1. Purpose
Site Organization plan is developed by Bakelektro OJSC (the Bidder or the Company) on the basis of regulations of
Republic of Azerbaijan and Employer’s (Azerishiq Open Joint Stock Company or OJSC) requirements perContract ICB

No: AI/ADB – 3.2 (or Lot 2) Design, supply and installation of 35/6 kV 2x10 MVA capacity “Vaghzalyani-1”, 35/10/6 kV
“Yeni Ganja” and 35/10kV "Shamkir-2" substations.

The decisions that are accepted in the Company SOP shall be updated and clarified after award including finalized
design documentation,detailed execution plan and is aligned with Employer implementation schedule which could be
affected by Mobilization of the Company, Site preparation, Establishing Health and Safety (H&S), Construction Works,
Electric Supplier deliveries, Electric Works, Electrical Assembly, Personnel, Facilities and places for Materials and
Equipment Storage

2. General Provision
Site Organization is performed by the Company Project Manager with one (1) Construction Works Site Manager and with
one (1) Electric Works Site Manager (3 people management team). Jointly they will conductthe obligations of control of
all ProjectWorks required by the Employer. Work site is completed with small-scale mobilization facility,storage,
equipment and tools supporting Construction and Electric Works related assembly, plant testing, plant commissioning,
training and documentation per Employer required/approved Project tasks and documentation. For the Project operating
workand related coordination activities between the Company structural subdivisions including personnel of site office will
be established by means of internet and mobile telephones.

3. Project and Capacity of the Bidder


The Company over the last five (5) years commissioned over 20 substation contracts which included turn - key delivery
of plant including design, procurement all required critical plant equipment, installation, testing, commissioning and
training of the operators of the Employer. Similarly, the Company will turn key deliver per Contract ICB No: A I /A D B –

3.2 (or Lot 2) Design, supply and installation of 35/6 kV 2x10 MVA capacity “Vaghzalyani-1”, 35/10/6 kV “Yeni Ganja”
and 35/10kV "Shamkir-2" substations to the Employer. The Company Quality and Health& Safety Certifications are
included as attachments as part of this section (ISO 9001:2008; ISO 14001:2004 and OHSAS 18001:2007).

4. SITE ORGANIZATION

4.1. Prior to Award Period


The Company plans to establish local branch office in regions of Republic of Azerbaijan with theintend
of purchasing as much as possible Project required Plant Equipment from Azerbaijan and hiring local qualified
additional junior engineers, technicians and workers also from regions. As of the bid date the Bidder already
completed all preliminary frame work. Upon contract award the Company will need less than 30 days to
successfully finalize structuring the Project execution team for the Site Organization.

4.2. Preliminary Period after Contract Execution


The works for organizational, technical and industrial economic matters solution are will be performed
by the Bidder after award but during the preparatory period of 30 days (without impacting actual Project
implementation period.

For the realization of the Project and in accordance with Legislation of Republic of Azerbaijan the Branch office
of the Company will be established in regions. This branch office of the Company per the required reference
documentation in the territory of Azerbaijan will perform the following functions:
1. Obtain the temporary entry and work permits for the Company staff

2. Establish full work organization to support all management activities to rent space, open bank
accounts, hire local qualified personnel, purchase office equipment

3. Lease and relocate all the industrial equipment, other special medium weight Jigs, fixtures and
light weight tools

4. Establish local Project Team

Established Local Project team will carry out below functions per the Employer technical terms and conditions
outlined in the Project Contract:

 Supervision of General Site Preparation including Health and Safety (H&S),


 Supervision of Project Procurement, Site Construction Works and Site Electric Works (also see
“Construction Schedule” and “Time Schedule” tasks).
 Supervision of plant training and plant documentation
 Provide solution of organizational and technical Project questions.

