SPECIAL CONDITIONS OF CONTRACT

The following special conditions pertain to the above work and shall form part of this contract.
These special conditions shall be read in conjunction with the General Conditions of Contract
(abbreviated as GCC here after). Where the provisions of these special conditions of contract are at
variance with the provisions of GCC, the provisions of these special conditions of contract shall prevail.

2.1 Definitions:

2.2 “Engineer” / “Engineer-in-charge” shall mean the officer of the Company designated as such in
Annexure-IA hereto or any other officer appointed by the Company from time to time and notified
to the Contractor as authorized to act as Engineer / Engineer-in-charge for the purpose of the
Contract.

2.3 “Site Engineer” means the person to whom the Engineer-in-charge entrusts as his authorised
representative his responsibility to act on his behalf and perform any or all the functions of the
Engineer-in-charge under the Contract.

2.4 “Project” means set of all activities required for creation / modernization / repair of infrastructure
facilities at site for intended use.

2.0 Employment of Efficient and Competent Staff on Works:

2.1 The following Clause shall be read in lieu of Clause No.2.6.1 of GCC:

The Contractor shall provide and employ on the Site in connection with the works only such
efficient and competent Engineers and Supervisors and other skilled, semi-skilled and unskilled
labour as are necessary for the proper supervision and timely execution of the works. Orders
given to the Contractor’s Engineers / Supervisors shall be considered to have the same force as
if these had been given to the Contractor himself. The Contractor shall engage obedient, honest
and trust worthy labourers for work. If in the opinion of the Engineer, any labour and staff is
found not suitable for work or is of doubtful character, he shall at once be removed from the
work. The Contractor shall engage the following minimum Technical staff at site of work apart

3.0 Water Supply and Electricity:

 The following Clauses shall read in lieu of Clause No. 2.13.1 of GCC:

3.1 Water supply

3.1.1 Water required for construction purposes only will be made available to the Contractor free of
cost at one point near the site of work as decided by the Engineer. The sub-distribution
arrangement shall be done and maintained by the Contractor at his own cost and as per the
instructions of the Engineer.

3.1.2 The Contractor before commencement of work at site shall give sufficient advance notice to the
Engineer for effecting the water supply. The Contractor shall have to make provision for storage
of water and for use of the same at his own cost at times when the water supply will be off. No
claims whatsoever shall be entertained on account of failure of supply of water and no extension
of time shall be granted.

3.1.3 If at any time, it is observed by the Engineer that the Contractor is misusing the water, the
Engineer has the right to cut off the supply of water without any prior notice and the Contractor
has to make his own arrangements at his cost.

3.1.4 Whenever it is not possible for the Company to arrange water supply for construction purposes,
the Contractor has to make his own arrangements and nothing extra shall be payable on this
account and no extension of time shall be granted.

3.2 Electricity:

3.2.1 Electrical power supply required for construction purposes only will be provided by the Company
free of cost at one point near the site of work as decided by the Engineer. The Contractor shall
make his own arrangements at his cost to take the power from this point to the actual place of
construction. A suitable rating of earth leakage circuit breaker shall have to be brought and
connected at load point.

3.2.2 The Contractor will not be permitted to avail power supply unless the Engineer or his authorized
representative is assured that all the relevant precautions as per Indian Electrical Rules, as
amended up to date, relevant Indian Standard Code of Practice and Supply Regulations of the
State Electricity Board are followed by the Contractor. No claim whatsoever shall be entertained
on account of failure of electric supply and no extension of time shall be granted on this account.

3.2.3 The Contractor, before commencement of work at site, shall give sufficient advance notice in
writing to the Engineer for effecting the electric supply. The Contractor has to submit to the
Company in writing at the time of tendering his total power requirements in KVA and the list of

electrical equipments likely to be used by him and their ratings for which the power will be availed
from the Company’s power supply point.

3.3 Workmanship and Testing:

3.3.1 The following Clauses shall be read in addition to Clause No. 3.15.1 and 3.15.2 of GCC.

3.3.1 Regular mandatory test and any additional tests, if required, shall be carried out in accordance
with the procedure laid down in CPWD Specifications/ IS requirements/ as directed by the
Engineer- in-charge.

3.3.2 A list of mandatory tests to be conducted is indicated below. It may be specifically noted that the
tests to be conducted are not limited to the mandatory tests alone and additional tests if required
and directed by the Engineer on any materials including the approved makes etc., shall be
carried out by the Contractor.

3.3.3 The testing charges, including the cost of materials to be tested and all other incidental charges
such as carriage to the testing laboratory etc., shall be borne entirely by the Contractor.
Expenditure towards any additional tests will only be reimbursed subject to the material passing
the test as per relevant IS Codes.

3.3.4 Contractor may specifically note that the testing shall be done in Govt./ Govt. Approved/ NABL
accredited laboratory only.

3.3.5 For conducting mandatory tests, work test and other tests, the Contractor shall provide at his cost
the testing facilities at site for conducting at least the following field tests.

(i) Sieve analysis.

(ii) Bulkage of sand.

(iii) Measurement of silt content.

4.0 TIME FOR COMPLETION:

4.1 The following Clause shall be read in lieu of No.5.2.1 of GCC:

4.1.1 The Work shall be completed by the Contractor within the stipulated period indicated in
Annexure-IA. The total time allowed for completion of all works under this contract TEN (10)
MONTHS. (Including monsoon period) from the date of commencement of work. The contractor
shall complete the work in all respects within the above contract period of TEN (10) MONTHS.

4.1.2 The contractor in consultation with Engineer in charge (EIC) within 15 days of issue of work order
shall submit Time and Progress chart with clear milestones. The Program of works shall be
strictly as per the milestone chart approved by the EIC. If the contractor fail to adhere to the

individual milestone, persistently even after the notice, BEL reserves the right to determine the
contract at any stage in line with Clause 8 of GCC.

5.0 Extension of Time for Completion:

5.1 The following Clauses shall be read in addition to Clauses 5.4.1 to 5.4.6:

5.2 The hindrance encountered during the execution of work shall be represented by the Contractor /
his representative within 7 working days of hindrance encountered in site through letter, e-mail and
fax only. The Site Engineer / Engineer-in-charge shall asses the represented hindrance and record
the hindrance as assessed in the Hindrance Register, which is kept in the office of Site Engineer /
Engineer-in-charge. Representing the hindrances after 7 working days of hindrance encountered in
site shall not be entertained.

5.3 The Site Engineer may record the hindrances and he shall maintain the documentary evidences for
the same. However, it is prime responsibility of the Contractor / his representative to represent the
hindrance as and when arises during the execution of work which has impacted the progress of
work. Representing the hindrances after completion of the Project shall not be entertained.

5.4 The hindrances recorded shall include only those hindrances which have impacted the progress of
work. The Site Engineer shall record the date of expiry of hindrance and the no. of days from
occurrence to expiry of hindrance. The Site Engineer shall ascertain the overlapping period of
hindrance, if any, and calculate the net extension required for that particular hindrance.

5.5 During hindrance period, if work front is available on the other parts of the Project, the Site
Engineer shall decide on the net extension to be granted after considering the work carried out on
other front during that period and the overall impact of the hindrance on the progress of the Project.

5.6 The Site Engineer and the Contractor / his representative shall sign in the respective columns of
Hindrance Register agreeing for the same and this shall be validated at regular intervals by
Engineer-in-charge

Any Omissions and Commissions in the Hindrance Register should be supported by relevant
authentic documents duly certified by the Engineer-in-charge of the Project.

DETAILED TECHNICAL SPECIFICATIONS

The following detailed technical specifications pertain to the above work and shall form
part of this contract. The technical specifications pertaining to building and other civil works/
services shall be read in conjunction with CPWD specifications-2009. The Contractor is deemed
to have quoted his rates taking these aspects into consideration:

1.0 Technical Specification for Building and other Civil Works / Services:

1.1 Earth Work:

1.0.1 The rates for all excavation items shall include for site clearance as described in the CPWD
Specification 2009 under the heading ‘Site Clearance’.

1.0.2 Where excavations are made in excess of the depth required as per approved drawings or
directions of the Engineer at site (depending on site conditions) or any undulations caused by
blasting or chiseling in hard or soft rock, the contractor shall, at his own cost, fill up the extra
depth excavated with lean concrete 1:5:10 (1 cement: 5 coarse sand: 10 graded stone aggregate,
40 mm nominal size) and no extra payment will be made on account of this filling.

1.0.3 The term ‘Lift’ occurring in earth work excavation items shall mean getting out/disposal of the
excavated stuff from any depth below ground level as specified in item of schedule of quantities
and rates upto 1.5 Mtrs. above ground level. Lift in general shall be reckoned above ground
level. Lifts inherent in the lead due to ground slope will not be reckoned.

1.0.4 The earth work excavation in any kind of soil shall mean excavation in soft/ loose soil and hard/
dense soil. The classification of soils shall, however, be as defined in CPWD specifications 2009.

1.0.5 The earth obtained from excavations shall be made use off within the same site of work for filling
in purposes under the relevant items of the Schedule of Quantities and Rates (i.e., Annexure –
V). Any lead involved within the same site of work in bringing the excavated earth for filling in
purposes is not payable.

1.2 Earth Filling under Floors / Ramps / Trenches etc.:

1.2.1 The earth used for filling shall be free from all roots, grass, shrubs, rank vegetation, brushwood,
trees, sapling and rubbish.

1.2.2 Filling with excavated/supplied earth shall be done in regular horizontal layers each not
exceeding 20 cm in depth. All lumps and clods exceeding 8 cm in any direction shall be broken.
Each layer shall be Watered and consolidated with power roller of minimum 8 tones. The each
compacted layer shall be tested for the 98% dry density using proctor test and got approved by
the Engineer before laying the next layer of filling. Wherever depth of filling exceeds 1.5-meter
vibratory power roller shall be used to consolidate the filing unless otherwise directed by
Engineer-in-charge. The top and sides of filling shall be neatly dressed. The contractor shall
make good all subsidence and shrinkage in earth fillings, embankments, traverses etc. during
execution and till the completion of work unless otherwise specified.

1.2.3 The contractor shall strictly follow the specifications of MORT & H, section 300 for earth filling

1.3 Deduction for Voids in Filling:

1.2.1 Where it is not possible or convenient to take measurements from borrow pits or cutting, the
quantity of earth excavated shall be worked out from filling. The initial levels of the original
ground before start of the work after site clearance and the final levels after compaction of the fill
shall be taken at suitable intervals. The quantity of fill shall be computed from these levels and
reduced as follows:

1.3.1.1 In loose stacks such as cartloads, lorry Loads etc. - 20 %

1.3.1.2 In fills consolidated by light mechanical Machinery - 10 %

1.3.1.3 In fills consolidated by heavy mechanical Machinery


but not under O.M.C (Optimum Moisture Content). - 5%

1.3.1.4 In fills consolidated by heavy mechanical Machinery at OMC. - NIL

1.4 Concrete Works (PCC/ RCC):

1.4.1 Unless otherwise specified, all concrete works (plain/reinforced) shall be machine mixed and
mechanically vibrated using appropriate type of vibrators as directed.

