;

Quorum of the Committee shall be two, including the chair.

 District Level Committee

Headed by the jurisdictional Senior Superintendent or Superintendent of Post of the District who shall be
the Designated Officer;

Following as members, namely:-

1. District Informatics Officer or District Informatics Assistant of the District concerned; and
2. Nominee of the Central Government;

following officers shall be invitees of the District Level Committee, namely: -

1. A representative not below the rank of Naib Tehsildar or equivalent from the Office of District Collector;
and
2. Jurisdictional Station Master of Railways (subject to availability).

Quorum of the Committee shall be two, including the chair.
