SUBJECT: 38 Annual Convention of the Philippine Blood Coordinating

Council on September 20-22, 2022

The Philippine Blood Coordinating is inviting participants to the 38" Annual

Convention with the theme “Blood Safety and Security: A Call to Sustainability” on September
20-22, 2022 at the Crowne Plaza Manila Galleria, EDSA, Quezon City.

Attendance to this activity of DOH Medical Technologists shall be on Official

Business provided that they are authorized by their respective hospital directors or office heads
and the appropriate Personnel Orders are issued. Expenses

0053, entitled “Guidelines on the Attendance to Conventions/Seminars/Conference and Similar
Human Resource Development Activities Outside of the Department of Health,”; DO No.
2014-0094, entitled “Guidelines on the Allowable Rates of Payment for Human Resource
Development Activities” and Department Order No. 2020-0664, entitled “Guidelines on
Attendance to Online Learning and Development Interventions and other Human Resource
related Activities in the Department of Health.”

The Philippine Blood Coordinating Council (PBCC), a non-government organization

composed of volunteer medical and paramedical practitioners actively dedicated to the
advocacy of voluntary non-remunerated blood donations and the edifying arm of the
Department of Health - National Voluntary Blood Services Program (DQH-NVBSP).
Its objectives are to educate and train healthcare professionals all over the country on
the rational use of blood, best practices and quality management in blood transfusion
service. Will be holding its 38° Annual Convention on September 20-22
this year’s theme: “Blood Safety and Security: A Call to Sustainability”, the
2022
Crowne Plaza Manila Galleria, EDSA, Q.C.

Inthis regard, may we respectfully request your good office to issue a DEPARTMENT
CIRCULAR authorizing Physicians, Medical Technologists, Nurses, and other
Paramedical Professionals in the country to attend the above-mentioned activity on
Official Business or Official Time. We have also applied for CME units at the
Philippine Regulations Commission (PRC).