1.4.2 The rate for concrete works (plain/reinforced) shall also include for any rebating, throating,
chamfering, moulding, etc., as shown in the approved drawings or as directed. Unless otherwise
specified in the item description of Annexure – V, all concrete works are exclusive of plastering
and finishing.

1.4.3 The deshuttering period (stripping time of the forms) when ordinary Portland cement is used shall
be as specified in IS 456 latest edition. However, when Portland puzzolona cement is used on
RCC works, the minimum deshuttering and curing periods shall be suitably modified as decided
by the Engineer. Advance tests particularly shall be carried out and other characteristics shall be
established before using Portland puzzolona cement on the RCC works.

1.5 Strength of Concrete and Acceptance Criteria:

1.5.1 Regular mandatory tests on the consistency and workability of the fresh concrete shall be done to
achieve the specified compressive strength of concrete. On establishing the proper mix design for
a particular grade of concrete using ordinary Portland cement, the same will be recorded and the
contractor thereafter will be allowed to adopt equivalent volume mix in the work. Whenever
changes in the materials used for mix design occur, the mix design should be reestablished. The
mode of measurement as specified in CPWD/DSR shall hold good even for mix design concrete
works also.

1.5.2 Minimum cement content for M 20 and M 25 grade of concrete used in R.C.C. works shall
be 320 kgs per cubic meter of concrete.

1.5.3 However the theoretical cement consumption will be calculated based on the accepted mix
design for the above grades of concrete. No compensation in rate/price shall be admissible for
the consumption of extra cement over and above the minimum cement content specified above
due to requirement of mix design. However, the Engineer-in-charge may consider this cement
content as per mix design for reconciliation purpose after satisfying himself with the mix design.
For all other concrete/RCC items for which mix design is not envisaged and adopted in the works,
volumetric proportioning with cement content as specified in CPWD 2012 DSR shall be adopted
and theoretical cement consumption will be worked out accordingly.

1.5.4 Procedure for acceptance criteria shall be as laid down in IS 456 Latest edition subject to the
following.

1.5.5 In case the cube strength falls below the specified strength of IS 456-Latest edition:

a. The concrete along with its connected members to be dismantled, if ordered, and redone
at the contractor’s risk and cost.

b. Remedial measures, if decided by the Engineer as acceptable, may be carried out at the
cost of the contractor.

c. When no remedial measures are considered necessary and the concrete is below the
specified strength, payment will be made as under:

(i) Above 90% and upto 15% below the schedule of


100% of the specified quoted rates for that particular
Strength. Batch.

(ii) Above 80% and upto 30% below the schedule of


90% of the specified quoted rates for that particular
strength. Batch.

1.5.6 In case of doubt arising regarding the results of cube strength tests, the Engineer may at his
discretion resort to core test/Non-destructive test (NDT) as laid down in IS 456-Latest edition and
such test shall be carried cut by the contractor. The results obtained from the core tests/NDT will
be taken as the strength of concrete for the purposes of payment. If the core test/NDT results so
obtained vary from those of cube test results, the payment towards core test/NDT charges shall
be regulated as below:

a) If the inadequacy of the strength of concrete based on cube test results is confirmed by
the core test/NDT results, the cost of core test/NDT shall be borne by the contractor.

b) The Engineer may also, at his discretion, resort to any other destructive/non-destructive
test other than core tests for assessing and retaining the structural members. In such
cases cube test results shall be the criteria for effecting the reduced payment.

1.5.7 In the absence of availability of cube test results for any batch of concrete/structural member, the
Engineer may resort to core test or any other destructive/non-destructive tests for ascertaining
the strength of concrete. If the strength of the concrete is found to be lower than the strength
specified, the remedial measures and penal recovery thereof will be regulated similar to that
specified for cube test results in 12.2.6 above. The cost of such tests shall be borne by the
contractor.

1.6 Coarse Aggregate:

1.6.1 Special care shall be taken to get the required size of graded aggregates only as specified in the
schedule of quantities and rates and the gradation of aggregates shall, however, be done as
specified in the CPWD specifications applicable under this contract. In case, locally available
aggregate does not conform to the specified gradations, stone aggregates of appropriate sizes
shall be mixed in the proportion as specified in the specification to get the required gradation.

1.7 Steel Work:

1.7.1 For the purpose of measurement and payment of reinforcement steel, the unit weights to be
adopted for mild steel /high yield strength deformed bars shall be as per IS 1732 (latest edition).

1.8 Plastering:

1.8.1 All external plastering shall be sand faced and internal plastering should be done smooth finish
with lime rendering or otherwise as required and directed. Internal plastering rate shall be
inclusive of lime rendering also.

1.8.2 The rate quoted for plaster work shall include drip moulding, rounding of corners, as
required and directed etc.,

1.9 Painting:

1.9.1 Preparation surfaces shall be generally carried out as laid down in CPWD Specifications.

1.9.1.1 Required quantity of paints as per CPWD Specifications/ Manufacturers Specifications shall be
brought to site in sealed containers before the commencement of work. The empty containers/
bags shall be removed from the site, only after the completion of work and final reconciliation of
the paint materials used on the work.

1.10 The Various Steps to be followed for Different Types of Painting Works to be carried out
are as under.

1.10.1 For Internal acrylic emulsion paint

l) Touch up putty.
m) Surface rubbing with sand paper No.100
n) Touch up paint.
o) Final finish 2 coats (roller finish).

1.10.2 For Enamel On Wood

1.10.3 For Exterior Emulsion painting.

1.11 Wood Work in Doors, Windows etc.,:

1.11.1 The wood to be used in doors, etc., shall be as specified in the items of work and shall be well
seasoned and the same shall be got approved before using on the work. In case of doorframes

without sills, the vertical members shall be embedded in the flooring to the full depth of the top
finished layer of flooring.

1.11.2 All portions of frames embedded or abutting against masonry / concrete shall be painted with two
coats of bitumen paint. The rate quoted frames shall also include the cost of bitumen painting.

1.11.3 Sal wood shall be of shores species belonging to Balau group of Malaysian origin with moisture
content as per CPWD specifications as applicable including kiln curing, if required. Individual
knots shall not be greater than 25 mm in dia.

1.12 Aluminum Doors and Partitions:

1.12.1 These items refer to fabrication, supply and installation of powder coated aluminum doors/
partition strictly in accordance with the specification/ detailed approved drawings.

1.13 Materials:

1.13.1 Minimum alloy for extruded section shall correspond to IS 735 – 1975 specifications and shall be
anodized/powder coated before incorporating in the work. The frame wok, styles, mullions,
beading, transoms and handle etc., shall be of powder coated section. All aluminium sections
shall be of Jindal or other equivalent make as the sections shall be structurally suitable to
withstand all the loads and the members have to sustain the same. Counter sunk screws, nuts,
bolts, washers, rivets and other miscellaneous fastenings, devices shall be of approved brass
cadmium plated or stainless steel only. Each door leaf shall be done with rubber glazing gasket
(best quality and approved make) of approved shape and powder coated aluminum metal glazing
strips inside and outside. All doors shall have 4 lever concealed brass body mortice lock without
handles as per manufacturer’s design, with concealed flush brass shoot bolt. All doors shall be
provided and fitted with stiffener rods 10mm dia one at top rail and one at bottom rail of the
shutter. 4 Nos. – 125mm long heavy duty powder coated aluminium butt hinges/ pivots as the
case may be and required nos. of 200mmx 10mm. Powder coated aluminium tower bolts for
double shuttered doors fixed with matching screws.

1.13.2 After fabrication, aluminium sections shall be protected from construction hazards that may
damage their appearance and or finish. All section and hardware shall have powder coating to a
minimum thickness of 15 microns.

1.14 Fabrication:

1.14.1 The frames shall be manufactured square and flat, the corners of the frame being fabricated to
true right angle. All the fixed and opening frames shall be constructed of sections, which have
been cut to length, mitred and mechanically fixed at the corners. In case welded joints are used,
anodizing shall be done after fabrication. All welding shall be on exposed side in order to prevent
putting/discolorations of other surface, imperfection after fixing etc. Necessary allowance shall be
made while manufacturing the partition, glazing for receiving plaster. A thick layer of clear
transparent lacquer based on methancrulates or cellulose putty shall be applied on the finished
sections of the aluminium work by the contractor to protect the surface from wet cement, lime,
dirts, dust etc., during the construction activities.

1.15 Hardware:

1.15.1 All cut-outs, recesses, mortising or milling and operations require for fixing the hardware shall
be accurately made and reinforced with packing plate as required to ensure adequate strength of
the connection. All the hardware accessories shall be with number stamped thereon according to
the number on doors as installed. All hardware shall be free from defects, which may affect the
appearance and serviceability. All hardware shall be fixed after obtaining the prior approval of the
Engineer-in-charge. Approved samples of hardware shall be kept in the custody of the Engineer-
in-charge. Working and moving parts of lock sets shall be accurately fitted to smooth, close
bearing and shall be free from rattle. The contractor shall repair or replace an or all defective work
and damage caused, at any time during defect liability period within 3 days from the date of
written notice. This shall be done without an extra cost to department and to the compete

satisfaction of the Engineer-in-charge. In case the same are not replaced immediately after the
receipt of the notice to do so, the departments shall do so at the cost of Contractors. The cost as
certified by the Engineer-in-charge shall be final and binding on the contractors.

1.16 Fixing:

1.16.1 The frames shall be accurately fixed in the flooring, brick masonry or RCC works. The fixing of
the frame shall be done with cadmium plated brass counter sunk screws driven on to the teak
wood rough ground or fixed to the wall with holdfasts as directed by the Engineer-in-charge. All
aluminium works shall be fixed in position as per relevant Indian standard specifications and code
of practice for fixing and glazing of aluminium work. Joints between metal and masonry shall be
fully caulked with mastic in order to ensure watertight joints. Fixing of aluminium door/hardware
etc., shall be fixed in best workmanship like manner true to line, level plane, plumb etc., and all as
directed by Engineer-in-charge.

1.17 Materials to be Used in the Work:

1.17.1 The Company accepts any one of the following makes with the prior approval of the Engineer-in-

1.18 Form work.

1.18.1 Form work shall include all temporary or permanent forming for the concrete, together with all
temporary construction required for its support.

1.18.2 False work shall include any temporary structure used to support a permanent structure during
its erection & unit it becomes self supporting.

1.18.3 The contractor shall be responsible for the design, stability, supply, fixing, alignment and safe
removal of all form work.

