1 SCOPE & OBJECTIVE OF THE DOCUMENT

This method statement provides guidelines for installation of overhead lines, stringing and binding of cables verification
procedures for ground improvement of Mine. The guidelines presented in this method statement are useful for installation of
overhead lines, stringing and binding of cables verification.

Cardinal Namdini Mining is a gold mining company in the Northern region of Ghana Bolgatanga. Cardinal Namdini, the
main Contractor, has chosen Hertz Engineering Limited to execute the 34.5Kv Distribution Powerline-Transmission Line
Installation Testing and Commission.
The 34.5Kv power line construction services for Namdini Gold Mine project, in accordance with technical specifications,
drawings and all other documents forming part of the contract.

The Scope covered but not limited to bellow layout of work, the works to be executed shall be of:
Construction of 34.5kv overhead Powerline and Below is the general layout of the routes.
i. T-Off Route (C- D) 2.7Km
ii. Camp Route (A, C, and E) 1.9KM
iii. White Volta Water Abstraction Route (F, E, G, I, J) 11.4Km
iv. TSF/KP Route (E, G, H) 0.3Km
v. 34.5Kv Tie-In to consumer substation/(EF-0.34Km)
vi. Boreholes (2.54Km)
vii. Process Plant vantage points (1.5Km)
b Installation of 34.5/0.433kv Transformers, underground cables, and their connections, including switchgears (load-break
switches, etc.).

All the new overhead lines are to be designed and constructed for operating 34.5kv system voltage and equipped with a
conductor of type 240mm.sq ACSR

4.0 RESPONSIBILITIES

Project Manager
Project Manager (PM) shall be responsible for the overall implementation of the Company Safety Plan and this
Work Procedure. Ensure compliance by all parties to this procedure, the quality assurance manual, QC
inspection plan and relevant Cardinal specifications drawings and industry codes.

Electrical Project Engineer


Develop relevant various project electrical procedures, review and check all assigned project electrical
installation drawings for compliance with Cardinal Standard requirements, project specifications, international
standards and regulations, (electrical equipment, location drawings, plan drawings, details, schematics, wiring
diagrams, etc.) and vendor /manufacturer’s technical recommended instruction for installation and post-
installation requirements.

Electrical Field Supervisor


Electrical Field Supervisor shall ensure that foreman, electricians, and labors comply with the requirements of
the approved procedure, latest revision of IFC drawings, inspection test plans, safety requirements, availability
of all required tools, calibrated testing equipment and all necessary work permits secured / obtained before start
of work.

QA/QC Manager
Leads QC Engineer to manage and control the quality of ground improvement.
To organize internal quality meeting;
Planning and execution of inspection for work;
To take actions if there are NCRs;
To report quality issues to Deputy Project Manager.

QHSES OFFICER
The SAFETY officer shall ensure that all work permits (i.e., confined space, hot, cold works, etc) are available
prior to commencement of any work at the site.
Investigate unsafe conditions reported to you and ensure that corrective action is taken without delay.
To conduct toolbox meetings stressing to each and every individual in observance of safety working conditions
at all times, compliance tor safety requirements, i.e. use of proper PPE.To remind everyone to avoid unsafe
practices at the project site.

7. CONSTRUCTION SEQUEENCE

Detailed Work Methodology

7.1 INSTALLATION OF OVERHEAD LINES:


This section covers the provision of the materials and the execution of all works needed for the complete erection of
overhead lines.
Hertz shall string and sag the conductors in accordance with the final sag and tension tables supplied by the Cardinal
Engineer. The Hertz shall check the correctness of these tables and based on them he shall prepare his own initial sag and
tension tables for use in field operations. The initial sag and tension tables are subject to approval by the Engineer, make
all necessary special arrangements for unrolling and sagging the conductors or cables where the route crosses roads,
plantations, or other ground over which the erection cannot be carried out in the normal manner.
Clearances: At the time of sagging, the Contractor shall make sure that the minimum clearances are obtained under the
most unfavorable working conditions.

7.2 STRINGING AND BINDING OF CABLES

Stringing: The conductors and OPGW wires shall be installed by conventional method for the MV lines. The method is
subject to the approval by Cardinal Engineer. Conductors shall be strung carefully to avoid loosening of strands, scraping,
nicks or other damage.

Strain clamps: The strain clamps shall be of bolted type. The tightening of the bolts shall comply with the
manufacturer’s recommendations.

Splices: Full tension splices shall preferably be made with pre-formed line splices or alternatively compression joints.
When damage to a conductor does not exceed three Aluminum strands, either broken or nicked deeper than one-third of
their diameter a repair splice or sleeve shall be installed and where this limit is exceeded the damaged section of the
conductor shall be cut out and spliced with the above-mentioned preformed line splice or compression joint.
There shall be no joints in jumper conductors between tension strings. No joints shall be applied at less than 10 meters
from attachment point at towers. In case of compression joints utmost care shall be taken to ensure that during jointing
the sleeve remains well centered on the conductor core after compression.

