Rasau Water Supply Scheme (Stage 1): HArsetangor Package 1- Design and Buld of Proposed Rasau Intake, ew Water Pumping Mal, 6.14 614.1 Water Trestment Pont and Aasoclatnd Works CHLORINE PLANT General The Contractor shall provide the complete plant and equipment for the handling and storage of chlorine drums, for drawing chlorine liquid from the drums, passing the liquid through evaporators and applying chlorine to the points of application. Separate systems shall be installed for each stream to cater for pre-chlorination and post-chlorination. Facilities shall also be provided to allow for intermediate chlorination using chlorine from the pre-chlorination plant, ifthe need arises. ‘The design requirements and dose rates for the application of chlorine are: Minimum Average Maximum Dose (mg/) pre-filtration, (raw and clarified water) 1 2 3 post-filtration 1 3 8 ‘The proposed dosage is provided as guide only, and the Contractor shall carry out his ‘own tests and make his own assessment regarding the required chemical dosages based on his proposed water treatment process necessary to treat the water to the desired standards. ‘The plant shall be designed to receive chlorine delivered in steel drums not exceeding 1000 kg capacity. For the post-filtration chlorine doses, the chlorinators shall be controlled to respond to signals from chlorine residual monitors. ‘The main items of the chlorination plant shall be obtained from the same manufacturer. ‘A flow diagram is shown in the Drawings. The Contractor shall be responsible to carry out a HAZOP study which shall include a risk analysis for the chlorination system and other hazardous chemicals and components in the plant. The Contractor shall be responsible for all necessary CIMAH submissions to the Department of Occupational Safety and Health (DOSH) of the government and to obtain their approval for the installation and operation of the plant. ‘The Contractor shall ensure that the design and installation of the chlorine plant to be in compliance with the relevant provisions of the Occupational Safety and Health Regulations (Control of Industrial Major Accident Hazards) and all applicable legislations. For each Stream there shall be a separate drum storage area, evaporator room, chlorinator room, scrubber room and control room. The drum store shall house full and empty drums in two separate sections separated by a drive-through drum unloading bay. The height from the floor to the underside of the hoist runway beam shall not be less than 4.5 m. ‘The evaporator room shall house the evaporators; the chlorinator remote vacuum regulators shall also be installed in the evaporator room, ‘The chlorinator room shall house the chlorinator and ancillary equipment. The chlorine control room shall house the local control panels for chlorination, ventilation plant, gas scrubber plant, leak detectors and rapid closure system control panels. ‘The gas scrubber plant area shall house the scrubber plant and ancillary equipment. Storage space for drum repair kits, spares, breathing apparatus and personnel safety equipment shall be provided in the store room. In the design of the chlorination plant, the Contractor shall take into account the following requirements: — all access to the chlorine drum store, evaporator and chlorinator rooms shall be from the outside; doors shall open outwards; = pipework and cables to and from the drum store and evaporator room shall be taken through the wall; — emergency exit doors shall be fitted with panic pushbars; the drum store, evaporator and chlorinator rooms shall be substantially gas tight; external windows shall be provided in the store with fixed glazing at high level; provision shall be made to prevent direct sunlight entering the store; = fire resistant construction materials shall be used throughout; ~ gas-tight toughened glass panels shall be provided in internal walls so that the drum store may be observed from the adjacent rooms and gas scrubber plant area; — sufficient space shall be allowed all round for access between rows of drums and at the ends of rows; $614.2 ‘Sg. Rasu Water Supply Scheme (Stage 1) BPAIrSolangor ‘Package 1- Design and Bulld of Proposed Rasau intake, Raw Water Pumping Mal, 6.14.3 = the floor of the drum store shall slope inwards around the edge against the outer wall to a depth of 40 mm to prevent any spillage seeping out of the building under doors; - areas where chlorine liquid or gas are under pressure shall be kept separate from all other areas. ‘The chlorine drum store shall have covered drive-in access for the unloading of drums. The drum store, evaporator room and chlorinator room shall be provided with emergency exit doors opening outwards and fitted with pushbar operated panic bolts to BS $725. Emergency exit doors in the drum store shall be provided adjacent to the duty and standby on-line drums. The doors near the on-line drums shall serve as