1.0 PURPOSE
The purpose of this is to establish the minimum requirements to provide adequate sanitary
facilities and potable water for Tinrhert EPC 2 Lot-1 Project.
1.1 Project Description
The consortium Petrofac and GCB (GPGT) has awarded Engineering, Procurement and
Construction Contract with Sonatrach for the Tinrhert EPC2. Located in Alrar, around 1,500
kilometres southeast of Algiers, EPC2 will provide a new Central Processing Facility (CPF)
with inlet separation and decarbonisation units. The scope of work also includes tie ins to
the existing Alrar Separation and Boosting Facilities. When completed, the development will
boost natural gas production and remove CO2 from the field’s gas reserves, within
specifications for the global market.
2.0 SCOPE
This procedure applies to all CONTRACTOR’s, SUBCONTRACTORS’ and COMPANY’s
staff, Visitors, and authorized others operating at or between work site locations.
In the event of any difference between the requirements of this document and local
legislation, the higher requirement shall apply.

6.0 RESPONSIBILITY AND AUTHORITY
6.1 Site / Construction Manager
It shall be the responsibility of the Site/Construction Manager to ensure that the
requirements of this procedure are adhered to. Ensure an adequate supply of potable water
(bottled drinking water or potable treated water supply from municipality) to sites.
6.2 Camp Manager/Boss / Field Administration
 Ensure that adequate provisions are made for the supply of domestic and potable
waters that are clean and wholesome.
 Ensure that domestic water supplies are clearly labelled as not suitable for drinking.
 Comply with relevant legislative requirements.
 Ensure water testing from an approved laboratory for bacterial culture and chemical
analysis as per decided frequency.
 Maintain records of all the water testing results.
 Take remedial actions if water results found to be contaminated.
 Inform HSE if there is a change of source water or if there is a contamination of the
water found after testing.
 Ensure that the inventory for bottled water is maintained and bottles are stored
properly as per manufacturer’s instructions.
 Prepare and maintain a documented domestic and potable Water System
Maintenance Log.
 Ensure water testing from an approved laboratory for bacterial culture and chemical
analysis as per decided frequency.
 Maintain records of all the water testing results.
 Take remedial actions if water results found to be contaminated.
6.3 Site Doctor Medical Personnel
 Monitor water chlorination status at the camps/kitchens and facilities as per
frequency chart. Appendix 1 Drinking Water Quality Standard Values
 Send samples to approved labs for verification if bacterial growth is suspected.

 Communicate the relevant operational authorities for remedial action in case of


inadequate results.
 Maintain records of all the water testing results.
6.4 HSE Department
HSE Department is responsible to monitor compliance and provide feedback to ensure that
the requirements of this procedure are adhered to.
7.0 DESCRIPTION
7.1 Potable Water
For site personnel, an adequate supply of potable water, at least 5 litres per person per day
(amount will be more for hot weather conditions), shall be provided in all places of
employment. Potable water shall be stored in “Igloo” type containers to maintain the water
at a suitable temperature.

Portable containers used to dispense drinking water shall be capable of being tightly closed,
sealed, and equipped with a tape. Water shall not be dipped from containers.

Any container used to distribute drinking water shall be clearly marked as to the nature of its
contents and shall not be used for any other purpose. The common drinking cup is
prohibited.

Where single service cups (disposable) are supplied, both a sanitary container for the
unused cups and a receptacle for disposing of the used cups shall be provided.

Drinking Water containers (Igloos) shall be cleaned and sanitized on a daily basis if
necessary, according to the following steps:
 The outside of the container shall be rinsed off prior to opening the container.
 Containers are to be washed with a detergent daily. Hot water shall be used at all
times. Dishwashing liquid and a scrub brush or sponge shall be used to clean the
containers.
 Containers are to be rinsed with clean water to remove all soap residues.
 Containers are to be sanitized:
o Rinse containers in a solution of standard household chlorine bleach, in
accordance with the bleach manufacturer’s recommendations.
o Rinse containers in clean water.
o When a location is available, the containers shall be allowed to air dry prior to
refilling.
o Containers should be cleaned on an elevated, grated, platform to keep them
from being subjected to dirt and grime.
Infectious diseases such as hepatitis A, polio, E. Coli, cholera, typhoid, amoebiasis and
giardiasis can be transmitted by drinking water. Faecal contamination of water is the reason
for water transmitted infectious diseases.

Water becomes contaminated because:


 Sanitation is poor.
 Sewage overflowing / seeping into potable water lines.

