CALL FOR PROPOSALS – SERVICE PROVIDERS FOR THE USAID/GHANA

MONITORING EVALUATION AND LEARNING PLATFORM ACTIVITY

RFP SOLICITATION # MEL -2024-038

USAID MEL Platform Activity Profile


The Monitoring, Evaluation, and Learning (MEL) Platform Activity is a four–year United States Agency
for International Development (USAID) Ghana Mission-funded project. The MEL Platform Activity is
implemented by LINC, LLC, in partnership with an exceptional team of experienced implementers,
evaluators, and researchers, including The Cloudburst Group, DevLab@Penn, and the Institute of
Statistical, Social, and Economic Research (ISSER) at the University of Ghana. The MEL Platform is
designed to provide expert monitoring, evaluation, learning, and diverse demand-driven services to
USAID/Ghana, its implementing partners, and Ghanaian stakeholders including the Government of
Ghana Ministries, Departments, Agencies, and Ghanaian academic and research institutions. These
services are to ultimately improve USAID’s ability to engage in evidence-based program design and
implementation and increase its ability to measure, analyze and communicate the impact of USAID
programming in Ghana. The Platform also supports USAID/Ghana’s progress toward achieving its
Development Objectives (DOs) outlined in the Country Development Cooperation Strategy (CDCS)
2020-2025, offer an integrated and cross-sectoral approach to MEL and Collaborative Learning and
Adaptation (CLA), and develop Mission, Implementing Partners (IPs), and local capacity in MEL and CLA.

Service Providers to Support the Implementation of the MEL Platform Activity


To implement planned activities under this scope of work, the USAID/Ghana MEL Platform Office in
Tamale intends to work with service providers in ways that enhance their capacities and prepare them
for working with USAID/Ghana and its Implementing Partners. Thus, the MEL Platform is calling for
proposals from qualified, reliable, and competitively priced service providers for the underlisted
goods/services.

• Vehicle rental (Interregional)


• Stationery and office supplies (Paper, Toner Inks, Notepads, Pens, etc.)
• Office Consumables (Toiletries, Tissues, Cleaning Detergents, etc.)
• Catering services (meeting and conferences)
• Artisans (Carpenters, Electricians, Plumbers, etc.)

General Instructions to Applicants

A. Proposal Submission should include the following information;


• Description of the product/service
• Quotations – Provide quotes where applicable.

• Delivery Terms and Costs - Indicate the delivery terms to be used and any associated
costs

• Payment terms - Indicate if payment will have to be made upon delivery/ on Credit/ in
Advance/ other
• Any additional information that you think might be relevant

B. Interested service providers may formally submit their proposals and copy
procurement@ghanamel.org not later than Friday, March 9, 2024, by 5pm GMT. The email
subject line should be RFP SOLICITATION # MEL – 2024 – 038. No part of the documents
submitted as part of the proposal package should have a protected password.
C. This is a competitive solicitation exercise. The MEL Platform is a USAID-funded project, and we
are required to do so. We will therefore request that you do not consider this RFP as final; The
MEL Platform, at its sole discretion will select the suitable service provider and notify you when a
final decision has been taken.
D. USAID MEL Platform is not obligated to make an award or to pay for any costs incurred by the
Applicant in preparation of a proposal in response hereto.
E. USAID MEL Platform reserves the right to accept or reject any proposal, republish this RFP, and
to cancel the bidding process and reject all proposals, at any time prior to award, without thereby
incurring any liability to Applicants or any obligation to inform Applicants of the grounds for its
action.
F. Please note that, if successful, LINC/USAID Ghana MEL Platform terms of payment are within 15
working days after submission and acceptance of the final invoice, or after delivery of the order,
if later.
