Overview 2020
Export Promotion Council for Handicrafts (EPCH) was established in the year 1986-87
and as a non-profit organization, with an objective to promote, support, protect,
maintain and increase the exports of handicrafts. It is an apex body of handicrafts
exporters for promotion of exports of Handicrafts from country and project India's
image abroad as a reliable supplier of high quality of handicrafts goods & services and
ensure various measures keeping in view of observance of international standards and
specifications.
Interaction between exporting community and Govt. both at the Central and
State level and represents in almost all the committees / panels of Central and
State.

In addition to the high potential for employment, the Sector is economically important
from the point of low capital investment, high ratio of value addition, and high
potential for export and foreign exchange earnings for the country. The industry is
highly labour intensive and decentralized, being spread all over the country in rural
and urban areas. Many artisans are engaged in certain crafts work on part-time basis.
India is one of the important suppliers of handicrafts to the world market. Although
exports of Handicrafts appear to be sizable, India’s share in world imports is very
small. Despite the existence of production base and a large number of craftsmen,
India has not been able to encash existing opportunities.
Handicraft is a sector that is still explored from the point of view of hidden potential
areas. Going back into the reason for small share of Indian handicrafts in the world
market, the main parameter which comes out is ‘SEARCH & EXPLORATION OF
HIDDEN CRAFTS OF INDIA’ the field which has not been ever touched by Indian
Handicraft Industry.
In the changing world scenario, craft products exported to various countries form a
part of life style products in international market. The impact is due to the changing
consumer taste and trends. In view of this, it is high time for Indian Handicraft
Industry to go into the details of changing designs, patterns, product development,
innovations and requisite change in production facilities for a variety of materials,
production techniques, and related expertise to achieve a leadership position in the
fast growing competitiveness with other countries.

The 7 million craft persons who are the backbones of Indian Handicraft Industry
possessing inherent skill, technique, traditional craftsmanship is quite sufficient for
primary platform. However, in changing world market, these craft persons need an
institutional support, at their places i.e. craft pockets for value addition and for the
edge with other competitors like China, Korea, Thailand etc.
EXPORT OF HANDICRAFTS
Handicraft is a labor intensive sector with high potential of employment for poorer
section of the society in rural areas. It is economically important because of low capital
investment, high value addition and negligible import content and high potential for
export earnings. The last eight years product-wise exports of handicrafts is at
Annexure – A at Page 24.

specific place for the particular craft, however the following places are listed for their
particular crafts concentration.

The major highlights of the Council are: -
EXPORTS OF HANDICRAFTS
The exports of handicrafts (other than hand knotted carpets) was merely Rs. 386.57
crores during the year of establishment of the Council i.e. 1986-87 rose to level of
25270.14 Crores in year 2019-20.

INDIAN HANDICRAFTS & GIFTS FAIR (SPRING & AUTUMN)
Indian Handicrafts & Gifts Fair which today had become a show window of Indian
handicrafts among all the leading overseas buyers needs no introduction the show is
being organized since 1994. The participation trend is:

The Indian Handicrafts & Gifts Fair is one among the few fair in world where entry is
only for overseas buyers / buying agents. Apart from the number of participants
indicated above, there are 900 permanent marts which are open throughout the year.
With the view to revive languishing crafts for achieving quantum jump in exports, Council had
undertaken special promotion for Chikankari, Natural Fiber, Cane & Bamboo, Shawls and
Artware and Zari Handicrafts.

DESIGN & TECHNICAL DEVELOPMENT WORKSHOPS
For seeing the importance of Design in the overseas market the Council has undertaken project
of Design development at different craft pockets as per the requirements of overseas buyers.
Qualified designers engaged by the Council worked in close cooperation with exporters at the
craft pockets under the project for the development of new designs.
In addition to above, Workshops and Training Programmes are organized on export procedures,
packaging and management for the exporters as well as seminars and interaction sessions to
disseminate information on Foreign Trade Policy, market intelligence compliances etc. in order
to acquaint the exporters with the same.
The India Expo Centre – one of the finest exposition and business centers set up in 2006 and
inaugurated by Hon’ble Prime Minister of India and has taken shape in India for international
marketing of the products of cottage sector. Everything in this state-of-art complex has been
created with a single purpose to be the preferred destination for international business,
exhibitions, trade fairs and business meets in India.
India Expo Centre has been constructed to international standards by a team of world -class
professionals. India Expo Centre is unique project in Asia and Located at Greater Noida
connected with New Delhi through a series of flyovers and express ways, India Expo Centre
features an expansive exhibition and mart complex built to the highest international
standards.
With a total covered area close to 2,35,000 sq. mtrs. India Expo Centre represents a rare
combination of grandeur and state-of-the-art facilities for conducting business on a global
scale. The India Exposition Mart have large exposition area consisting 14 exhibition halls and
900 permanent showrooms with state of art facility at the first phase. This world class facility
will act as a centralized contact point for buyers and sellers from all over the world to converge
and conduct business in India. The Indian Handicrafts & Gifts Fairs held biannually in the
Mart besides product specific shows.
To provide a push in the export earnings from North Eastern Region, the Council had executed
an ambitious International Marketing Project for entire North Eastern Region. The project
entailed integrated approach i.e. development of marketable product with the help of National
& International design, marketing support with help of marketer / merchandiser by exhibiting
in theme galleries/exhibitions, procuring export order and follow up for execution and
realization. As a result of which the exports of handicrafts products from North East Region
have generated. In order to sustain generation of exports and to accelerate from North East
Region, Council arranges thematic display of crafts in international exhibitions conducted in
India from time to time besides set up social desk at M&SECs in North Eastern Region to
disseminate information to artisans, entrepreneurs in order to accelerate marketing of
handicrafts.

