CABLES SPECIFICATION

Specification

1 PURPOSE

This specification covers the minimum requirements for the design, manufacturing, inspection, testing, supply and shipment and
delivery to site of low voltage (lv) power and control cables for Occidental of Oman Facilities Development projects power systems.

2 SCOPE

This specification applies to all low voltage power and control cables installed in the Occidental of Oman Facilities Development
projects.

NOTE
The Vendor shall be fully responsible for the design, material, manufacturing, testing and delivery of the lv power and control
cables at site.

3 REFERENCES

3.1 Reference Standards

The lv power and control cables shall meet the requirements of this specification and European International Standards

3.1.4 Conflicting Requirements

It shall be the responsibility of the Vendor to inform the Purchaser of any errors, ambiguities, inconsistencies, discrepancies or
conflict of information which may be found to exist in any document, specification or drawing submitted by the Purchaser.

In case of conflict, the order of precedence shall be as follows in the descending order:

1) This Specification
2) Datasheets
3) Industry Codes and Standards

In the event of any conflict or ambiguities, Vendor shall seek written clarification from the Purchaser before proceeding with Work.
The Purchaser’s clarification shall be final.

4 TECHNICAL REQUIREMENTS

4.1 General

1) The electrical system details at various utilisation voltages are as follows:


a) lv feeders : 415V, 3ph, 50Hz, with solid earthed neutral.
b) Lighting & small power : 240V, 1ph, 50Hz, & neutral with solid earthed neutral.
c) Instruments : 240V, 1ph 50Hz, & neutral with solidly earthed neutral.
2) Cables shall be designed for voltage & frequency variation of ±10% and ±5% respectively.
3) Cables shall be laid in underground direct buried trenches, in air filled concrete trenches, in concrete encased duct banks (road
crossings) and partially in air (cable rack).
4) Cable ends shall be properly sealed with heat shrink boots when delivered to avoid ingress of moisture.
5) Cable drum length tolerance shall be within +5% of specified quantity in each drum length. Negative tolerance on specified
drum length is not acceptable.
6) All the cables shall, in all respects, be suitable for outdoor installation under site environment and service conditions stated in
‘Environmental Design Data for Electrical Specifications’ and shall have lifetime of at least 30 years.
7) All cables shall be supplied based on cable drum schedule which will be furnished to successful bidder after award.

4.2 Power, Lighting, Ac And Dc Ups Cable Construction

1) Conductors - Stranded annealed copper conductors preferably circular in shape according to IEC 60228. Two core, three core
and four core cables of size 25 mm2 and above may have sectoral shaped conductor
2) Insulation -XLPE insulation, 600/1000V grade.
3) Identification shall be by means of coloured insulation. Core identification shall be as follows:
a) One core : Black
b) Two cores : Red, Black
c) Three cores (3 phase power) : Red, Yellow, Blue
d) Three cores (1 phase supply) : Red, Black, Green/Yellow
e) Four cores : Red, Yellow, Blue, Black
4) Black & green/yellow denotes the neutral and earth conductor respectively and the other conductors are the phase conductors.
5) Cable construction shall be as follows:
a) Cores laying up : Cores laid up with non-hygroscopic PP or PVC fillers.
b) Binder tape : Polypropylene (for 2, 3, 4 core cables)
c) Bedding : Extruded PVC (Black)
d) Armouring : Galvanised steel wire for multi core cables and aluminium wires for single core cables.
e) Outer sheath : Black, PVC.
6) All cables shall meet FR test as per IEC 60332 part 1.

4.3 Control Cable Construction

Control cables shall be constructed as follows:


a) Conductors : Stranded annealed copper conductors preferably circular in shape according to IEC 60228.
b) Insulation : XLPE insulation, 600/1000V grade.
c) Core identification : The cores shall be numbered, for 6 core and above. Core identification up to 5 cores shall be
by coloured insulation
d) Cores laying up : Cores laid up with non-hygroscopic PP or PVC fillers.
e) Bedding : Extruded PVC
f) Armouring : Galvanized steel wire for multi-core cables.
g) Outer sheath : Black, PVC
h) All cables shall meet FR test as per IEC 60332 part 1.

