UPDATE ON APPROVALS AND SITE VISIT SCHEDULING - MT. SAMUEL NG'ANG'A PROJECT

Dear Mr. Ng'ang'a,

We are pleased to inform you that the payment of KES 43,000 for the approval of the structural
and architectural plans by the National construction Authority was processed successfully. We
are delighted to confirm that the plans have also been approved by the National Construction
Authority, and the approval papers have been issued.

In order to attain full approval, there is an additional step that requires payment of county
government rates and stamps , amounting to KES 26,000. We kindly request you to process this
payment at your earliest convenience to ensure a smooth transition to the next phase of the
project.Econet wireless will also be required to pay kes 85,000 for Environmental Impact
Assessment Fees at the NCA headquarters prior to the approval.

Once the payment for the county government rates and stamps is completed, the China
Cooperation Engineering Company will have all the necessary paperwork in place. We have
expressed satisfaction with the construction process thus far and are eagerly awaiting the
scheduling of a site visitation for your project .