TECHNOLOGY UPGRADATION CENTRE AT SAHARANPUR
Further to strengthen the sector, a more comprehensive plan was envisaged to provide an
overall facelift to the Wood Carving Industry of Saharanpur. The Council has implemented the
project by setting up of Technology Upgradation Centre at Saharanpur. The project
encompasses setting up of Design Studio, Technology Up-gradation Centre, and installation of
Seasoning Plant, Carpentry School and Training & Marketing. The exporters in wood craft from
Saharanpur are actively utilizing the services for technological upgradation of wooden
products.
Trade linkages to the clusters are currently very weak and fragmented access to cluster players
is a key impediment to growth. With a view to address the need to integrate the cluster to
major and international buyers and build an amenable marketing platform to scale up of
business, Council in coordination with the Government of India has established International
Lace Trade Centre at Narasapur (Andhra Pradesh) in the area of 5 acres land. In order to
promote growth of the craft cluster of lace & crochet, various promotional, marketing & design
development activities including technological upgradations are being undertaken for the
benefit of artisans, manufacturers, entrepreneurs & exporters.
To uplift and upgrade the Moradabad Cluster by providing business resource facilities for
artisans/craftsmen/exporters/entrepreneurs as well as to develop the first state of art
centralized facility in Moradabad, Moradabad Resource Centre has been set up by the Council.
This Centre facilitate information dissemination relating to business development, world
market trends, marketing and publicity and to cater to the changing tastes and requirements
of the international markets and remain abreast with the latest development. Centre has the
advantages and scope of using newer technologies for business development, expansion and
promotion.
For the benefit of craftpersons and exporters of the State of Rajasthan, EPCH is establishing
“HANDICRAFTS PRODUCTIVITY CENTRE” at Jaipur with the view to address the need for
promoting the crafts and remove impediment of the growth of craft sector of Rajasthan. The
project is primarily for up-gradation of skill development, quality improvement, training and
testing laboratory to provide value added services to the Handicrafts exporters based in
Rajasthan. The Centre is setup in the area of 4000 sq.mtr and include facilities such as, one
stop information point for commercial intelligence, market information, trade facilitation
information, overseas market, trend and forecast for Jaipur based products, online
introduction with consultant, books, journals, export documentation, internet excess facilities,
library, credit availability information and guidance etc. as well as testing lab for home textiles,
fashion jewellery and wooden crafts.
To strengthen trade linkages Council in coordination with Govt. of India setting up a state-of-
art Trade Facilitation Centre that would serve as a platform to hold trade fairs, retail
exhibitions, buyer-seller meets, special promotional events, conduct workshops, conferences,
fashion events and development of handicraft skills. The facility would provide the necessary
infrastructure and support services comparable to international standards to host buyers,
designers and resource persons and provide all required support services.

According to the provisional data available the exports of Handicrafts have shown a decrease of Rs. 4468.26 Crores
from Rs 8335.00 to Rs 3866.74 Crores, a decrease of 53.61% in rupees term. In dollar terms, the exports have shown a
decrease of US $ 690.59 Million i.e. the exports decreased by 57.47% over the similar period in 2019-20. Details are as

During the period, the exports of Artmetalwares, Woodwares, Hand printed Textiles, Embroidered & Crochetted goods,
Shawls as Artwares, Zari & Zari goods, Imitation Jewellery, Agarbatties & Attars and Misc. Handicrafts showed the
decreasing trends of 57.95%, 50.56%, 56.95%, 52.36%, 67.05%, 50.51%, 50.31%, 49.92% and 54.53% respectively. In
USD terms exports of Artmetalwares, Woodwares, Hand Printed Textiles, Embroidered & Crochetted goods, Shawls as
Artwares, Zari & Zari goods, Imitation Jewellery, Agarbatties & Attars and Misc. Handicrafts showed the decreasing
trends of 61.45%, 54.67%, 60.53%, 56.32%, 69.79%, 54.63%, 54.45%, 54.08% and 58.31%. Overall decrease in the
rupee term was 53.61% and decrease in the US $ term was 57.47%.