1.18.4 All form work shall be water tight and so constructed that there shall be no loss of material from
the concrete.

1.18.5 The form work shall so designed and positioned that can be removed without damage to
concrete. In the case of beams, slabs or like members the form work shall be so arranged that
the sides or edges may be removed without disturbance to the soffit or propping system.

1.18.6 Form work shall compose of steel, best quality wood or nonabsorbent type plywood Timber shall
be free from significant knots and shall be of medium grain as far as possible and hard woods
shall be used as caps and wedges under or over posts timber shall be well seasoned, free from
sap, shakes, worm, holes, warps or other surface defects and shall have smooth finish.

1.18.7 Staging, unless specified otherwise, shall generally be of mild steel tubes, steel beams and
channels etc. and shall be cup-lock system.

1.18.8 The staging shall be true and rigid and thoroughly braced in both directions as well as cross
braced, strutted and propped such that it will not deform unduly under weight of concrete and
other loads due to men, equipment, etc.

1.18.9 In general, and unless otherwise shown or specified in the contract, all form work for beams and
slabs shall be set with mid span of 2mm per 1.0m of span for all spans in excess of 5.0m,

1.18.10 The inside surface of forms, except for permanent form work, or unless otherwise agreed by the
engineer In-charge, shall be coated with an approved material to prevent adhesion of the
concrete. as approved by engineer.

1.19 Basic rates of materials:

1.19.1 The basic rate of materials to be considered for quote is mentioned in some of the items of
SOQR shall be inclusive of transportation to site. The cost difference in basic rate of
materials only shall be added / subtracted to the quoted rate subject to submission of
original bills and the same rate shall be certified by Engineer in charge. All wastages,
carriages, transportation etc., shall not be considered for payment of cost difference in
basic rates.

1.20 General:

1.20.1 The quoted rates shall be applicable for any height and depth unless otherwise clearly specified
in the description of items of the schedule of quantities and rates and nothing extra shall be
payable to the contractor on this account.

1.21 TECHNICAL SPECIFICATION FOR PRE- ENGINEERING BUILDING (PEB):

1.21.1 General

1.21.1.1 The scope of work under this contract shall cover analysis, design, detailed engineering, and
preparation of detailed drawings, manufacturing, fabrication, supply and erection of Pre-
Engineering Building (PEB) and Sandwich Puff sheet roofing & cladding sheets.

1.21.1.2 The technical specification is intended for the general description of the works, quality and
workmanship. These Technical specifications are however, not intended to cover the minute
details or works and workmanship. The execution of works and the workmanship shall be
according to the description given in the schedule of quantities, tender drawings, Approved for
Fabrication (AFF) drawings and relevant Indian standard codes. In the absence of relevant
Indian Standards Codes, the execution of works and workmanship shall be according to the
best prevailing engineering practices and/or to the recommendations of relevant British and/or
American standards and /or to the Instructions of Engineer-in-Charge.

1.21.1.3 The whole responsibility of carrying out PEB works lies with the contractor and he is expected
to ask any clarification, in respect of scope, interface & interpretation of any portion of these
documents before tendering, in writing with the concerned authority.

1.21.2 Detailed Engineering

1.21.2.1 Complete Analysis, Engineering Design and Preparation of drawings for construction of Pre-
Engineered Buildings & Anchor Bolt design including furnishing of design, working drawings,
calculations, data sheets and getting the same approval from BEL, testing and quality
assurance, inspection and quality checks, setting and layout and levels, safety measures
and inspection etc.,

1.21.2.2 The contractor shall get the design done from PEB agency and prepare all the required
drawings needed for correct and accurate construction. The design shall be strictly in
accordance with the Indian standards and as per the direction of the engineer in charge.

1.21.2.3 The contractor shall submit the design basis and General Arrangement (G.A.) of the
structure along with required explanatory sketches / drawings and get the same reviewed by

BEL before starting the final design and Approved for Fabrication (AFF) drawings. The
contractor shall also furnish to BEL the foundation loads such as axial load on the foundation
top or bottom of PEB Columns, Moment in both the direction, Horizontal shear etc., to
finalize the column footing details.

1.21.2.4 Construction of the structure shall not be taken up at site till all the drawings are reviewed by
BEL, and comments / suggestions given by BEL are incorporated.

1.21.2.5 BEL reserves the right to review any/all or none of the designs and drawings. Review by BEL
shall not relieve the Contractor of his responsibility for correct design and execution of the
works.

1.21.2.6 The final design and AFF drawings shall strictly adhere to the reviewed design basis and
general arrangement and shall incorporate all the comments / suggestions given by BEL
without any extra cost and any implication on time-schedule for completion of work.

1.21.2.7 The design and drawings for the structure shall be submitted by the contractor in one lot so
as to facilitate and overall systematic review.

1.21.2.8 After the completion of erection and construction, the contractor shall submit to BEL “As
Built” drawings in requisite number of copies as specified elsewhere along with one set of
soft copies in Auto cad format

1.21.3 Construction

1.21.3.1 Erection of all structural steel works, roofing, cladding, opening frames etc. including supply of
all materials, labour, supervision, plant, tools and tackles etc. shall be carried out by PEB
agency in association with the Contractor.

1.21.3.2 All materials and construction shall conform to the “Material and Painting Specifications” given
in Clause 1.22.6 and 1.22.8 of this document.

1.21.3.3 Painting of materials of construction shall be selected in such a way so as to protect the
structures against any harmful effect of chemicals, fumes etc. present in the plant or its vicinity
or in the ground and / or subsoil water.

1.21.3.4 After approval received from BEL, the contractor should obtain the drawing or a set of drawing
for anchor bolts from PEB agency to proceed with civil works and prepare the substructure
(foundations) for the subsequent delivery of the pre-engineered steel building. Anchor bolt
plan shall show the size and quantity of anchor bolts, their exact location and depth of
embedment, the dimensions of all column bases and the load reactions of all main and
secondary columns.

1.21.3.5 Foundation Bolts with templates shall be supplied prior to the supply of PEB structure by PEB
agency, to facilitate the contractor to fix the anchor bolts and proceed with foundation works.

1.21.3.6 No welding is permitted at site unless otherwise cleared by Engineer-in-Charge.

1.21.3.7 The roof sheets and wall sheets is coated with RMP/SMP.

1.22.4 Erection

1.22.4.1 The erection of steel work shall be in accordance with Bureau of Indian Standard
Specifications No. IS: 800 & IS: 816.

1.22.4.2 The Contractor shall be responsible for the suitability, safety and capabilities of all plant and
equipment used for erection.

1.22.4.3 Prior to starting erection of fabricated structure, defects if any shall be rectified. Prior
information shall be given by the contractor to BEL, of his intention to set out or give levels for
any part of works, in order that planning may be made for checking. The contractor shall
provide all necessary arrangements and assistance; which BEL may require for checking the
setting out.

1.22.4.4 The contractor shall erect the structural steel members in position, to dimension, and levels,
as in relevant drawings and shall take care to see that component parts are not interchanged.
Girders, stanchions etc., must rest fairly on their beds and will not be taken as erected until
completely plumbed, aligned leveled, bolted or welded and strengthened, in every respect.
The camber, if any is to be maintained as shown in relevant drawings.

1.22.4.5 Particular care should be taken to ensure free expansion & contraction wherever provided in
the relevant design/drawings or so directed on site.

1.22.4.6 While erecting, the holes in different component parts of structure should be made concentric
with the use of drifts before any service bolts are fitted. No drifting shall be allowed except for
bringing together several parts forming a member but the drifts must not be driven with such
force as to disturb or damage the metal above the holes. Hammering of bolts to make holes
concentric shall in no case be allowed. No nuts should be allowed to become loose and no
unfilled bolt holes are to be left in any part of the structure unless otherwise specified in the
relevant drawings. Welding should be adopted wherever specified in the drawings. Wooden
rams or mallets shall be used in forcing members to position, in order to protect metal from
injury or shocks, chipped edges shall be finished off smooth and all concave surfaces shall be
rounded off.

1.22.4.7 All erection tools and plants viz. derricks, cranes etc., will have to be provided by the PEB
agency/contractor as required in the erection work. All erection devices must be removed after
the work is over, in such a way that no damage is done to the erected structures. Any
damages, in this respect must be rectified by the contractor at his own cost.

1.22.4.8 The maximum tolerance for line and level of the steel work shall be +3mm on any part of the
structure. The structure shall not be out of plumb more than 3.5mm on each 10m. Section of
height and not more than 7mm per 30m section. These tolerances shall apply to all parts of
the structure unless otherwise noted in the drawings issued for erection purpose.

1.22.4.9 Erection drawings are final “for construction” drawings which denote the exact building
specifications. Erection drawings overrule all other documents as far as the erection of the
building is concerned. Erection drawings allocate part marks to all members of the pre-
engineered steel building. These part marks are normally stamped on the steel members for
quick identification and quick installation. The Erection drawings shall include detailed Bill of
Materials (BOM) to verify quantities received in the shipment’s packing list and against the
quantities shown on erection drawings details.

1.22.4.10 Grouting: Prior to positioning of PEB structural columns over the concrete
pedestals/columns/brackets, all laitance & loose material shall be removed by wire brushing &

chipping. The bearing concrete surfaces shall be sufficiently leveled, hacked with flat chisels to
make them rough, cleaned (using compressed air) and made thoroughly wet. All pockets for
anchor bolts shall also be similarly cleaned and any excess water shall be removed.
Thereafter, the structural member shall be erected, aligned & plumbed maintaining the base
plates/shoe plates at the levels shown in the drawings, with necessary shims/pack
plates/wedges.

1.22.4.11 After final alignment and plumbing of the structure with the help of instruments like Theodolite,
the forms shall be constructed all-round and joints made tight to prevent leakage. Grouting
(under the base plates/shoe plates including grouting of sleeves & pockets) shall be done with
non-shrink grout as approved by BEL. Non shrink grout shall be of free flow premix type and of
approved quality and make. It shall be mixed with water in proportion as specified by the
manufacture. The thickness of grout shall be as shown on the drawings but not less than
25mm and not more than 40mm in any case.

1.22.4.12 The grout mixture shall be poured continuously (Without any interruption till completion) by
grouting pumps from one side of the base plate and spread uniformly with flexible steel strips
and rammed with rods, till the space is filled solidly and the grout mixture carried to the other
side of the base plate.

1.22.4.13 The grout mixture shall be allowed to harden for a period as decided by the Engineer-in-
charge. At the end of this period, the shims/wedges/pack plates may be removed and anchor
bolts tightened uniformly. The alignment of the structure shall now be rechecked and if found
correct, the voids left by the removal of shims/wedges/pack plates (if removed) must be filled
up with a similar mixture of grout. In case after checking, serious misalignment is indicated,
the grout shall be removed completely and fresh grouting done after making appropriate
correction of alignment.