the main entrance and shall be accessible from the outside by the use of a lock and key. Wall mounted lighting shall be provided outside each emergency exit and emergency lights shall be located above all exit doors. Adequate angle iron or channel iron protection shall be provided where necessary to prevent damage to structures during drum handling. Dwarf walls shall be provided in the drum store to support and protect chlorine pipelines, valves and associated equipment. In the drum store, the lighting shall be separated between the drums on-line area and the storage area. The lighting in the drums on-line area shall be provided with two-way switching, one at the main entrance to the drum store and the other located adjacent to the viewing panel in the evaporator room. ‘The main entrance to the chlorine drum store shall be provided with an emergency telephone without dialling facilities which, when lifted, connects the caller directly to the Command Centre. Ducts shall not be used to carry pipework and cables to and from the drum store and the evaporator room. All pipework shall be taken through walls and threader tubes carrying cables and pipes shall be sealed to prevent any gas leaking out of a contained area, using an approved transit system. The Contractor shall make provision in the chlorine pipework design and installation for differential movement between structures through which chlorine pipes are run. Chlorine Drum Storage ‘The storage facilities in the drum store shall be designed to accommodate at least storage capacity for 60 days consumption based on post-chlorine average dosage and nominal water flow shall be provided for each Stream; and half of the storage ‘capacity for empty drums for each Stream shall also be provided, The drums shall be stored on long plinths with suitable haunches for placing the drums. The appointed chlorine supplier shall approve the drums for filling. Each drum shall be permanently and legibly marked with: - specification to which container was manufactured = hydraulic test pressure = date (month and year) of hydraulic tests = tare weight including valve, excluding valve cover — water capacity of the container = manufacturer's make and identification number ‘Valves fitted to the drums shall conform to BS 341 and be of forged steel body, with handwheels and ‘fluon’ gland packing specifically designed for chlorine service. The valve fittings shall be within the contour of the drum and be protected against damage by the provision of a removable domed cap held to the drum. Chlorine Drum Handling The Contractor shall provide all the necessary equipment to transfer full drums from lorries to the drum store, empty drums to lorries, and for moving drums within the store. Two (2) overhead motorised gantry cranes shall be provided for the mechanical handling of chlorine drums in the drum store for each Stream. The system shall serve over the entire length including the unloading area and the empty drums area. An electric hoist with manual override shall run along the lower flange of the crane girdle, The electric hoist unit shall be equipped for dual speed and fine control on the lift and travel functions, with separate motors for each function. The operating speed shall not exceed the following criteria unless otherwise approved by the S.O. Drum lifting bars shall be made of structural steel to BS 4360. Shackles shall conform to BS 3032 and hooks to BS 2903. The electric chain hoist shall comprise a 2 tonne chain block and shackles/hooks tested to 4 tonnes. inces shall be certified for a safe working load of not less than 2 tonnes and tested at the manufacturer's works to double the safe working load. The safe working load shall be clearly marked on the appliance. ‘A permanent fixed elevated access platform shall be provided across the span at the drum-unloading section of the store to enable maintenance to be carried out on all moving parts of the gantry crane systems. The platform decking shall be non-slip ‘chequer plate and shall be provided with an access ladder and hand railing. ‘Drum Weighing Equipment * Suspended Weigher ‘The Contractor shall provide hydraulic crane scale suspended weigher for each crane. Equipment for weighing suspended chlorine drums shall be of the electronic strain gauge load cell type with a digital weight indicator. The digital indicator shall display the weight in at least four-digit 25 mm high LED display in 1 kg resolution with means of tare fun Weighers shall be designed for suspension from the load hook of a crane. Weighers shall be suitable for operation with a safe working load of not less than 2 tonnes. The suspended weigher shall be designed to a safety factor rated 5 times its rated capacity. The casing shall be made from heavy duty material such as aluminium alloy casting or ductile iron to resist the heaviest blow that could be encountered in its daily application. Weighers shall