Mandaue City recognizes that strategic planning supersedes all levels of preparation of project management and
implementation.One ofthe challengesfaced by Mandaue City isthe complexity ofsustainable developmentthat necessitates an
integrated planning approach which encompasses environmental, economic, and social dimensions.
Often, traditional planning methods focus on isolated aspects, leading to fragmented outcomes, office silo mindsets,
disconnected plans in the aspect of budgeting and implementation that causesinefficiencies.

To address the need for integrated planning, the Comprehensive Development Plan (CDP) was formulated with the
participation of both internal and external stakeholders, such as the different departments, sectoral representatives,
representativesfromthe businesssector and people organizations.
Mandaue City, through a series of workshops, developed plans and programs by looking into several factorslike public welfare,
resilience, equity, sustainability, efficient disaster response, and community participation. The outcome of these sessions is a
comprehensive plan that will serve as the City’s development guide to reach our vision of becoming a resilient city. This plan
incorporates institutional, environmental, economic, and social elements, ensuring a holistic approach. By identifying common
objectives and strategies that align with sustainable development principles, the CDP guides the City’s various sectors toward
collaborative actionsthatlead to long-termgrowth.

THE MANDAUE INVESTMENT PROMOTIONS TOURISM ACTION CENTER (MIPTAC) WAS


ESTABLISHED THROUGH CITY ORDINANCE NO. 15-2021-1687 TO BOLSTER MANDAUE
CITY’S INVESTMENT AND TOURISM PROSPECTS. A RESULT OF THE MERGING OF TWO VITAL
CITY OFFICES, IT IS AN INTEGRATION OF THE CITY TOURISM OFFICE INTO THE MANDAUE
INVESTMENT PROMOTIONS ACTION CENTER (MIPAC), FORMING A DYNAMIC NEW
DEPARTMENT DEDICATED TO DRIVING INVESTMENT AND TOURISM SYNERGIES.
MIPTAC ASSUMES A MULTIFACETED ROLE IN ADVANCING MANDAUE
CITY'S ECONOMIC INTERESTS, WITH A SPECTRUM OF FUNCTIONS AIMED
AT FOSTERING INVESTMENT INFLOWS AND ENHANCING TOURISM APPEAL.
THESE FUNCTIONS INCLUDE:

Marketing and Promotions - MIPTAC spearheads initiatives to


position Mandaue City as a premier investment and tourist
destination, both domestically and internationally.
Investor Assistance - Dedicated to facilitating prospective investors,
MIPTAC offers comprehensive support to navigate investment
opportunities in Mandaue City.
MSME Support - MIPTAC extends assistance to Micro, Small, and
Medium Enterprises (MSMEs) seeking to leverage incentives under the
Local Investment Incentives Code of the City, fostering a conducive
business environment.
Enhancing Competitiveness - MIPTAC is committed to elevating
Mandaue City's competitiveness ranking through strategic interventions
and collaborative efforts.
Promotional Activities - Engaging in a spectrum of promotional
endeavors, including participation in trade shows and targeted
campaigns, MIPTAC actively attracts investments to Mandaue City.
Secretariat Services - Serving as the secretariat for both the Mandaue
Investment Promotions Board and the Mandaue Tourism Board, MIPTAC
ensures streamlined coordination and effective governance.

Capacitating the Backbone of Mandaue’s Economy through Training and Workshop Initiatives
Mandaue City is a home to over 20,000 businesses (data as of 2021) with most registrants belonging to the micro and small business category. With the
challenges brought by the COVID-19 pandemic and Typhoon Odette, among others, our micro and small enterprises became more vulnerable to threats
affecting their business operations. Understanding the need to adapt to the “new normal”, the City sees the need to capacitate the industries that make-
up the backbone of our economy.
To address this, Mandaue City LGU through the Mandaue Investment Promotions Tourism Action Center (MIPTAC) organized various training and
workshops to capacitate our Mandaue-based enterprises, especially the micro and small businesses, this includes the following:
GBG Cebu Digital Marketing Mentorship Program is in partnership with Google Business Group-Cebu and their group of Design and Digital Marketing
volunteers which helps MSMEs iimprove or create effective and tailored marketing strategies for their business, branding, and e-commerce platforms in a
span of 6-weeks.

Financial Technology Training was in partnership with Globe GCash which was mainly conducted to the public market vendors in Mandaue City. This
training aims to educate its participants on the GCash’s digital payment schemes which they could use on their business.

