Ambassador Wallace

Ambassador Wallace mainly spoke on foreign policy since 1847; this policy
was the examination of diplomatic intercourse between Liberia and the major
actors of the international communities and Liberia. He talks on how Liberia
enters into the system in 1847 and in the 1848 to the present.
He said the policy was rooted in its political ideology, liberalism, democracy,
and capilism. It also understood that the policy is about maintaining of the
national security preserving sovereignty. He said foreign policy and diplomacy
are methods in which government use to convince foreign government
through peaceful tactics. He talks on the division of Africa in 1835, how
Liberia was the only state at the formation of the League of Nations in Paris in
the 1920. The delegations who signed the united nation chapter are: Vice
President C.L Sampson Jr. B. Chairman Gabriel L. Dennis, Richard A. Harries,
Senator Lempel Gibson and Colonel Mosses Grunt.

Embassy financial management


Financial management is one of the most aspects of an embassy. This
department runs the day to day financial transition of the embassy. The
financial management is responsible for, organizing, directing and controlling
of the day to day finance. It helps financial officer of the embassies to manage
their account. It also help to make sure policy goals and objectives are being
effectively achieved, take inventory of all properties belonging to the embassy.
It also gives reports to the foreign ministry on all financial transaction.
Mr. Williams talk on the budget; he said budget means planning or projection.
He gives steps of the budget: planning, defending execution and monitoring.

Planning is gathering all information at the house of senate.


Execution - spending.
Monitory - Reporting.
Inspective - to inspect all government transaction including properties own by
the mission.
Diplomatic Communication

Ambassador Robert Y. Lormia


Ambassador Robert Y. Lormia talks about the two types of communications
verbal and non- verbal.

Communication is the process of transporting message between persons. You


must always be clear in your communication.

Communication is committed into two, media and mass media. Media


communication is the totality of the communication, socialize, education and
information.

A diploma should know how to talk, who you are communicating to and when
to communicate. You must always have confidence in yourself. He further to
talk on propaganda is the act in which people give false message because of
their own interest.

The types of propaganda

1. Black propaganda = which is the propaganda base on false purely


demising, because of he or she interest.
2. White propaganda = which is the actual propaganda.