 Stagnant water.
 Contaminated water delivery trucks.
 Poor handling of Sewage systems.
 Hygiene practices are poor.

Drinking water can also transmit radioactive or chemical (e.g., fertilizers, hydrocarbons,
pesticides, heavy metals) contamination. This type of contamination is more likely when
there are/were industrial processes near the water source.

The Project shall provide drinking water in all places of employment for the purpose of
drinking, washing, safety showers, washing of foods, washing of cooking or eating utensils,
washing of food preparation areas, etc.

HSE / Environmental Advisor will monitor, control, perform laboratory testing’s, maintain
daily/monthly/annually production log, on raw water storage, water production, potable
water storage and potable water distribution lines. Records and frequency testing will be
maintained and records are kept at office. Where drinking water is made on site, it must be
tested in accordance with applicable health and hygiene standards and records maintained.
Water storage and supply areas shall be inspected on a daily basis and reports maintained.

Above ground tanks are used to store potable water shall be constructed of stainless steel,
galvanized steel, or fibre glass.

All piping, distribution lines and water tanks shall be clean, properly maintained and super
chlorinated bi-annually.

The distribution lines shall be capable of supplying water at normal operating pressures to
all fixtures for simultaneous operation.

Chemicals that are used in the cleaning/sanitizing process must be properly stored in
accordance with the manufacturer’s requirements and Chemical Management Plan 22009-
TRHT-AP-CN-00-OO-404. Chemicals will be stored along with the required PPEs within the
confined/designated area. Safety Data Sheets (SDS) for all chemicals must be readily
available.

Contractor has adopted World Health Organization (WHO) Guideline values as the
standard for drinking water. Appendix 1 Drinking Water Standards

The quality of drinking-water is a powerful environmental determinant of health. Drinking


water must be suitable in quantity and quality for human consumption and for all domestic
purposes. Therefore, and to fulfil this requirement, water provided within Contractor offices
and site premises must meet minimum quality standards. Those standards ensure the
safety of water supplied by eliminating or reducing the constituents of water that could pose
negative impacts on health and ensures that the water is aesthetically acceptable.

Note: Between the Consortium (Only bottled drinking water will be provided to Petrofac as
per contract requirements and for GCB, at their sole discretion, they have the option of what
type of drinking water they will use or provide as long as they comply with the Drinking
Water Quality Standard prescribed by the Government, Local Authorities, WHO and the
Project medical provider in accordance with the requirements of the Project. About the

Client (Sonatrach EPM) only bottled drinking water will be provided according to Contract
requirements.
All employees shall always have access to potable drinking water.
7.2 Non-Potable Water
Outlets for non-potable water, such as water for industrial or firefighting purposes only, shall
be identified by signs to indicate clearly that the water is unsafe to drink and is not to be
used for: drinking, washing or cooking purposes.
There shall be no cross-connection, open or potential, between a system furnishing potable
water and a system furnishing non-potable water.
7.3 Chlorination
 Determine the volume of water necessary to fill the tanks and distribution system
completely and the amount of sodium hypochlorite required.
 Calculate the amount of sodium hypochlorite required to give a 50 ppm (50mg/l)
solution, using a 10% stock solution you will require 5 L per 10 tons of water i.e. for
a 150-ton tank you will need to add 75 L.
 Care when handling hypochlorite in concentrated form as it is extremely caustic to
eyes/skin.
7.4 Water Samples Analysis
For the physical and chemical analysis of water, the water samples are collected in
polyethylene bottles that are rinsed with distilled water before the collection of samples.
Samples will be collected from a subsidiary tap located on the discharge piping
DOWNSTREAM of all water treatment units. Avoid taps that have a swivel nozzle fitted or
that leak. Aerators, screens, or similar attachments must be removed. Run water at a
steady rate (without splashing) for at least 2 minutes before sampling.
Ensure 3rd party who will perform for water sampling are accredited by the Government,
Local Authority and comply with the standard requirements of local and or international
legalisation.
Water sampling must be conducted every 3 months for potable water storage tanks
supplied from the municipality, and every one year for well water sources. Water sampling
can be repeated or obtained in advance if necessary or if requested.
8.0 DOCUMENTED INFORMATION TO BE RETAINED (RECORDS)
 Records mentioned in this document shall be maintained by relevant departments in
accordance with Management of HSSE Records PEC-HS-PRO-X-2 413.
 Water testing records are to be maintained.