1.22.5 DESIGN SPECIFICATIONS

1.22.5.1 General

The design considerations given hereunder establish the minimum basic requirements for the design.
However, structure shall be designed for the satisfactory performance of the functions for which the
same is to be constructed.

1.22.5.2.1 Whenever any reference to IS Code is made, the same shall be taken as the latest revision
(with all amendments issued there to) on the notified date of submission of tender.

1.22.5.2.2 Apart from the IS Codes mentioned in particular for wind, live and earthquake loads in the
various clauses of this specifications, all other relevant codes American Standards (AISC,
MBMA, AISI & AWS specifications) related to the specific job under consideration and /or
referred to in the above mentioned codes shall be followed wherever applicable. Reference
to some of the codes in the various clauses of this specification does not limit or restrict the
scope of applicability of other relevant codes.

1.22.5.2.3 In case of any variation / contradiction between the provisions of Codes and the
specifications given hereunder, the provisions given in these specifications shall be
followed.

1.22.5.3 Loading

1.22.5.3.1 General: The structure shall be designed for all loads including the weight of structure,
accessories like electrical fittings, wind or earthquake. Due consideration shall be given to
loading during the construction / erection phase and accounted for in the design. Primary
member design shall be based on IS: 800:1984 or IS: 800-2007.Cold form design shall be
based on IS 801-1975.

1.22.5.3.2 Dead Load: All permanent loads due to the weight of all permanent construction including
walls and roof sheets, purlins, side cladding runners, panels, electrical fixtures and other
accessories.

1.22.5.3.3 Imposed Load (Live Loads): Live Loads shall be in general as per IS 875.

1.22.5.3.4 Wind Load: Wind loads shall generally be as per IS: 875. The basic wind speed of the site is
taken as 33 m/s which is equal to 120 km/h.

1.22.5.3.5 Earthquake Load: Seismic forces shall be as per latest IS: 1893 for Kotdwara, Pauri
Garhwal.

1.22.5.3.6 Other Loads Design of all structures shall also consider any other relevant stresses
imparted to the structure due to variation in daily and seasonal temperature, water table,
erection and maintenance loads, creep shrinkage etc. All buildings / structure shall be
designed to resist the worst combination of the above loads.

1.22.5.4 Deflection and Tolerance

1.22.5.4.1 Limited Deflection: The limited permissible vertical deflection for structural steel members
shall as per relevant Indian standards.

1.22.6 MATERIAL SPECIFICATIONS:

1.22.6.1.2 Secondary Members: Secondary structural framing shall include the purlins, girts, eave
struts, wind bracing, flange bracing, base angles, clips and other miscellaneous structural
parts. (NOTE: - No rods or cables are permitted for use as primary / secondary members)

1.22.6.1.3 Roof Sheeting / Wall Sheeting: Roof/Wall panels shall be 30 mm thick sandwich puf panel
sheets. Panel shall have 0.50mm thick precoated GI sheet on both side of polyurethane
foam confirming to IS 12436:1988 with standard profile with tongue and groove
arrangement. The precoated sheet shall be of minimum 240mpa steel grade confirming to IS
14246:1995 and shall have Zinc coating of minimum 120 gsm as per IS: 277:1992, 5-7
microns’ epoxy primer on both side of the sheet and polyester top coat 20 micron. The PPGI
sheet shall have plastic protective guard film of minimum 25 microns to avoid scratches
while transportation. The PU foam shall be self-extinguishing, fire retardant type having
minimum density of 40 Kg/Cum (+, -2 Kgs) including CFC free panel should be certified. The
panels shall be fixed to the steel frame structure with minimum 5mm thick self trapping GI
screws of required length and nos. with minimum spacing 300 mm c/c assembly, the cost
shall include Galvalume sheet on either side ridges with lapping 500mm on either side, soffit
junctions & flashings as specified puff panel makers

1.22.6.1.4 The exterior face of galvalume sheets is pre-painted with 1 mil (i.e., 25 microns) thick factory
applied Regular modified polyester (RMP) or Silicone modified polyester (SMP) Coating
paint. The interior face is pre-painted with 0.5 mil thick factory applied polyester paint.

1.22.6.1.5 Each panel shall provide minimum one-meter coverage and can be shipped in any length up
to 10m. Colour of exterior and interior faces shall be as directed by the Engineer-in-Charge.

1.22.6.1.6 Accessories shall include framed openings of varying sizes as per requirement.

1.22.6.1.7 Suitable wind bracings sag rods to be considered while designing the structure.

1.22.6.1.8 Sheeting Fasteners: Standard fasteners shall be self tapping/self drilling sheet metal
screws with metal and neoprene washers. All screws shall have hexagonal heads, be colour
coated to match roof and wall sheeting and made of zinc plated steel.

1.22.6.1.9 Sealer/Rope Seal: This is to be applied at all side laps and end laps of roof panels and
around self flashing windows. Sealer shall be min 6mm wide x 5 mm thick asbestos fiber
filled pressure sensitive elastomeric butyl tapes. The sealer shall be non-asphaltic, non-
shrinking, non-drying and non-toxic and shall have superior adhesion to metals, plastics and
painted surfaces at temperature from – 51oC to +104oC.

1.22.6.1.10 Closures/Filler Strips: Solid or closed cell E.T.P (Ethylene Polypropylene Terpolymer)
closures matching the profiles of the panel shall be installed along the eaves, rake and other
locations specified on drawings.

1.22.6.1.11 Ridge Caps: A formed panel matching the material colour, slope and profile of adjoining Rib
roof panels.

1.22.6.1.12 Flashing and Trim: Flashing and / or trim shall be furnished at the rake, corners, eaves and
framed openings and wherever necessary to provide weather tightness and finished
appearance. Colour shall be matching with the colour of wall. Material shall be 0.5mm thick
Aluzinc coated galvalume conforming to the physical specifications of ASTM A792 M grade
or equivalent and having minimum yield strength of 550MPa.

1.22.6.1.13 Anchor Bolts: Anchor Bolts are made of rods conforming to IS 1367 of 4.6 Grade. Anchor
Bolts (Black unpainted) & templates shall be supplied prior to the delivery of PEB along with
setting plans for anchor bolts.

1.22.7 Material Connections

1.22.7.1SITE CONNECTIONS

1.22.7.1.1 All Primary bolted connections shall be provided with galvanized high strength bolts,
washers nuts conforming to specification of grade 8.8 of IS 1367.

1.22.7.1.2 All Secondary Bolted connections shall be furnished with Bolts, Nuts, Washers, conforming
to the specifications of grade 8.8 of IS 1367 or ASTM –A307.

1.22.7.2 SHOP CONNECTIONS

1.22.7.2.1 All shop connection shall be welded with appropriate arc welding and shall be in accordance
with IS 816, IS 819, IS 1024, IS 1261, IS 1323 IS -9595 as appropriate.

1.22.7.2.2 The webs should be welded on to the flanges at both the faces at top and bottom of
columns, beams and any other sections.

1.22.7.3 TESTING

1.22.7.3.1 If the Mill tests are not available, then the same shall be got tested by CONTRACTOR to the
satisfaction of Engineer in charge to demonstrate conformity with the relevant specifications.

1.22.7.3.2 Tests Failure at any stage, in the event of material or work failing to meet an inspection of
test requirement, which is not overseen by the Engineer in Charge, the CONTRACTOR shall
notify it immediately. The quality control procedures to be followed to ensure satisfactory
repair.

1.22.8 PAINTING SPECIFICATIONS:

1.22.8.1 The cleaning and painting specifications for the structural steel work shall be as follows

1.22.8.1.1 Sandblasting / shot blasting to Sa 2.5.

1.22.8.1.2 Two shop coat of Epoxy based Zinc chromate primer of total thickness of 50 Micron.

1.22.8.1.3 Two Coats of Synthetic Enamel Paint of approved colour code as the final finish in which
two coats is to be applied at shop.

1.22.8.1.4 Touch up alteration at site only.

1.22.8.1.5 These painting shall not be applied manually and should be spray one.

1.22.9 MEASUREMENTS OF WORKS

1.22.9.1 Payment of Pre-engineered building system is measured in Metric Tons it includes primary
member, secondary member, purlins, cladding side runners, bracings, girders, anchor bolts,
grouting, painting etc.,

1.22.9.2 The total covered surface area in roof, wall & side drop as laid shall be measured in square
meters without allowance for accessories like ridges, hips, valleys, sheeting curved or bent,
flashings & girth, laps, sheet fasteners and corrugations etc., i.e., net laid area shall be
considered for measurement and payment shall be made accordingly.

2.0 DETAILED TECHNICAL SPECIFICATION FOR ELECTRICAL WORKS:

The following detailed Technical Specification pertains to the above and shall form Part of the Contract

2.1 Installation of Conduits:

2.1.1 All conduits and conduit accessories like bends, junction boxes etc., shall be made water tight at
the joints. Suitable joint solutions shall be used for joining of PVC conduits.

2.1.2 Conduits recessed in wall shall be fixed by means of staples/ steel hooks at not more than
75cm intervals. Chasing in the walls shall be neatly made by using brick/cement cutting
machine/ tools, refilled after laying/ fixing the conduit and brought to original finish. Conduit
laying/ fixing shall be completed before the wall is plastered.

2.1.3 Wherever conduit terminates either at a junction box or switch gang box or distribution fuse
board etc., suitable PVC bushings and check nut shall be used for the conduit ends.

2.1.4 After conduits, junction boxes, switch gang boxes etc., are fixed in position their outlets shall
be properly plugged with PVC stopper or with any other suitable materials so that water, mortar,
vermin or other any other foreign materials do not enter into the conduit system.
Suitable fish wire (14 SWG GI wire) shall be inserted in all the conduits for drawing wires
before they are embedded.

2.1.5 Cover for the conduit junction boxes shall be put in position, properly screwed. Over sized
white plastic sheet shall be used to cover the conduit junction boxes in wall/ ceiling. Conduits
shall be installed as complete continuous system and shall be mechanically and electrically
connected to all boxes and fittings.

2.1.6 Conduit fittings shall not be used as substitute for bends. Where conduits run across expansion
joints a suitable conduit expansion fitting shall be used. Thread less socket type bends and
junction boxes shall not be used in MS conduit works.

2.1.7 The conduit run shall be as straight as practicable. Unnecessary crossing or bending of conduit
shall be avoided.

2.1.8 Conduit run on surface shall be fixed with double screw type metallic saddles on walls/ ceiling/
equipment. Fixing screws shall be of either round or cheese head and oxidized. Single screw
fitting saddles shall not be used.

2.1.9 All exposed screw threads or other bare parts of conduits shall be coated with rust proof paint.
Conduits shall be placed in position in the switch boards/ DB’s/ Junction boxes through holes
and positioned by using check nuts.