have an overall accuracy of 1% or better of the full scale reading. ‘Weighers shall be supplied complete with lifting hooks incorporating a safety catch and capable of swivelling through 360 degrees. ‘The suspended weigher shall be provided complete with a chlorine drum lifting bar. The chlorine lifting bar shall be made of strong steel construction complete with structural steel and hooks to comply with B.S, 6994:1988 standards. The entire lifting appliance shall be certified for a safe working load of at least 2000 kg and to be tested with a load of at least 4000 kg. All parts of the lifting system shall be stamped with the manufacturer's symbol for identification and with the ‘manufacturer's test certificate and shall bear the date of manufacture. Platform Weigh Scale for Drums On-line Equipment for weighing each chlorine drum connected up for duty and standby shall be provided. Each chlorine drum connected on service shall be placed on individual weighing platform. Each weighing platform shall be constructed from structural steel designed with four roller caster bearings provided at each comer sufficient to support one chlorine drum; the weight shall be measured using four numbers of electronic load cells placed at each corner. Electrical contacts shall be provided on the gauge so that a low weight signal may be transmitted to the chlorine control room. Weighers shall be certified for a safe working load of 2 tonnes and shall be tested to twice the working load, although the scale is not required to indicate up to the test load. Weighers shall be stamped with the manufacturer's symbol for identification and with the manufacturer's test certificate and shall bear the date of manufacture. Hydraulic type platform weight scale is allowed. The weight shall be measure by hydraulic load cell placed at platform. Each platform shall be provided with & ‘minimum digital weight indicator. Liquid Chlorine Draw-off Systems Chlorine shall be drawn off as liquid. Adequate connections and drum isolating valves shall be provided. There shall be four (4) banks of on-line drums (two duty, two standby) in each Stream, each bank containing two drums. The four banks in each Stream shall be connected to two (2) automatic drum changeover systems, each serving one sub-stream. The changeover systems shall be controlled from the chlorine changeover panel. ‘Tubes connecting the chlorine drums to chlorine pipework shall be copper or Monel, Each duty/standby drum shall be mounted on a separate drum weigher. The remaining drums shall be stored on plinths as closely as possible. ‘The installation shall include all necessary liquid chlorine headers including floor supports, power operated valves and manual isolating valves for connection of drums to the draw-off system. The power operated valves shall have limit switches for the transmission of signals to the chlorine change-over panel for indication of valve positions. Pipework shall be adequately supported throughout its length and a sufficient number of flanges shall be incorporated to enable maintenance or repairs to be carried out without having to work from one end of the pipework. Alternatively, threaded construction pipe through nominal pipe size 1% inch. shall be ASTM. standard Sch 80 carbon steel seamless and ASTM A105, Class 3000 forged steel threaded for fittings. Following any welding work on the pipework, the entire section of the affected pipework shall be stressed-relieved and radiographed. Flanges for liquid chlorine pipework shall be raised face flanged, double fillet welded, stress relieved and radiographed. Joint rings shall be 2 mm thick compressed asbestos fibre (CAF) or an approved alternative, tabled to BS 2815 Grade B, fitting within the bolt circle. Prior to installation, the joint rings shall be impregnated/smeared with graphite compound or similar jointing compound compatible with liquid chlorine. Valves for liquid chlorine duty shall be PTFE sleeved plug type two-way valves with flanged carbon steel body and Monel plug, or approved equivalent. Power actuated valves shall have electric actuators with built-in position feedback limit switches, torque overload protection, IP 56 enclosures, and manual override facilities. Each power-actuated valve shall be provided with a manually operated guard valve. Where valves are manually operated, they shall be wrench actuated with a padlock type locking feature. The liquid chlorine piping interconnecting the containers and the evaporators shall be protected by a pressure relief system; the pressure relief system shall comprise isolating valves, bursting disc assembly, pressure gauge with alarm contacts, and relief vessel. The emergency drum valve shut-off system shall consist of electrically operated safety shut-off device and control panel complete with an uninterrupted power supply (UPS). The safety shut-off device shall consist of two parts, the electric