2. Project Description This project will address the informal education needs of adult illiterates, especially among women
(mothers), farmers, and other vulnerable sectors from the community level who are deprived of formal
schooling. It will provide opportunity for these adults to develop their reading, writing and numeracy-
related skills and be able to recognize their capabilities and strengths and appreciate their varied
social and economic roles in the society..It will serve as an education strategy for peace and
development, health and disaster risk reduction management, climate change adaptation as well as
economic prosperity. It will ensure the inculcation of peace concepts in the modules of the Literacy
Manual which are in relation to self (Kapayapaan para sa Sarili), environment (Kapayapaan para sa
Kapaligiran), economy (Kapayapaan sa Ekonomiya)
Components include: Distribution of Manual/workbook, Capacity Development for Functional Literacy
trainers/facilitators, Literacy class management, PROJECT Management/Monitoring/Coordination and
GRADUATION of LEARNERS of which each has sub-component activities
3. Project History The Provincial Government of Sarangani started its Non-Formal Education (Adult Literacy) Program in
partnership with the Department of Education way back in 1995. With this, the health sector and the
DepEd developed Female Functional Literacy Project with the assistance of UNICEF under the Country
Program for Children IV-V Phases, with the ultimate goal of improving maternal and child nutrition
program by educating illiterate women/mothers on health matters as well as advocating their major
roles in the development of their community.
After the exit of UNICEF as a donor to MCHN initiatives, the project was terminated and was never
continued.
4. Project Justification Although the DepEd continued its Non-formal Education initiatives through ALS and ADM, adult
illiteracy still proliferated in the province, especially in the hinterlands. Moreover, those inititiaves
basically focus on the constituents who are already functionally literates but need further
enhancement on their educational status. Zero--based literacy or adult illiterates are not given so
much attention.
With the emergence of many development challenges in the province, especially in matters of peace,
security, health, disaster and poverty, continuous illiteracy among our adult constituents will worsen
such conditions.
The project aims at making our adult illiterate become functionally literate, especially those coming
from the disparity barangays, of which those learners would eventually be able to become empowered
individuals/Sarangans and would help them be alleviated from poverty and actively participate in
community development without insecurities. In the long run, we hope they will become our
frontliners and advocates for peace, good health and disaster risk management practices in their own
homes and would be ready for economic development initiative.