2.1.10 Conduit recessed or surface laid shall be measured as per the actual length or conduits laid
including width of junction box and length of bends.

2.1.11 Separate conduits shall be laid for mains wiring (ie DB to Switch box), Sub wiring (i.e. switch
box to fittings/fixtures) and power circuit wiring.

2.1.12 Contractor shall furnish the conduit layout & circuit drawing in three copies to the engineer -in-
charge. Work shall be taken up only after approval of the same by engineer in charge.

2.2 Wiring in Conduits and installations of fittings/fixtures:

2.2.1 The following colour codes shall be followed for the wiring (3 phase – 4 wire, 1 phase – 2 wire)
a) ‘R’ phase : Red colour
b) ‘Y’ phase : Yellow colour

c) ‘B’ phase : Blue colour
d) ‘Neutral’ : Black colour
e) ‘Earth lead’ : Green colour

2.2.2 No wiring conductor shall be drawn in the conduits until all the work of any nature that may
cause damage to wires is completed.

2.2.3 Wiring shall be completed as per the looping system where phase wires are looped at the
switches and the neutral at the fittings.

2.2.4 The jointing of wires either in conduit or in junction box is not permissible.

2.2.5 French chalk shall be used for wiring in conduits to facilitate drawing of wires in conduit.

2.2.6 The switch gang boxes for lighting circuit shall be fixed flush with wall with the bottom edge of the
box at a height as mentioned in the drawing or as directed.

2.2.7 All light fittings, fans etc., shall be controlled individually. However, corridor lighting may be group
controlled as required or directed. Emergency lighting shall be executed as per the instructions.

2.2.8 The light fittings shall be mounted on ceiling/wall as specified. Wherever the fittings are to be
mounted on walls, the same shall be mounted at a height of 2400mm from finished floor level
and as directed. Lamp holders to be fixed below beam at a height of 2250mm from FFL.

2.2.9 The ceiling fans shall be fixed at a height of more than eight feet from the ground level and
minimum 300mm below ceiling.

2.2.10 The fan hooks (with boxes) shall be fixed firmly to concrete /truss /any frame and shall be able to
take around 250kgs of load or centrifugal force.

2.2.11 Maximum permissible number of 650/1100-volt grade PVC insulated wires that may be drawn
into rigid non metallic or M.S Conduits are given below:

2.3 Earthing:

2.3.1 The earth electrodes shall not be situated less than 1.5 meters from any building. Care shall
be taken that the excavation for earth electrodes shall not affect the foundation of the
building. The location of the earth electrodes shall be such that there is reasonable
chance of retaining moisture as far as practicable. Entries/ pavements and road
crossings shall be avoided for locating earth electrodes

2.3.2 All materials used for connecting the earth lead with earth electrode shall be of GI for GI
earthing and copper for copper earthing as directed.

2.3.3 No earth electrode shall have a greater ohmic resistance than 5 ohms as measured by an
approved earth testing apparatus and earth resistance of the mat with all the electrodes
connected shall be not more than one ohm.

2.3.4 The earth lead from earth electrode onwards shall be buried in ground to a depth of 50 cm below
ground level.

2.3.5 All conduits (whether recessed or surface) shall be permanently connected to earth by suitable
earthing clamps fixed on the conduit near entry to switch gang boxes, light fittings and all
electrical devices.

2.3.6 The body of all electrical devices like light fittings, ceiling fans, exhaust fans, fan regulators,
switch gang boxes, 5A sockets etc., shall be properly earthed by running 1.5sqmm size PVC
insulated single core copper conductor cable/ as specified in the SOQR/ drawing. The earthing
wire shall originate from Distribution Board.

2.3.7 All joints in earth mat or earth lead to earth mat shall be made by welding/ clamping or by bolts
and nuts. No other type of joint is acceptable. All welded joints for earthling system shall be
thoroughly cleaned and covered with epoxy compound, which is acid/ alkali resistant.

2.3.8 All Distribution boards shall be connected to earth grid/ earth electrode by running two
numbers of required size earth leads.

2.3.9 The armor of the cables and cable glands shall be effectively earthen at both terminations

2.3.10 Earth wire/ flat should never be used as Neutral. All the joints shall be over lapped at least for
100mm by joining with welding or by double bolt & nuts, spring washers etc.

2.3.11 The earth wire/ earth bus should not be laid over floor. They should be supported and
protected against any probable mechanical damage.

2.3.12 All earth connections should be scooted as far as possible. Where more than one earth lead is
connected, a single socket should be used for connection.

2.3.13 The earth electrodes should be minimum three meters apart from one another.

2.3.14 Each earth lead should be connected individually to the earth clamp. Each connection should
always be visible for easy inspection.

2.3.15 Each earth electrode should be identified permanently by engraving on the inner side of the walls
by wet cement with reference to earth leads connected to it.

2.3.16 Exothermic welding of copper / GI strip joints shall be carried out for low contact resistance and
reduce contact failures.

2.3.17 The earth pit chamber to be painted with Green/Black depending on type of earthing either
Neutral/Body earthing, Mentioning Date of measurement, type of earthing Copper /GI, Value of
earth pit, Name of connected equipment/DB/Panel. Or Providing of Name plate at a height of
0.5M with above details, concreting of support clamps as directed by EIC.

2.3.18 The earthing layout drawing to be provided to EIC after completion of works.

2.4 Painting:

2.4.1 The Contractor shall touch up with paint all the electrical equipment, which are damaged/
scratched during transportation, handling and erection. The paint used shall match exactly
with the painted surface of the equipment on which touch up is to be done.

2.4.2 All bare steel structures, base channel structures/ brackets/ clamps/ suspender hooks, slotted
angles etc., in the scope of the Contractor shall be painted with one coat of epoxy based primer
and two coats of epoxy based acid and corrosion resistant paint.

2.4.3 The paint shall be applied after thoroughly cleaning the surface of all rust, scales, dust and
dirt.

2.4.4 Each coat of paint shall be allowed to dry out before application of subsequent coat.

2.5 Testing:

2.5.1 The completed electrical installation shall be tested in accordance with the standard testing
procedures as per relevant IS and Manufacturers Instructions in the presence of the
Engineer.

2.5.2 All distribution boards, meter boards, LDBs, switch boards etc., shall be tested as per the
Manufacturer's Instructions before commissioning.

2.5.3 A test to earth of each installation shall be made with all fuse links in place, all switches on,
and all lamps in position. The result must not be less than 50 Mega ohms divided by the number
of outlets i.e., points and switch positions, except that is need not exceed 1 Mega ohm for
the whole installation.

2.5.4 The insulation resistance shall also be measured between all the conductors connected to
one pole or phase conductor of the supply and all the conductors connected to the neutral or
the other pole, of the supply. For this test all appliances should be removed and all switches
ON. The result, again must be not less than 50 Mega ohm divided by the number of outlets
i.e., points and switch positions, but need not exceed 1 Mega ohm for the whole installation

2.5.5 Test should be made to verity that all non/linked SP switches are on outer or phase conductor
and not on the neutral or earthen conductor.

2.5.6 The continuity of earthling and resistance of each earth electrode shall be measured with earth
merger as per relevant IS.

2.5.7 The result of the above tests shall be recorded and signed by the Contractor and Engineer.
The Contractor shall ensure that the test results are satisfactory and in conformity with
standard test results acceptable for such works.

2.6 Materials to be used in the work:

2.6.2 The Contractor shall purchase the items required for the works as mentioned in the list from the
Manufactures/ Firm/ his Authorized main dealer only and produce the invoice/ cash bill/ delivery
challan.

2.6.3 The reference model numbers given in the SOQ/BOQ are for full understanding of the technical
specifications of the items required. However, the contractor can supply equivalent models of
similar specifications from the approved makes list. Any other material/ equipment which is
not listed and whose make is not specified above and which is required for the works shall
have ISI mark, subject to prior approval by the Company.

2.6.4 In case the particular material/ equipment required as above for the works has not been granted
approval for use of the ISI mark by ISI, the make of such material/ equipment shall have prior
approval of the Company.

2.6.5 The tenderer shall clearly indicate the name and address of the local fabricators for fabrication of
distribution boards, meter boards, switch boxes etc., considered in his offer.

2.6.6 The local fabricators considered by the tenderer shall have sufficient previous experience in
fabricating meter boards/ distribution boards of similar specifications. The previous experience of
the fabricators along with testimonials of the users shall be furnished along with their offer.

2.6.7 The tenderer shall take prior approval of the Company for the name and address of the local
fabricator after award of contract.

2.6.8 The company is free to accept or reject a particular local fabricator for obtaining a good quality
meter board/ distribution board.

2.7 Armoured Power Cables/Cabling:

2.7.1. All types of underground cables shall be laid below the ground (as indicated in Cable ducts
drawing). Necessary excavation leveling etc. may be carried out as required and directed.

2.7.2 The cables shall necessarily be laid straight without any short bends etc. and manufacturer's
instruction shall be followed wherever required.

2.7.3 Wherever bends are required bending radius shall be provided as per recommendations of
the manufacturer.

2.7.4 Cables shall be laid on a level ground after excavation and necessary cleaning of earth etc.

2.7.5 Bricks shall be laid on either side of each run of the cable as required and directed. Sand shall be
filled up and brick /cudapah slab shall be laid on the top of the cable, for the entire length of the
cable laid wherever excavation is carried out for the above purpose.

2.7.6 The details of excavation such as trench size, depth and laying shall be carried out as per
drawing.

2.7.7 Wherever road crossings are encountered along the cable route necessary hume pipes of
suitable diameter shall be provided as per specifications. Both sides of the hume pipes shall be
sealed accordingly to prevent blockage of hume pipes at a later date.

2.7.8 Wherever cables are laid exposed on walls, column, truss etc., necessary conduit pipes/GI
pipes shall be provided with clamping arrangements as required and directed. Suitable size of
conduit pipe/GI pipe shall be provided depending on the size of the cable proposed to be laid.

2.7.9 Cables shall be terminated by providing suitable size of cable terminations (LUGS) with
necessary glands as required and directed.

2.7.10 In case of terminations on H.T. cables, manufacturer’s instructions shall strictly be followed.

2.7.11 Cable drums/ cable shall be transported to the site using all required tools & tackles and
observing all safety norms. The cable shall be unbundled by using rotating wheels or appropriate
method as directed.

2.8 MCCB/MCB Distribution Boards (MCCB/MCB DB):

2.8.1. Distribution boards shall be of totally enclosed sheet steel construction [16 SWG thickness] with
hinged doors and shall be aesthetically designed. LDB/PCDB shall be of approved makes only.

2.8.2. Distribution boards shall be of dust and vermin proof enclosure and shall be suitable for 415 V/240 V
50 Hz AC supply.