All contract required design works will be executed by Region Branch office of the Company.
Plant supply, procurement of required equipment for Construction and Electric Works, decommissioning of any
old equipment or buildings, construction of new plant and installation of new substation equipment will be
executed in accordance with regulations of Azerbaijan, International Standards and Employer’s requirements.
Site Works will start per the detailed Design Documentation of the Company (finalized after award for Employer
approval) with Time Schedule which will be issued to Employer for approval within 30 days following the award.
This detailed Microsoft “Project” document generated by the Company will allow for tracking of the Project by
the Company and by the Employer.

The Project relevant implementation tasks are tabulated in Table 2 titled “Construction Works” which will include

documentation and the Table 3 is titled “Electric Works” which will include commissioning, training and

documentation. These tables are provided Method Statement of this document.

The Company (or the Bidder) upon award will provide two (2) copies of the Project applicable
published Standards from the below provided list to the Employer.

4.3. General Site Preparation, Health & Safety and Environmental Measures

The Company (or the Bidder) will ensure all construction and electrical workers have a right to work on
sites where they do not get hurt or get ill through work. This will include the Company to provide H&S training,
proper clothing, tools of need and establishment of processes which are supported by the Project required
execution per the planning & the required timeline.

The Company will assess all Project relevant Construction and High Voltage Electric Works related H&S risks
and will establish plans which will allow the Bidder to discover more than what is on the surface. Additionally,
the Bidder will have review controls in place to check if the plans and processes are all working and what other
checks may needed to be implemented. Regardless, controlling the risks only using health surveillance
programs are not enough on their own. Although they are an effective part of managing H&S risks, the
Company plans to stop people being exposed to any H&S risk in the first place. The Company will adequately
plan to work for the prevention and it also plans to impact the life style and habits of the employees as well.The
below chart will guide the Company to organize, manage and deliver a Safe and Healthy Project.

 Administration:The Company will have the paperwork to track and manage the Project Site legally
and safely.

 Traffic management:The Company will ensures that all moving vehicles do not present a hazard to
people working on, or visiting, the construction Project Site.

 Protecting the public:The Company will have the specific process, plan and measures for protecting
members of the public on the Project Work Site (such as safety walls, fencing signs etc.) and
preventing access by unauthorized people (including children and household pets).

 Materials storage and waste management: The Company will have the process, planning and
facilities in place on storing materials safely to prevent loss, damage, and hazards. Additionally the
Bidder will ensure that waste is removed and disposed of safely.

 Welfare:The Company will establish welfare facilities based on local standards, legal requirements for
substation Projects involving Construction and High Voltage Electric Works. Facilities will include Work
Site management offices for the Bidder, Employer office and meeting areas, worker break areas
(including but not limited to toilet and washing facilities, drinking water, lunch and break areas,
changing rooms, lockers, emergency shower and bed, etc.).

 Planning & Timeline:Sensible planning will resultant in Project Work plan where risks involved can be
managed by the Company from the Project start to finish (Timeline). In addition the Company based on
past experience using the right information about the risks will manage them properly. The Company
process will include assignment of right people for the right job at the right time, cooperate and
coordination of all Project Works with others as well as will communicate this information effectively to
those who need to know.

 Electricity:The Company will ensure safety at work by mapping overhead power lines and
underground cables to prevent accidental contact with machinery. Project Work areas will have safety
wall and/or will be fenced as required and will have preventing/ descriptive signs. All work/task relevant
workers will be safety trained to work with HV (high, medium, low) power transformer, lines, power
supplies and other Project relevant other electrical equipment.

 Fire:the Company will identify the risks of fire and it will control combustible materials and ignition
sources. The Company will also establish written posted instructions and training program to make it
clear exactly what to do if fire does break out.

 Mobile plant and vehicles:The Company will assess the risks, establish competence to operate and
control access to excavators, mobile work platforms, dumpers, road vehicles and other as required.

 Structural stability: The Company will assess the risks and prevent unintentional structural collapse
during alterations, demolition and dismantlingand excavations.

 Demolition:All demolition, dismantling and structural alteration will be carefully planned and carried
out by trained and competent practitioners of the Company.