actuator and the drum-mounting bracket. One drum-mounting bracket shall be required for each drum, An electric actuator assembly shall be required for each valve to be closed on the drum. The electric actuator shall be totally enclosed in a plastic housing. The housing shall be resistant to chlorine exposure. The drum-mounting bracket shall be fusion bonded epoxy coated carbon steel resistant to chlorine exposure. For drums, the drum mounting bracket shall either be a quick rcleasc clamp which locks it into place inside the chime of the tonne drum, or a floor standing type with swivel arm extension and electric actuator holder. The electric actuator shall deliver required closing torque to the valve stem upon receipt of a shutdown signal. The electric actuator shall be able to be lifted off the drum valve. The safety shut-off device shall be capable of only closing the drum valve; it shall not reopen the container valve. The safety shut-off device shall be able to be mounted with vacuum regulators. For drum mounted units, an off set kit for the vacuum regulator shall be required. ‘The control panel shall be mounted in an IP 65 or equivalent enclosure. The control panel shall be wall mounted outside the room where chlorine is stored or used. Power requirements shall be 86-240 Vac, 48-62 Hz; single phase Control panel shall include a uninterrupted power supply (UPS). If power to the control is lost, the system shall operate from an integral battery supply, which shall be continually on charge when power (240V) is available. It shall have enough power to keep the controls for at least 24 hours. Upon detection of low battery, the container valve shall automatically close. Control panel shall be capable of accepting more than one outside alarm input wired in series. There shall be 2-relay outputs provided. One shall be a fault alarm, which will alarm on low battery. The other shall be an output for system operation. A flashing light shall also be included. Automatic Drum Changeover Systems A total of two (2) chlorine changeover systems shall be provided for each Stream. Each system shall be controlled from a chlorine changeover panel, arranged so that when automatic control is selected, one duty bank is brought into use; when the pressure in the bank drops to a preset level, a signal to the changeover panel initiates the changeover from the empty bank to the next bank in the sequence. $614.8 estan aceite Vaane dS & Spe psn OSEA.D Rasau Water Supply Scheme (Stage 1): _ so. Pressure gauges shall have dials not less than 150 mm diameter except where they form an integral part of equipment such as a chlorinator. No aluminium shall be used in the construction of the gauges. Internal components of gauges and the protector diaphragm housing shall be made of materials resistant to corrosion by chlorine. Dials and bezels shall be of bronze; copper, tin, zine and their alloys shall not be used. Where specified, pressure gauges shall be fitted with adjustable electrical contacts for initiation of alarm conditions with either rising or falling pressure. Chlorine pressure gauge piping shall include lockable isolating valves. Chlorine Changeover Panels A chlorine changeover panel shall be installed in the chlorine control room. ‘The following indic ions and controls shall be provided on the changeover panel: ~ open and close push buttons controlling the manual operation of each chlorine drum power operated delivery valve and signal lights indicating the position of each valve; open/closed/failed; = manual/auto selector switches for each of the two banks of drums (one duty one standby), for selection of the method of operation of the drum delivery valves; not more than one bank shall be open at any one time, under automatic or manual operation; = signal lights indicating duty bank; = signal lights indicating that the power supply to the panel is available and that, power supply has failed; — signal light indicating that liquid chlorine pressure is low after changeover; signal light indicating that changeover has failed. ‘The facility for automatic changeover from one bank to the other shall be provided. ‘The requirements of the chlorine changeover panel are indicated in the Drawings. $614.9 sade Dacca aire? (two duty and two standby) of chlorine liquid evaporator units shall be provided for each Stream to be installed at the evaporator room. Each evaporator shall have a minimum capacity to meet the maximum dosage of both pre and post filtration chlorination, operated simultaneously at hydraulic flow capacity for each Stream, ‘The evaporator shall be able to operate to supply at the minimum to the maximum pre and post-chlorination dosage, Evaporator design shall take into consideration of only operating only for post chlorination and average dosage at nominal flowrate, Isolating valves with limit switches shall be provided immediately downstream of the pressure reducing