Stays and guy wires: Stays shall be installed at staked locations approved by the Cardinal Engineer. Points of attachment
to poles shall be as shown on construction drawings. Stays shall be installed before conductors are strung.
Anchors and rods shall be in line with the strain and shall be so installed that approximately 20 cm of the rod remains out
of the ground. In cultivated fields or other locations, as deemed necessary, the projection of the anchor rod above earth

may be increased to a maximum of 30 cm to prevent burial of the rod eye. Under no circumstances shall backfilled and
tamped in the same manner as for pole holes, as the anchor has to be set in undisturbed.
The setting of each anchor as regards depth and position shall be inspected by the Engineer before the anchor hole is
backfilled.
Stay insulators shall be installed on stay wires in accordance with construction drawings whenever stay wires are not
bonded to a pole ground.

8. QUALITY CONTROL\ QUALITY VARIANCE


All inspection tests conducted with proof regarding installation of overhead lines, string and binding of cable will be
shared with CNML.

9. HEALTH, SAFETY, ENVIRONMENTAL & SECURITY

Health, Safety, and Security (HSS)

All personnel will wear safety boots, hard hats, reflective vest, safety glasses, overalls, ear protection, hand protection life
jackets for over water environments (not foreseen in this work) and safety harnesses when required. Proof of issue of PPE to
be kept on record register.

• The site designated first aiders will administer first aid treatment.

• As per Site’s Emergency evacuation plan

• Toolbox talks will be carried out on a daily basis and before each change of personal.

• Risk Assessment to be discussed with workers.

Safety is the primary consideration in all construction machinery manufacturing designs, but safety concerns are just as
important after machines leave the warehouse. The first step in safety is always using the right tool for the right job. Soil
compactors are traditionally categorized by size, weight, model and type.

All lines men should be aware of the limitations listed below and only use the appropriate machine as specified in this method
statement.
• Restricted zone to be always maintained during the operations.
• Communication of risk assessment with crew prior to work start
• Inspection of all tools and equipment and properly colour codes
• Obtain all required permits for the task ie Excavation Permit, working at height, Vicinity Permit, Etc.
• Ensure all critical controls are applied for the task.
• Permit authorizing operation of high up crane to be in place prior to start of lifting operations.

• The supervisor must observe and continually communicate the time to the crew.
• Dust must be controlled.
• Flagmen /spotters to have appropriate signage and must be visible.
• Make use of certified competent people.
• Provide TMP where required and ensure TMP IS APPROVED BY CNML and communicated.
• Only competent Operators should be allowed to use the machines / plants.
• Obtain Emergency reuse plan from ERT for height above 8m.

However, on this installation of overhead lines, safe operations demand constant diligence and should always be the operators
No.1 priority. Before installation of overhead lines, the following things must be checked to ensure positive health and safety
at site.

• Using the right tool is essential to HERTZ and CNML safety.

• Safe operation requires qualifies operators as it always been with HERTZ.

• The hand-guided soil compactors should be used in well-ventilated areas.


• Extreme caution should be taken when operation a machine on unstable level ground at the site.
• Preparation is always the first step in safe operations.

9.1 Environment

HERTZ recognizes that environmental concerns are of critical importance. HERTZ encourages its workers to join with CNML
in full acceptance of and compliance with this policy. We will create procedures that fully comply with federal, provincial
and local regulations. We will provide adequate training for our workers to ensure our workers are aware of these procedures
and can follow them.

Protection of the Environment

We will employ practical measures to protect the environment. We will conserve and protect the water, air, and land resources
we use. We will strive to eliminate any releases to land, air or water that may harm human health or the environment.
Continuous improvement of our environmental performance will be a principal objective.

Waste Management Policy Statement

We will work to prevent waste and pollution at the source whenever possible. New facilities and improvements of existing
operations will use processes designed to minimize the environmental effects of our operations and will incorporate functional
pollution control equipment.

Recycling and Waste Disposal

We will support recycling programs where practical and will use environmentally safe treatment and Disposal practices for
waste that is not eliminated at the source or recycled.

Compliance

We will manage existing facilities so that we meet or exceed legal requirements. We will implement programs and procedures
to satisfy compliance. We will conduct compliance audits and monitor procedures and practices to evaluate our performance.

Disclosure

We will inform our workers of our progress in environmental issues. We will cooperate with the authorities and regulatory
agencies in responding to inquiries. We will encourage our workers to report to the company conditions that they reasonably
believe could be harmful to the environment or pose health or safety hazards so we can initiate prompt corrective actions.

Commitment

Management will consider the environmental and cultural implications of its decisions. This policy is to be posted in all
HERTZ facilities by the site supervisor.

Fuels & Oils

● Drip trays and spillage control mechanisms shall be made available for containment of spillage.

● Site mechanic shall advise and ensure correct positioning of drip trays.

● All drip trays and spillage containment shall be controlled by the greaser on site and monitored by the site operator.

Hydraulic Failure (burst hydraulic hoses)

● Emergency stop on power pack to be engaged.

● Site Engineer shall immediately isolate and shut off hydraulic tank valve.

● Hydraulic repairs to be undertaken with drip trays in place

Emission of Noise (from compactor machine)

• Site Engineer together with QHSES Officer shall immediately isolate and shut off plant or generator where mechanical
fault detected.

• Routine repairs to be undertaken to limit the extent of noise (dBs).

• Emergency stop on power pack on the compactor to be engaged in the event of excessive noise