Brand Identity: A Logo Making Workshop is a two-day training workshop in partnership with the Department of Trade and Industry (DTI) and Dual Story
Brand Strategy Incorporated that helps MSMEs to create their brand by coming up with a company or product logo. This workshop further aims to link the
gap between the entrepreneurs and the creatives as it matches the entrepreneurs and the artist (intern) together with a Senior Brand Specialist to bring
out the most appropriate logo and brand for the product or business. Both the entrepreneurs and creatives expressed great fulfillment in their
interactions and learnings during the workshop.

Harnessing Social Media Skills and Getting your Business Online is a two-day online training workshop that equips MSMEs with the tools and proficiencies
in the digital economy. This is in partnership with Go Digital ASEAN Philippines by the ASEAN Foundation.

Financing Forum is another training in partnership with DTI through DTI Negosyo Center - Mandaue. Financing institutions were given the chance to
present their respective products and services to the businesses.

Shopee University Roadshow is a free masterclass that aims to help upskill and digitize MSMEs and guide them on how to sell online through Shopee, one
of the most prominent e-commerce sites in the country.

last February 2023, the Newly Appointed Ambassador of the Kingdom of Netherlands, Her Excellency Marielle Geraedts,

Business Support Services to Generate Business Opportunities: Mandaue Food Park
As the City’s Alert Level improved due to its high vaccination rate and relatively low Covid-19
case count, allowing more activities and businesses to open at higher capacities, the City saw the
importance of creating an avenue for small/micro businesses to set-up shop with the least capital
expense at the same time allowing them to market their products.
a total of The Local Government of Mandaue City organized the Mandaue Food Park to help the micro and
small enterprises (MSEs) in the City by providing them an opportunity to introduce and showcase
292 micro their products and further expand their market.
The City was able to organize two (2) food parks with more than fifty (50) participating MSEs
enterprises offering an array of food products from delicacies to Filipino cuisines that customers surely
served enjoy. Participating MSEs are given a free space with free electricity and water all throughout the
duration of the food park. These Food Park settings drew great crowds that supported the local
businesses and helped these participating micro and small businesses gain more confidence in
their business models.
Seeing the positive effects of this business support services in helping our MSEs recover after the
setbacks they faced in the past, the City intends to create more avenues in the coming months to
come.

MANDAUE BUSINESS MONTH
The Local Government of Mandaue City has always been proud of its strong partnership with the business
sector and different organizations that affect the City’s economic climate, especially its partnership with
the Mandaue Chamber of Commerce and Industry (MCCI). The MCCI has been instrumental in guiding the
City’s vision in maintaining and having an improved local economic development and ease of doing
business initiatives.
As a matter of fact, since MCCI’s revival in 2004, the LGU and MCCI entered into partnerships,
undertakings and have successfully embarked on joint ventures as prime movers of growth and
development in Mandaue City. This strong partnership has consistently increased project mobilization and
business support.
For 2023, Mandaue City granted four million pesos (Php. 4,000,000.00) to the MCCI as support for the
conduct of its annual Mandaue Business Month Celebration, a series of events and projects geared
towards promoting sustainable and socially-responsible entrepreneurship and to strategically position
Mandaue City to be an attractive destination for business and investment. Among its notable activities are
Mandaue Expo 2022, Trees Brew for Life, Executive Forum – Situational Approach to Leadership Makes the
Difference, Duwa: Cebu Children’s Festival, MCCI Business Summit, Mandani Bay Dragon Boat Regatta
2022, and Mandaue Investment Forum.

immediate concerns affecting their business such as traffic,

The City Government of Mandaue through the Mandaue City College Technological Skills
Training Center (MCCTEST) offered fourteen (14) FREE vocational courses to
Mandauehanons namely Automotive Mechanic, Bread and Pastry Production, Cookery,
Draperies and Curtains, Cosmetology, Dressmaking, Electrical Installation and
Maintenance, Computer Systems Services, Food and Meat Processing, Hilot Wellness
Massage, ISMO, RAC, Welding, Auto CAD . To date there are two hundred thirty-eight (238)
graduates and currently have a total of two hundred sixty-eight (268) enrollees of the
fourteen courses offered.
This initiative was developed to help displaced and unemployed Mandauehanon workers
by equipping them with relevant skills through the free vocational courses offered by
MCCTEST. This is also a way for the City to help the industries find and supply the
manpower needs to ensure steady operations of businesses.

The Public Employment Services Office (PESO) Mandaue is regularly
conducting Local and Overseas Job Fairs to help the displaced and
unemployed Mandauehanons find a job compatible with their educational
background and experience.
Just this year, sixty-one (61) companies participated in the job fairs, three (3)
are overseas agencies, offering over five thousand (5,000) job vacancies.
These job offerings were participated by thousands of applicants where a
number were hired on the spot.
Aside from conducting regular Job Fairs, PESO is also working hand in hand
with the Mandaue’s business establishments through job vacancy
dissemination maximizing the use of free social media all with the aim of
creating innovative strategies to generate more job opportunities and
improve the economic status of the City.

