Final exam – Science, Technology and society (Final Requirement)

HISTORY

The National Science and Technology Authority (NSTA), which was first established as the National
Science and Development Board (NSDB) on June 13, 1958, was reorganized as the NSTA on March 17, 1981,
with the mission statement "A competent and competitive science and technology community with a social
conscience."

On June 13, 1958, the DOST was established as the National Science Development Board under
President Carlos P. Garcia's administration. Dr. Frank Co Tui, who Garcia assigned to perform a survey on the
state of science and technology in the nation, made the suggestion that the science body be established as a
consequence of a statute that was approved by the Congress. On March 17, 1981, it underwent a reorganization
to become the National Science and Technology Authority (NSTA), receiving expanded policy-making and
program implementation responsibilities.

Executive Order 128 was signed on January 30, 1987, by President Corazon Aquino, elevating the NSTA to
cabinet status and changing its name to the Department of Science and Technology.

FUNCTION

1. Conceive up, establish, and oversee a thorough national science and technology plan, as well as oversee
and coordinate its funding and execution;
2. Encourage, support, and, when necessary, carry out scientific and technological research and
development in fields deemed essential to the development of the nation;
3. Encourage the advancement of homegrown technology as well as the innovation and adaption of
pertinent imported technology, and in this regard, carry out technological development up to the
commercial stage;
4. Design and engineering projects to support research and development activities;
5. Encourage, help, and, when necessary, take on the transfer of the outcomes of scientific and
technological research and development to their final users;
6. Promote the technological services needed by business, transportation, agriculture, and the general
public and provide them as necessary;
7. Create and maintain a scientific and technology information system and database;
8. Create and implement initiatives to improve institutional, infrastructure, and human resource capacities
in the fields of science and technology;
9. Increasing public understanding of science and technology; and
10. Conduct technical, feasibility, and policy research as well as technology evaluation.

PROGRAMS AND SERVICES

1. Technology Transfer and Commercialization / Innovation System Support


- In terms of technology transfer and commercialization, the DOST-CAR encourages the adoption of new
technologies with the goal of reducing poverty, promoting rural growth and development by fostering
opportunities for livelihood and rural businesses to become globally competitive, and generating
employment.
2. Testing and Calibration Services
- A DOST-CAR service unit is the Regional Standards and Testing Laboratories (RSTL). It is made up of
the chemical, microbiological, and metrology laboratories. To serve the testing requirements of the
adjacent provinces and the Cordillera Administrative Region (CAR), it was founded in 1998. In July
1999, the Chemical and Microbiological Laboratories opened for business, catering to basic testing
requirements. The following upgrades and accreditations were made to the aforementioned laboratories
over time with the aid of various projects:
3. Packaging and Labeling Services
- DOST-CAR offers designs for product packaging and labeling materials to MSMEs in the region
through its artist-designer. In collaboration with the Packaging Technology Division (PTD) of the
Industrial Technology Division Institute (ITDI), located in Bicutan, Taguig City, further packaging and
labeling services are also provided.

- On predetermined schedules, technology trainings are conducted based on the needs of MSMEs around
the region.

- A tiny library at DOST-CAR is used as a storage space for printed and non-printed scientific resources.
The library also contains informational materials from the DOST councils and institutes. To serve
patrons in the provinces, the Provincial S&T Centers have their own miniature libraries.
- All provinces were also given access to the S&T Academic and Research-Based Openly-Operated Kiosk
Stations (STARBOOKS), which allow users to access the most recent data and information from DOST
(SciNeT), Philippine eLib project sources, publicly accessible online resources, and paid databases.
9. R&D Networks and Linkages
- The Regional Research, Development and Innovation Committee was founded under the direction of the
DOST-CAR (RRDIC). The RRDIC supports the RDC by coordinating key R&D initiatives in the
region, providing strategic policy guidance, and bridging gaps in R&D, development, and innovation.
10. Disaster Risk Reduction and Management
- DOST-CAR undertakes programs, projects, and activities in support of the operations of the Cordillera
Regional Disaster Risk Reduction and Management Council (CDRRMC) and the Local DRRM
Councils as the Vice-Chair on Disaster Prevention and Mitigation in the region.
PROJECTS

Automated Guideway Transit System project (Philippines)

Through the Department of Science and Technology, the Philippine government has started a project to
create an Automated Guideway Transit System (AGTS) that is locally developed and made (DOST). The
DOST has built up two prototype lines, one in Bicutan in Taguig and one on the campus of the University of
the Philippines in Diliman.

DOST Hybrid Electric Road Train


The Department of Science and Technology of the Philippines created the hybrid electric road train (HERT), a
trackless hybrid train, for use in public transportation. The corporate headquarters are in the Philippine province
of Tarlac's town of Capas, in New Clark City.

The Metals Industry Research and Development Center of the Department of Science and Technology created
the Hybrid Electric Train (HET), a hybrid electric train.

It is the first train that Filipino engineers created locally using elements that were purchased from elsewhere.
On June 20, 2019, it was formally handed over to Philippine National Railways.