valve on the gas delivery pipe; the evaporator with the delivery valve open will be the duty evaporator. Each evaporator shall be supplied complete with an individual lockable isolating valve, installed on the chlorine liquid pipe to the evaporator. ‘An overhead monorail runway beam and manually operated chain block hoist complete with chains, hooks and eyebolts shall be provided to serve the area above the evaporators. The chain hoist shall be suitable for a safe working load of not less than 500 kg. Adequate headroom shall be provided above the evaporators to permit complete removal of the heat exchanger pressure vessel from the water bath housing. ‘The evaporators shall be provided with temperature alarm contacts so that a signal ‘may be transmitted to the chlorine control room. A spray-catcher shall be installed at the outlet of each evaporator to remove any solid impurities which may be carried over. Evaporators shall be heat exchangers specifically designed to evaporate liquid chlorine, The units shall comprise a gas chamber or coil surrounded by a water bath heated with stainless steel electric immersion heaters, all housed in an insulated plastic/composite cabinet. The cabinet shall have a panel on the front with a gas pressure gauge, water bath Jevel gauge, and water bath temperature gauge. The gas chamber/coil and the water bath shall be cathodically protected against corrosion. Gas chambers where included shall comply with ASME Pressure Vesse] Code, Section VIII Division I or BS 5500, and be fabricated from ASME SA-212B or equal grade steel. ‘The temperature of the water shall be thermostatically controlled. Threaded joints shall be sealed using a jointing compound compatible with chlorine, Polytetrafluoroethylene (PTFE) tapes shall not be used. ‘The pressure-reducing shut-off valve shall close in the event of the evaporator failed alarm. Chlorine gas pressure reducing and shut-off valves shall be spring loaded, diaphragm operated valves with superimposed electric actuators designed to reduce varying gas, pressure upstream to a desired regulated pressure downstream and to maintain this pressure within close limits. ‘The diaphragm shall be made of PTFE. The electric actuator shall ensure quick shut-off of the gas flow in the event of an evaporator breakdown, power failure, or similar event. ‘The valves shall have a capacity equal to or greater than the maximum capacity of the respective evaporator units. Self-contained emergency air breathing apparatus shall provide complete respiratory protection independent of the surrounding toxic or oxygen deficient atmosphere for about 35 minutes depending upon the degree of exertion. The unit shall combine total reliability with a high degree of mobility to facilitate unhindered emergency rescue or maintenance work. Each set of apparatus shall comprise, but not be limited to, a carbon composite cylinder, pressure reducing valve, pressure gauge, demand valve, panoramic vision face mask, bypass valve, and harness and body strap hamess made from rot proof ‘materials. The apparatus shall incorporate a warning whistle in the pressure gauge line to indicate approaching exhaustion of the cylinder. The cylinder shall have 1800 litres free air capacity at a working pressure of 207 bar. Chlorine Gas Scrubbing Plant In addition to the forced air ventilation system specified separately, the Contractor shall design and provide a completely independent air cleaning system for the removal of chlorine from contaminated air following a high level chlorine leak in the rum store or evaporator room, Two (2) complete gas scrubbing systems shall be provided, one for each Stream, The plant shall include a suitable system for uniform extraction of contaminated air from the drum store and evaporator room. All necessary ductwork, self-closing air intake louvres, dampers and other necessary equipment shall be provided. Contaminated air extracted in this way shall be forced upward through a tower filled with packing and absorbent, to discharge chlorine-free air to atmosphere through a vent stack at the top. ‘The tower shall be of either lined stee! or plastic material, resistant to the absorbent and chlorine at reaction temperatures, and shall be filled with a suitable packing to provide a large interfacial surface (to above 130 m’/m*) to effect efficient mass transfer between the absorbent and the chlorine in air flowing through the tower. The packing material shall be inert to both chlorine and the absorbent at the reaction temperatures encountered, have a high specific area and wet strength, and shall not give excessive head loss. The absorbent selected shall be efficient, readily available, non-toxic and shall not involve hazardous operations in handling and solution preparation. The absorbent shall be either a single chemical or a mixture of two chemicals and shall have a long shelf life with a minimum of deterioration.