Mandaue City's dedication resonates deeply within its grassroots, as evidentthrough initiativessuch organized fisherfolk groups
and the institutionalization of vegetable-based Farmer Scientistsresearch, development, and extension training program. These
endeavors serve as empowering catalysts for local communities, bolstering agricultural practices and safeguarding sustainable
livelihoods. By fortifying the very bedrock of these sectors, the city actively amplifies its broader sectoral competitiveness,
nurturing a holistic environment of growth and prosperity.
The Farmer Scientist Program aimsto give farmers directtraining contact with agriculturalscientiststo develop theirtechnical
and scientific capabilities by utilizing appropriate technologies. Thisinitiative modernizes agriculture, expandstraining and skills
development, while ensuring food security for the population. The multi-phase programa focuses both on theoretical and
practical application related to land preparation and harvest. To date, 128 graduates have successfully completed Phase 1, 33 of
them finished Phase 2, and 17 of them finished Phase 3. Those who successfully completed the third phase are considered to
be associate graduates of the University of the Philippines Los Banos, who are eligible for hiring the City, and who can also be
lecturersfor agriculturaltechnology programs.
Cash-for-Work and Cash-for-Training Initiatives
With the desire of uplifting the lives of those living in coastal areas, the City implemented several programs in their favor. The
cash-for-training involved providing financial incentives to 160 fisherfolk and 138 youth women participants who underwent
training programs focused on mangrove protection and sustainable fishing practices. This Risk Resiliency Program recognizes
the economic needs of fisherfolk while simultaneously equipping them with knowledge and skills that promote responsible
resource management. This holistic strategy not only protects mangrove ecosystems but also ensures the well-being of
communities dependent on these resourcesfortheirlivelihoods.
Aside from that, 204 women were also involved in the City’s Cash-for-Work program. This involves cleaning and planting
mangrovesin coastal barangaysthat have the potentialto create a positive feedback loop. This, in turn, can enhance the overall
well-being ofthe community by sustaining livelihoods and safeguarding against environmental hazards.
The Mandaue Business Permit and Licensing Office (BPLO) together with the City Treasurer’s
Office is in its second year of digitizing business permit processes through the Electronic
Business Permits and Licensing System (e-BPLS). The City’s implementation of the eBPLS
has transcended expectations, through the implementation of its own practical initiatives, we
are proud to say that 99% of our business registrations have been made through online
applications.

Despite the expected losses of revenue due to the sudden cessation of business operations,
our City still posted a total of Php 909,203,396.88 business tax collections as of July 31, 2021.
This is a slight increase as compared to the collection in 2020 which amounted to Php
900,479,853.78 in the same period. And as a testament to the innovations continuously
implemented by the City of Mandaue, we have seen a 23.87% increase in business registrants
and tax collections from January to June 2022 amounted to Php 1,040,806,278.12 compared
to the Php 889,724,627.54 in the same period last 2021, a 16.98% increase in total business tax
collection for the same period.

Aside from capacitating our Cooperatives, the City Public Market Office also capacitated almost one thousand (1,000) market
stall owners through training and interaction with various financial institutions. The training on necessary skills on financial
digitalization such as using cashless payments, and how to secure accounts and enhancing customer service skills in order to
compete with the demands oftime,specifically online payments.
With the information drive and assistance to the marketstall owners, there are now a number ofstall owners who enrolled in
cashless payment in various platforms like Gcash, Maya and bank transfer. After the series of capacity-building trainings and
information campaigns on financial literacy, the City then adopted the PalengQR Ph Plus, a program of the Bangko Sentral ng
Pilipinas (BSP) and the Department of the Interior and Local Government (DILG) through Ordinance No. 16-2023-1784:
Ordinance Encouraging All Business Establishments and Local Transportation in the City of Mandaue to adopt QR PH Digital
Paymentsin line with the PalengQR Ph Plus Program. This program is also supported by the Department of Trade and Industry
(DTI) .
To cap off these initiatives, the City of Mandaue launched the PalengQR PH Plus last August 18, 2023 in partnership with the
BSP and the DILG through their Regional Offices. Notably, Mandaue City is the third City to launch the PalengQR Ph Plus in
Region VII. The launch was also supported by the Department of Trade and Industry and the business sector led by the
Mandaue Chamber of Commerce and Industry.