2.8.3. Neoprene gasket between door/frame shall be provided.

2.8.4. Doors of distribution boards shall be of lockable type.

2.8.5. All live parts shall be fully shrouded. Incomer shall be segregated from outgoings.

2.8.6. The bus bars of tinned electrolytic copper of adequate current ratings shall be provided for
distribution boards.

2.8.7. All bus bar support shrouds, barriers etc., shall be of SMC/DMC only. Separate bus bar chamber
shall be provided, as required and directed.

2.8.8. Detachable top bottom plates and knockouts for conduit/cable entry as required shall be provided.

2.8.9. Distribution boards shall be provided with earth terminal. DB shall have enough space for cabling
and wiring.

2.8.10. All control/ instrumentation/ metering/ inter connecting wiring inside distribution boards shall be
carried out with 660V grade, single core, PVC insulated copper conductor cable/ wire.

2.8.11. Distribution boards shall be suitable for fully recessed/partly recessed or surface mounting on wall
depending on site conditions.

2.8.12. All the MCB's offered shall be of minimum rupturing capacity of 9 KA at 415 V, 50 Hz AC at 0.75 PF.
With ‘C’ curve.

2.8.13. All the MCCB's offered shall be of minimum rupturing capacity of 25 KA with thermal magnetic based
release at 415 V, 50 Hz AC at 0.75 PF.

2.8.14. The rating of the incomer and outgoings and other requirements of DB shall be as per the single line
diagram along with all accessories such as fuses etc required for the functioning of the system.

2.8.15. Legend plates suitably engraved shall be provided for identification of incoming and outgoing circuits.

2.8.16. Distribution boards shall be painted with electrostatic powder coated of approved colour and shade
after necessary pre-treatment like tank process, degreasing, phosphating etc. as required.

2.8.17. The contractor shall furnish three copies of the general arrangement drawing of distribution boards
with all dimensions, weight etc., after work is awarded. Only after obtaining the Company's approval
of the drawing, the contractor shall take up fabrication of distribution boards.

2.8.18. All relevant safety standards, minimum creepages for live and metal parts to be observed as per
relevant standards.

2.10 Special Tools & Tackles:

The contractor shall supply and use the necessary tools required for the execution of work.

AS BUILT DRAWINGS:

On completion of work in all respects, the contractor shall supply to the company Two (2)
complete sets of drawings indicating the complete work as installed before submission of final bill.
These drawings shall clearly indicate the complete layout of light fittings, conduit runs, wiring diagrams,
location of distribution boards, earthing layout, power distribution plan etc, as required by the Engineer.

2.11 DETAILED TECHNICAL SPECIFICATIONS FOR ANALOGUE ADDRESSABLE FIRE


ALARM SYSTEM & PUBLIC ADDRESS SYSTEM:

2.11.1 Preamble:

2.11.1.1 The fire alarm system shall meet the technical specifications specified here under.

2.11.1.2 The make of fire alarm panel and other associated components viz., sensor, hooter, control
module, heat detector, MCP and Short circuit isolator shall be the same.

2.12 Fire Alarm Panel (FACP):

This refers to the microprocessor-based panel that shall be connected to the various
detector/devices by means of Two/Four / Five wire loops as indicted in the drawing. The FACP
shall be able to identify individual detectors for performance as well as to give pinpoint location of
fire alarm. Hooter Alarm as well as facility for cutting off of AC units, Air Handling units, blowers,
electrical power etc.

2.13 Loop:

A loop shall mean a Two /Four / Five wire circuit, which shall include detectors, hooters /
sounders, MCP’s, modules etc., The loop card shall have built-in short circuit isolators to
accommodate Class “A” wiring.

2.14 Addressable Devices:

This term indicates the complete group of addressable detectors, Manual call Stations
addressable output /input modules etc.

2.15 Detectors:

The Detector shall be analogue addressable type. The chamber should be easily removable for
the purpose of easy maintenance. The address programming shall be done by a handheld
programmer or from the FACP. The detectors shall have a common base to allow easy
interchange of various types of detectors. Address setting by DIL Switch or Decade Switch shall
not be acceptable.

2.16 Manual Call Station:

The Manual Call Station shall be addressable type with input modules to define the Station. The
function shall be similar to that of conventional Manual Call Box and should be resettable without
replacing the glass.

2.17 Input / Output Module:

Output module shall mean addressable points from the FACP with potential free contacts for
tripping of AC units, Air Handling units, blowers, electrical power supply etc., and any module
shall be able to handle one input and operate single or two relay outputs powered from the loop
and preferably consuming single address on the loop. The system shall also be able to handle
separate modules to interface the speakers of the Public Address System.

2.18 Input Module:

The input modules shall be of single or dual channel type. The dual channel module shall be
selectable for Normally Open or Closed by a 2 bit DIL switch. Optionally the input module shall be
of monitored type.

2.19 Fault Isolator:

This equipment shall be placed in the electrical wiring preferably after every 20 devices and shall
be able to isolate electrical short and open circuit wiring. All the other detectors shall remain
functional because of the Class A wiring of the loop.

2.20.1 The design, supply and installation and testing of the entire fire alarm system shall conform to
BS: 5839 or NFPA 71 and 72 and spacing of detectors shall confirm to IS 2189 standards. The
detectors shall conform to relevant codes for Fire Alarm Systems.

2.20.2 A general drawing showing the spacing of detectors is to be enclosed. The quantity mentioned in
the schedule of quantities and rates is mainly for the guidance of renderers. The drawings have
to be collected and verified and if any variance with IS 2189 standards the same has to be
brought out in Pre-Bid meeting.

2.21 Fire Alarm System:

2.21.1 The Fire Alarm System shall confirm to BS: 5839 or NFPA 71/72 in respect of design and
installation, and it shall give Audio/Visual Alarm Signals when the temperature in case of Heat
Detector or smoke density in case of Photo Detector exceeds the pre-set limit. The system shall
give pinpoint location of fire with warning system and voice communication for commands and
instruction if required.

2.21.2 The system shall be a microprocessor-based control with monitoring facility. The basic function of
the system shall be able to achieve pinpoint location of alarm indication. Secondary functions
such as pre warning of possible alarm situation, self-diagnosis, checking upon faulty detectors
and switching on/off of unrelated activities such as AC units, Air Handling units, blowers, electrical
power etc., shall also be possible in this system.

2.21.3 It shall be possible to program each loop with minimum 176 detectors / devices / hooters /
sounders in a circuit. The FACP itself shall have the mother boards/interface of each loop built-in.

2.21.4 Annunciation (Hooter Alarm) facility shall also be inbuilt into the FACP, the panel being able to
initiate alarm signal for any particular zone.

2.21.5 The system shall be fully supervised for all fault conditions with distinctive alarm operated for fault
and fire conditions. Test push buttons software features shall be provided to test the electronic
circuits and detectors conditions.

2.21.6 The FACP shall be so programmed that when a particular detector or group of detectors give a
fire signal, the FACP should be able to trip Air Conditioning units (AC unit) Air Handling units,
blowers, electrical power etc., In case of Fire, the FACP shall be able to trigger a Relay that shall
shut off the AC units Air Handling units, blowers, electrical power etc through an additional
contact provided in the Electrical Panels of respective equipment / system. The fire alarm
contractor shall provide the necessary relays, potential free contacts, modules etc., in their fire
panel to accomplish this facility. Also the Fire Alarm Contractor shall provide the necessary wiring
from fire panel to the panel provided by the contractors of respective equipment/system and
connect the same to their panels. The respective system contractors will provide only the NO/NC
contact in their panels to accomplish the facility of tripping of their equipments. The Fire Alarm
System contractor shall provide all other associated works, for the tripping facility of respective
systems viz., AC units. Air Handling units, blowers, electrical power etc.

2.21.7 The FACP shall have the provision for adding an extra loop card to cater for a possible Card Burn
out/ malfunctioning. The loop card shall be incorporated in the FACP itself. The bidder shall have
the FACP software as to be able to change the terminals of any of the loops from any operating
card to the extra card. Additional Software changes that may be required to fit the extra card into
a particular loop shall be carried out at site as and when required at extra cost, except during the
period of guarantee.

2.21.8 The FACP shall have facility to connect minimum 99 addressable input/output devices in the
peripheral RS 485 bus. These may be 8 way input card, 4 way relay card, 4 way sounder card,
passive/active repeater panels and mimic driver cards.

2.21.9 The fire alarm panel should be provided with BACnet / IP communication interface or MODBUS
RTU RS 485 communication interface for BMS integration.

2.22 Fire Alarm Control Panel (FACP):

2.22.1 The Fire Alarm Control Panel shall be micro processor based fully Analogue Addressable,
Analogue Control Unit which shall control all Analogue Addressable Detectors, Manual Call
Stations and Switching Systems. (For disconnecting AC units, Air Handling units, blowers,
electrical power etc., connected to it).

2.22.2 All addressable units shall be connected to the FACP through the Loop Cards and shall be
addressed through individualised numbers. The FACP shall be able to obtain analogue value for
all detectors in the circuit through a pulsed digitalised current data. The FACP shall be able to
analyse all analogue inputs from all addressable units, and through its own software and ambient
level screening the FACP shall be able to identify fire, possible fire or fault conditions. The unit
supervision shall be dynamic and continuous.

2.22.3 The FACP shall itself have all loop cards in it. No isolated motherboard or transponder shall be
considered. Each loop shall be able to address minimum 176 addressable devices/ detectors per
loop.

2.22.4 The FACP shall also give adequate warning signal whenever there is dust accumulation in
detectors, and up to the point of its replacement it should be possible to change the level of
ambient alarm calibration condition either by the use of software program operable by the owner
or by resetting the detector.

2.22.5 Short / Open circuit units shall also be reported at the FACP. In such cases, the system through
the use of fault isolators shall be able to isolate that segment between the two fault isolators.
The missing Detectors / Devices shall also be reported at the FACP with identification of the
location.

2.22.6 The FACP shall have the facility to set smoke sensor sensitivity remotely to either high sensitivity
Manually or on a pre-programmed sequence (i.e. Day / Night) period.

2.22.7 When an alarm condition is sensed at the FACP from a smoke or heat detector, a delay time /
alarm verification period shall be started. If the sensor is still in alarm after the delay time
expires, an alarm condition is reported. The delay time shall be adjustable form 0 to 990 sec’s.

2.22.8 The FACP shall have facility to perform walk test such that an operation can be periodically
checked out for all initiating devices. As each device is placed into alarm the FACP shall print the
condition and automatically rest the device. Audible devices shall be initiated, if required at a
preprogrammed time. If a zone is inadvertently left in walk test mode, it shall automatically reset
to normal after the idle time is exceeded. During the walk test the zones other than the
programmed zones shall be under continuous supervision (normal mode). In case of any alarm
initiated by detector / devices the walk test shall get terminated automatically.

2.22.9 Programming functions shall include alarm / trouble type assignment, point descriptor
assignment, alarm message assignment, etc.