4.4 CABLE MARKING

1) The outer sheath shall be marked by embossing in English at intervals not exceeding one meter with the following minimum
information:
a) Name of manufacturer
b) Year of manufacture
c) “Electric cable”
d) Voltage grade
e) Type of insulation
f) Conductor cross sectional area (mm2) and material
g) Number of cores

4.5 Cable Drum Marking

1) Cables shall be supplied in non-returnable steel or wooden drums as per drum lengths indicated in this requisition. All cable
drums shall be marked in legible and indelible letters giving the following particulars:
a) Drum number
b) Name of manufacturer
c) Purchase order number
d) Rated voltage
e) Number of cores and conductor cross sectional area (mm2)
f) Total length of cable (in m)
g) Total weight of cable (in kg)
h) Direction of rotation to unreel the cable
i) Gross weight (in kg)
2) Photocopies of drum labels shall be emailed to Purchaser before shipment.

5 INSPECTION AND TESTING

1) The manufacturer shall carry out all routine tests as per IEC standard as a part of manufacturing process on cables. All routine
test certificates shall be provided.
2) Certified reports of all the type tests performed as per IEC on a similar cable having identical construction shall be submitted
along with the offer.

6 WARRANTY

The warranty period for the cables supplied and terms shall be as specified in the Purchase Order.

7 PACKING & TRANSPORTATION

1) Cable ends shall be sealed with a waterproof heat shrinkable elastomeric end cap with adhesive type sealing compound.
Cable ends shall be properly secured to the reel.
2) Cable shall be delivered without joints, on standard sized non-returnable steel or wooden drums of sturdy construction properly
packed to prevent the cable from possible damage during transportation. The arbour hole of the reel shall be properly
reinforced. The cables on the reels shall be physically protected by wood (or similar) battens or Lamiflex, completely enclosing
the cables.
3) Copies of all drum schedules and other identification shall e faxed to the PURCHASER before shipping.
4) Goods shall be packed/ delivered in such a way as to withstand transport by sea, trans-shipment at port followed by land
transport by truck over distances of up to 1000km of graded roads.
5) The minimum diameter of the drum of a shipping reel shall not be less than the minimum bending diameter of the cable.
6) For ease of transportation within the Sultanate of Oman it is preferable to limit the packing dimensions to the following: 3.5m
wide x 12m long x 3.5m high x 35,000kg
7) If in order to comply with the requirements of the specification, it is necessary to exceed the above mentioned dimensions,
either in part or completely, then the following maximum dimensions may, subject to Purchaser approval, be used, but under
no circumstances be exceeded
8) The maximum height for transportation in the Sultanate of Oman: 5.8meters, including the trailer (standard height of a low bed
trailer 1.3meters, special low bed trailer height 1.0meter. Maximum length of a load: 12meter Single truck, 17meter truck with
semi trailer, 20meter other combinations.
9) Please note that a load of 20meters length is allowed provided the height is not more than 4.5meters.
10) If the dimensions detailed above are utilised, approval shall be requested at the tender stage. Failure to declare such
information at the correct time may result in financial penalties being applied if additional costs and/or delay are experienced.
11) Additionally refer project specification Protection of Goods During Shipment for packaging and transport of cables supplied. It
is Vendor’s responsibility to deliver the lv power and control cables covered under this requisition at site. Vendor shall provide
additional packing materials deemed necessary though not explicitly specified in project specification.

8 VENDOR DOCUMENTATION

1) Drawings and documents required along with bid shall be as per Seller Document Requirements List (SDRL) and shall be
submitted by Vendor along with the Bid.
2) The Vendor shall also furnish all project drawings and documents as per SDRL.
3) No manufacturing work shall proceed until the relevant drawings/documents have been approved or written “Consent to
Proceed” has been obtained from Purchaser.
4) The Vendor/Manufacturer shall issue certified copies of all final drawings/documents which requires Purchaser approval. Such
drawings/documents shall have been incorporated with all comments made by the Purchaser and/or his designated
representative.
5) The Vendor/Manufacturer shall make no modification/alteration to design, material etc as indicated on the approved
drawings/documents without prior consent from the Purchaser and/or his designated representative.
6) Vendor shall submit a list clearly describing all desired deviations from any part of this requisition along with the offer. A list
shall be retained of all agreed exceptions and deviations for the duration of the purchase order, updated in the event of further
concessions being granted and included in the data sheets. In the absence of this list with the submitted bid, it will be assumed
that the Vendor will fully comply with all the requirements stated in this requisition.