 Cranes: All lifting operations involving lifting equipment will be properly planned by competent
personnel of the Company. The Company will ensure appropriate supervision and will be carried out in
a safe manner by the trained/qualified/experienced personnel of the Company. The Company will also
consult and engage the applicable workers about the risks and how they can be managed.

 Work at height: The Company offered hierarchy of controls for working at height will include, from
working at ground level, using towers, scaffolds, platforms and ladders and, as a last resort, fall
restraints and safety netting will be used.

 Slips, trips and falls: The Company wile Site organizing will assess, eliminating and controlling the
risks of slips, trips and falls at Construction and Electric Work Sites.

4.4. Project Procurement

The Company using the Employer provided technical requirements for the turn key Project (design,
execution and commission) will purchase all plant equipment and components/parts/materialsin accordance
with latest published Standards and from the supplies meeting and exceeding technical specifications of this
contract/Employer.
Construction Works and Electric Works all required materials and equipment is selected in accordance
with contract and project technical specifications. Within the less than 300 days of Project “Time Schedule” the
Company plans to purchase all applied equipment, sub-assemblies and components manufactured by leading
global producers local representatives. All such supplier/subcontractors do meet Employer’s requirements in
terms of capacity, ISO 9001 quality management program and experience.
Construction materials and equipment or Electric Works Equipmentdelivery to storage facilities and
plant/construction siteshall be performed by the truck transportation (up to 100 tons) along existing roads.
Unloading-loading works are executed by means of lifting using mobile crane (120 tons) manipulator or smaller
items smaller crane with bearing capacity up to 16 tons.
The Company plans intends to long term lease an excavator with 40-60cm wide digger/scoop, a truck
with 100 ton capacity, crane with 120 ton, mobile crane with 16 ton capacity. It also intends to daily lease other
medium weight tools, jigs and fixtures as required (including ground leveling detachable scoop, stringing
equipment if conductor stringing is required, tractor(s), erectable construction platforms, etc.)
All storage areas shall be safeguarded and correspond to storage conditions of delivered equipment.
Access in the work site storage areas and other temporary storage will be strictly regulated.

4.5. Site Construction and Electric Works Organization


The Company has over the last five (5) years demonstrated that it can successfully manage numerous
substation or plant, design, mobilization, construction works, electric works, assembly, testing, commissioning,
documentation, training, and delivery. Our management sample organizational structure for any simultaneous
Project Sites is illustrated below.

Normally Construction Works will lead these Substation/Plant Projects (see “Construction Schedule”
and overall Project “Time Schedule” for details).
Both Construction Works and Electric Works related activities fully meet with mentioned requirements
and will be executed with relevant compliance to quality standards.
When required The Company is accustomed to create additional similar team or teams to manage,
track, and mobilize to execute multiple simultaneous projects.
Basic task sequences of Construction and Electric Works are tabulated in Method Statement of this
offer and their integration for efficient Project execution is provided by Construction Schedule and Time
Schedule sections of this offer.

1. Purpose

Mobilization Schedule is developed by Bakelektro OJSC (the Company or the Bidder) on the basis of
regulations of Republic of Azerbaijan and Employer’s (Azerishiq Open Joint Stock Company or OJSC) requirements per

2. Mobilization Schedule General Provision


The Company estimates to complete this Project less than 300 days excluding Month 10 which is the estimated
time between award and the execution of project contract with the Employer (estimated as 30 days). The Company
estimates to complete all the legal, operational and hiring of local employees in Azerbaijan during Month 10 duration as
indicated as part of the Project Mobilization Schedule.

Part of the Site Organization section of this offer the Company presented man power requirements as 43
people at Project Site working on the execution only. Operational functions such as purchasing, payroll, payables, etc.
will be conducted at the Company corporate office in Baku but will be managed local in region office.

The Mobilization Schedule also includes all critical mobilization steps including procurement of materials and
equipment for Project Construction and Electronic Works (including design, assembly, execution, testing, commissioning,
training, documentation and delivery) manpower allocations are presented. Manpower allocations are matched with
mobilization, procurement, Construction Schedule and Time Schedule.