2.22.10 Programming may be carried out from the FACP Keyboard or utilizing the approval PC setup
software via laptop / desktop computer.

2.22.11 The FACP shall have a Liquid Crystal Display of Alphanumeric type to indicate immediately all
conditions. The display should be high resolution, Bakelite 2 (lines) x 40 character. In case of
testing of the system from the FACP the Display shall be able to give readouts of analogue
value of all detectors being tested. The FACP shall also be able to carry out continuous self-
monitoring when in normal condition.

2.22.12 The FACP shall have compatibility to connect an external printer which shall log all events with
time. The printout shall clearly indicate the Event-Fire / Pre Alarm / Fault etc. with the unit
address and time.

2.22.13 The FACP shall also be able to discriminate between false alarms and fire conditions, as well
as priority selection of alarm in case alarm activates in case alarm activates in two or more
remotely located units simultaneously. In such cases, the Manual Call stations shall have the
highest priority.

2.22.14 The FACP shall also is able to actuate switches automatically in case of Fire condition that of AC
units, Air Handling units, blowers, electrical power etc.

2.22.15 In this respect the tenderer is required to take note of the clause relating to cutting off of AC units
Air Handling units, blowers, electrical power etc given above. The tenderer shall indicate in the
Pre-bid meeting any other additional facilities that shall be provided in the panel of respective
equipment/system other than the facility indicated in this tender document for achieving this
mechanism.

2.22.16 The System shall be fail safe and adequate safe guards should be under taken that in the event
of a failure of a part of the System it shall not handicap the complete System. The Loop Cards
shall be Modular Construction.

2.22.17 The tenderer shall undertake the responsibility of the complete installation, commissioning, user
trials, training and maintenance of the System as required. The tenderer shall take all
responsibility for preparation and installation of System Software into the FACP. The Software
shall be such so as to be easily operated by the Client’s Personnel and secured against
Software errors, ability to be upgraded so as to incorporate more features at a later date.

2.22.18 The FACP shall have its own Battery Backup of a minimum of 48 hours in normal run and the half
an hour in alarm condition. The Battery shall be 2*12V (24V) DC and of sealed maintenance
free type, housed inside the FACP.

2.22.19 It shall be able to withstand temperature variations from 00 centigrade to 400 centigrade. Further,
Relative Humidity (non-condensing type) up to 85% shall not tamper its performance. The
voltage rating shall be from 17V DC to 31V DC, though the voltage may be change depending
upon the working voltages of a proprietary FACP.

2.22.20 The FACP shall be totally enclosed dust and vermin proof type made of minimum 16-gauge dust
inhibited sheet with even baked finish. The FACP shall be of completely solid stage design.

2.22.21 The logic circuitry shall be based on high noise immunity solid state hardware employing modular
construction. Logic cards shall be of epoxy fibber glass construction.

2.22.22 The FACP shall have EN 54/UL/FM approval.

2.22.23 Further, the system shall be to add at least 10% of the Detectors/Devices for further expansions.

2.22.24 The panel shall have software to cater to the changeover of any of the operating loop cards the
extra loop card. Other software necessary to actually change the terminals of a loop form and
existing loop card to the extra loop card shall be carried out at site as and when required.
Charges for such carried out at site as and when required. Charges for such software, loading
test run etc. shall be indicated when required.

2.22.25 The FACP shall be capable of being networked (future expansion) with other similar FACPs
located at different part of the premises through a single RS485 bus.

2.23 The FACP shall have the necessary modules for interfacing with the Public Address
System.

The FACP shall be provided with only application/system software which is required for
satisfactory functioning of the fire alarm system as per the technical specification of the tender
document. However only provision shall be made in the fire panel for up gradation of the front
end software which is required for integrating the fire alarm system to the IBMS / computer on
latter stage.

2.24 Flat Response/ Multi Sensor Type Smoke Sensor:

2.24.1 All detectors are fitted with plug-in system type connections, from the maintenance and
compatibility points of views. An alarm release will not affect a detector’s good functioning. After
resetting the alarm, the detector will resume operations without readjustment of any kind.

2.24.2 The detector shall have a linear response over all types of fire. It shall be possible to use only a
single detector type/model for both above and below false ceiling applications. The detector shall
be capable of detecting fast flaming fires and smoke smoldering fires equally well. The detector
shall therefore be a multi technology detector or shall be of unique design whereby a single
type/model can be used in applications where either ISD / OSD would be normally used.

2.24.3 The detector shall be able to sense incipient fire by detecting the presence of visible and invisible
products of combustion. The detector shall be suitable for low voltage (17 to 31V DC) two wire
supply. The detector shall be provided with Twin LED indication and the sensitivity of the
detector shall not vary with change in ambient temperature, humidity, and pressure or voltage
variation.

2.24.4 Neither its performance shall be affected by air current up to 1.52 mtr per second. The detector
shall be suitably protected against dust accumulation / ingress and it shall be free from
maintenance and functionally tested at intervals. All detectors shall be identical in construction
design and characteristic to facilitate easy replacement.

2.24.5 The coverage per smoke detector shall strictly follow IS 2189 standards. It shall be possible to
connect Smoke Detector with Heat Detector or Manual Push Button in the same circuit. The
sensitivity of detector shall be set from the FACP to suit the site requirement.

2.24.6 It shall have in-built locking mechanism to check the removal and pilferage of the detector. The
quiescent current flow must not exceed 400 microamps and alarm condition current shall be
maximum 40 milli amps.

2.24.7 The Smoke Detector shall be Analogue Addressable type and be able to send analogue output to
the FACP regarding its condition. It shall be able to communicate with the FACP by the pulses
emitted from the FACP. The detector should be programmed using a hand-held programmer and
address stored in a non-volatile memory within the sensor or by a decade switch.

2.24.8 The base of the Detector shall be electronics free and interchangeable with other smoke or heat
detectors. The enclosure shall meet IP 42 protection grade.

2.24.9 It shall be able to withstand temperature variations from – 10 degree centigrade to 50 degree
centigrade. Further, Relative Humidity (non-condensing type) up to 80% shall not hamper its
performance. The voltage rating shall be from 17V-31V DC though the voltage may be changed
depending upon the working voltages of a proprietary FACP.

2.24.10 The Detector shall meet the requirements of EN 54 / FM / UL or LPCB. It shall be possible to test
the Detectors working both from the FACP as well as locally by means of a handheld
programmer tester.

2.24.11 It shall be possible to mount the detectors in Duct Casting Unit for sampling of Supplying Air from
the AC unit. Secondary response indicators shall be provided for all the above False Ceiling
Detectors and for the detectors within cabins.

2.24.12 The detector shall have twin LED’s for 360 degree viewing angle. LED on the detector shall blink
each time the sensor is scanned by the IFAS. If the FACP determines that the sensor is in
alarm, the FACP will command the sensor LED to remain on to indicate the same. Each sensor
will be capable of being tested for alarm via command from the FACP. Each sensor shall
respond to FACP scan with the information about its type for identification.

2.24.13 The sounder shall have a sound output of at least 85db and will not require a separate cable for
power supply.

2.25 Heat Detector:

2.25.1 Heat detector shall be similar to photoelectric type smoke detector but provide temperature
measurement when it reaches pre-alarm in normal course. However, the operator shall have the
option of calling up the temperature measured by the specific detector as and when required. The
heat detector shall be fixed temperature type.

2.26 Manual Call Stations:

2.26.1 The manual station shall be a press to break type. The device shall be red in colour and suitable
for surface or flush mounting. Manual stations shall be interfacable to an addressable monitor
module that can be accommodated within the device. The manual station shall have normally
open fire alarm and annunciator contacts and these contacts shall close on activation. Contacts
shall remain closed until station is manually reset.

2.26.2 The Manual Call Station shall be fully addressable with its own addressable module and operated
by digitized signals from the FACP. The voltage range shall be form 17V to 31V. It shall have
protection as per IP33. The operating temperature range shall be from 0-degree C to 50-degree
C. Relative Humidity (non condensing) range of performance parameters shall be between 0 to
95%. Further, it shall conform to BS 5839 or EN 54/FM/UL/LPCB. The conventional type Manual
Call Station with module is not acceptable.

2.27 Hooter /Sounder:

2.27.1 The hooter shall be addressable electronic type and shall give discontinuous / intermittent audible
alarm whenever any detector or call box operates. It shall be possible to control the Hooter
audible alarm in case it is not required to sound the alarm except for the FACP.

2.27.2 The sound output during fire alarm should not be less than 85 decibels at the source point.

2.27.3 The conventional type hooter/sounder with module is not acceptable.

2.28 Testing of FACP:

2.28.1 The FACP shall be checked for basic tests such as visually checking input voltage and
amperage. All zones one by one shall be de wired to check for fault signal indication in the
FACP.

2.28.2 The Power Source shall be cut off and checked for stand by Supply from the Batteries. After six
hours the FACP Source shall be switched on to check for auto switch over to the Mains mode.

2.28.3 Tests shall be conducted for AC fail, charger fail, DC fail, Battery Disconnect or Battery fail. In all
such cases the relevant LED should glow and the piezo sound shall also give sound output.

2.28.4 The Analogue Addressable Fire Alarm System shall be tested as per the following schedule.
Additional testing, as decided by the Engineer shall also be carried out by the Contractor.

2.29 Testing of Smoke Detector:

2.29.1 The testing shall be carried out for each loop / zone, initially one detector in a zone and
subsequently 2 or more disassociated detectors in each zone with time lapse between the
detectors to test for Alarm Priority, Alarm Queuing and Call Logging.

2.29.2 An identified detector will be subjected to smoke aspiration from burning paper/cigarette puffs,
rubber and other materials which give dense smoke held at 0.3 M distance from the detector.
The FACP should indicate increased analogue output for that address and after the programmed
delay time, a fire alarm signal shall be indicated. This delay shall be utilised for alarm verification.

2.29.3 The same test shall be carried out for two detectors in the same Loop but in different rooms. The
FACP shall indicate Pre Alarm higher analogue levels for both detectors in its display with
separate identification for both fires. One of the detectors in question be subjected to higher and
longer levels of smoke aspiration. The FACP should give priority alarm for this address. The
printout shall indicate individual addresses of the detectors with achieved analogue values and
the time of event.

2.29.4 This test shall be carried out for different Loops as well as for 2 Loops simultaneously (if
applicable).

2.30 Testing of Heat Detector:

The same tests in the same sequence shall be carried out for this Detector but with the
application of heat from a hair dryer held at approximately 60 cm distance.

2.31 Combined Test:

The next test will be in combination of Photoelectric / Heat Detectors simultaneously with time
lapse between application of smoke or heat or as required by the Engineer.

2.32 Additional Test:

2.32.1 One detector of each type will be disconnected and subjected to slow dust build–up by means as
desired by the Tenderer and again connected in the circuit.

2.32.2 The FACP shall indicate the changed ambient levels and automatically adjust the analogue
values for the same. These Detectors shall then be replaced by new Detectors of identical type
and the FACP shall then be programmed accordingly and checked. The tenderer will take
custody of the removed detectors without additional cost to the Company.

2.32.3 Any part of the Loop shall be short circuited. The FACP shall indicate the communication
failure of all the devices connected in the short circuited segment. After the short circuit is
corrected, the Fault Isolator shall return to its normal status automatically, this being reflected in
the FACP. The Loop shall then be in normal operation again. Any part of the Loop shall be de
wired and tested as given above.

2.32.4 All other tests as required by the client at the time of handing over.

2.33 Autodialer:

An Autodialer shall be provided integrating with fire alarm system so that it automatically dials to
the pre-set number in case of fire. The Autodialer shall be capable of dialing 4 digit internal
telephones and shall have memory to dial 4 telephone numbers one after the other and inform
the message of fire. The company will provide the necessary telephone wire required for the
Autodialer.

2.39.1.2 The scope of work shall also include the integration of the proposed components of PA
system for BEL Factory PA system. The agency shall integrate both the systems and
demonstrate the functioning of this facility to BEL Engineers during Commissioning and Handing
over.

2.40 Amplifier:

The amplifier shall be provided with not less than 3 mic port with an integral power amplifier
providing a power amplification of capacity as indicated in Schedule of Quantities and Rates
(SOQR). The power amplifier shall include a selectable O/P Transformer and shall be capable of
delivering rated power into direct or distributed speaker systems. Indications shall be provided for
amplifier signal present, peak & fault.

2.41 Speaker:

2.41.1 Ceiling / Wall mount speakers shall be with the following:

(i) In built line matching transformer of selectable taps.


(ii) Special quality spring loaded mechanism/mounting brackets
for clamping.
(iii) Anti corrosive finish.
(iv) Cloth bag for dust protection.

2.42 Volume Controller:

Volume Controller to be provided in various locations as per approved drawing to control volume
of speakers. The volume controller shall have high quality finish suitable for fixing on the office
Walls / Panels/Partitions with necessary fixing arrangements. The exact location of the Volume
controllers shall be decided based on site conditions.

2.43 Erection:

2.43.1 All Cables to be laid on Conduit as per site requirement and condition and to be clamped,
dressed properly as per standards. All cables directly buried in ground shall be taken through
suitably sized PVC sleeves. Twisting, Kinking or tapping of cable is to be avoided. There shall be
no joints in the cable installed. In case the cable is to be jointed necessary cable terminal boxes
with terminal blocks to be provided. Soldering shall be done for terminal jointing. The cost of
cable clamps saddles screws etc., be included in the rate of erection of cables. In no case the
cable shall be laid along with power cables.

2.43.2 The Public Address system cable shall be segregated from other power control and
instrumentation cables. Wherever volume control switch is provided, the cable shall enter into
VCS and then go to speaker points in order to control the volume in the specified areas. No
jointing is permitted above false ceiling unless otherwise allowed / approved by the Engineer.

2.43.3 The scope of work shall include laying of cabling necessary for installation of the system. Any
openings/chasing in the wall/ceiling/roof required to be made for the installation shall be made by
the contractor and these openings/chasings shall be made good in appropriate manner after
completion of work by the contractor.

2.43.4 Aluminum case Indoor type speakers are to be properly fixed in the ceiling/ wall with necessary
mounting brackets flush along with the false ceiling/ wall wherever necessary. The contractor
shall coordinate with civil contractor to erect the speakers and wiring for the same.

2.43.5 All the speakers are to be provided with necessary terminal blocks for connecting 2core 24/0.2
mm Cable and speaker flexible wire to avoid tapping and to have proper connection. The
terminal blocks shall be fixed inside junction boxes of suitable size depending upon the no. of
terminations at a point. The junction boxes to be of Indoor / Outdoor weather proof type and to be
erected very near to the speaker assembly with necessary mounting Hardwares, brackets etc.

2.45 Special Tools & Tackles:

location of distribution boards, earthing layout, power distribution plan etc, as required by the Engineer.

3.2 Any other material / equipment which is not listed and whose make is not specified above and
which is required for the works shall have ISI mark, subject to prior approval by the Company.

3.3 All products quoted for network passives should be from the same make of cable plant since
certification is mandatory.

3.4 The contractor shall purchase items required for the works as mentioned in the list from the
Manufacturers / firm / his authorized dealer only and produce the invoice / cash bill / delivery
challans.

3.5 Before Supplying of networking items to the site, contractor shall take concurrence from project
manager / site engineer for make and quantity.

3.6 Any components or modules failing during the course of work shall be replaced free of cost by the
Supplier.

3.7 All equipment and materials supplied shall be new, the best of quality and designed to ensure
satisfactory operation under varying atmosphere, climatic, humid tropical conditions without
distortion and deterioration in any part affecting efficiency and reliability of the systems.

3.8 The Bidder must be an Certified Installer for Structured cabling from the OEM, bidder must
conduct Channel Certifying Test using all the Patch Cords at both ends (a single patch cord
should not be used for testing all nodes) using Fluke /equivalent scanners for Copper and OTDR
Testing from both ends including Connector End Face Image of both the ends and verify
adherence to standards and submit the test reports in Original software formats and in PDF in CD
and as a Hard Copy. The PDF or any other test reports formats are not acceptable.

3.9 The Bidder shall ensure that the entire specification is complied with. It shall be the responsibility
of the Bidder to demonstrate compliance of technical as well as functional specifications. Meeting
individual requirements shall not be deemed as meeting the overall efficient functioning of the
total system.

3.10 The LAN cabling job should be carried out under the supervision of certified engineers. All civil
work like cutting, chasing, drilling, etc. shall be finished to ensure smooth leveled surfaces
matching the existing aesthetics of the office to the extent possible. Bidder shall have adequate
Technical Support Center to meet the criteria for fault restoration/faulty unit repair, having a
support center within the Bangalore Town limit.

NON DISCLOSURE AGREEMENT

This Agreement is made on this ........................... day of................20…... (Effective Date) by and

..……………….……………. (hereinafter referred to as "…………”) which shall include its successors and
permitted assigns
AND
M/s. Bharat Electronics Limited, with its Registered Office at Outer Ring Road, Nagavara, Bengaluru-560
045, Karnataka, India through its …………. Unit / SBU located at ………. Post, ……………- PIN…….
(hereinafter referred to as "BEL") which shall include its successors and permitted assigns ("………." and
"BEL" hereinafter also referred to as "Party" or "Parties" as per the context):
(A) ……….. and BEL wish to enter into discussions for the purpose of “……………………......” (such
purpose is hereinafter referred to as "the Purpose)".
(B) In the course of the discussions, the Parties may require to disclose information of a proprietary or
confidential nature.
(C) The Parties wish to define the terms and conditions under which they will disclose such information
in pursuit of the Purpose.
NOW THEREFORE, it is hereby agreed as follows:
1. (A) "Proprietary Information" means:
(i) any information in any medium in tangible or visible form, and
(ii) any information communicated orally, declared at the time of communication as “Proprietary
Information”, and subsequently confirmed in writing within a period of thirty (30) days
thereafter to have been communicated in confidence, and
(iii) any copies and extracts of information as aforesaid, any documents or other media to which
the same is translated or transferred.
(B) and which is
(i) Identified as being confidential or proprietary, and
(ii) Owned or controlled by either Party hereto disclosing the same or is entrusted to such Party,
and
(iii) Disclosed to the other Party in relation to the Purpose.
2. (A) For five (5) years from the Effective Date of this Agreement, each Party undertakes:
(i) to keep the other Party's Proprietary Information confidential using the same degree of care
as the receiving Party uses to protect its own Proprietary Information against public
disclosure but in no case any less degree than reasonable care; and
(ii) not to make any disclosure of the other Party's Proprietary Information to any third party and
to use the same only for the Purpose; and
(iii) not to make any copies of the other Party's Proprietary Information, or translation or transfer
of the same to other documents or media nor to disseminate the same within its own
organization save as it is strictly necessary for the Purpose; and
(iv) not to assign the rights and obligations of the Parties without their prior written consent
thereto.
2. (B) Provided, however, that the foregoing restrictions and obligations shall not apply to any
information which it can be shown:
(i) is already or hereafter becomes published otherwise than through the fault or negligence of
the receiving Party; or
(ii) is lawfully obtained by the recipient from a third party having rights to disclose to the
receiving Party, without restrictions as to use or disclosure, or
(iii) is already known to the receiving Party at the date of receipt of the information pursuant to
this Agreement, or
(iv) is independently developed by the receiving Party.
(v) is required to be disclosed under any law, judicial order or Government order or regulation
provided receiving Party gives disclosing Party timely notice, where possible, of the

contemplated disclosure so as to give the disclosing Party an opportunity to intervene to
preserve the confidentiality of the information.
3. Both Parties undertake to observe all requirements of security regulations of the Governments of
India to the extent they apply to Proprietary Information disclosed pursuant hereto.
4. All Proprietary Information submitted by one Party to the other shall remain the property of the
Party from which it originates. Each Party shall return to the other all the Proprietary Information
received from the other Party and any copies thereof promptly upon request and one copy may be
retained for archival purpose.
5. The return of documentation under Clause 4 shall not be deemed to release either Party from its
obligations contained in Clause 2 above.
6. This agreement may be terminated by either Party by giving thirty (30) days' written notice to the
other Party, and unless terminated sooner, shall automatically terminate one (1) year from the
Effective Date or such extended period as the Parties may agree in writing. Each Party's obligation
to protect previously received Proprietary Information shall survive any such termination as
provided in Clause 2A.
7. No patent, copyright or other intellectual property rights are transferred by this Agreement nor is
any right or license under any invention or patent granted hereunder.
8. The Parties shall each designate a single address and person in their organization to receive
written disclosures and identifications of Proprietary information hereunder and to be responsible
for ensuring the observance of this agreement

9. This Agreement shall be construed and interpreted in accordance with the Laws of India and all
disputes arising between the Parties hereto out of or in connection with this agreement shall be
amicably settled between the Parties. Where the Parties hereto fail to settle the disputes amicably,
within ninety (90) days of the written notice of its existence given by either Party to the other, then
such dispute shall be settled by arbitration in accordance with the rules of Arbitration of the
International Centre for Alternate Dispute Resolution (ICADR), New Delhi, and the award made in
pursuance thereof shall be binding on the Parties. The arbitration proceedings shall take place in
Bengaluru and be conducted in the English Language. The Arbitration proceedings will be
administered by the International Centre for Alternate Dispute Resolution. The award may be
entered into a court of competent jurisdiction for its execution forthwith.
10. This Agreement shall come into effect from the Effective Date.
