ON THE JOB TRAINING MANUAL OF OPERATION FOR CRIMNILOGY
STUDENTS

REFERENCE: C.M.O 37 SERIES OF 2010

SUBJECT: GUIDELINES IN THE CONDUCT OF PRACTICUM (ON-THE-


JOB TRAINING AND COMMUNITY IMMERSION)

REQUIREMENTS FOR BSCRIMINOLOGY STUDENTS

I. The Practicum (OJT and Community Immersion) is designed to provide practical


experience for BS Criminology students in Police work, operation of jail or penal
institution, fire departments, security agencies and such other agencies comprising
the five (5) pillars of the Criminal Justice System.

II. This OJT aims to provide the students with an opportunity to understand the
economic, social and cultural reality of and by allowing them to interact and relate
with the community. The course shall have three phase namely: Pre-Immersion,
Phase Immersion and post Immersion.

III. The “Pre-Immersion Phase” refers to the preparatory stage of the practicum. This
pertains to the activities conducted by the Higher Education Institution (HEI) prior to
the immersion phase.

IV. On the other hand, “immersion phase” refers to the practicum proper, where the
students gain practical, hands- on the field experience.

V. The “post immersion phase” refers to the culmination of the practicum proper.

VI. As a general rule, on BS Criminology students who have completed all academic
unit shall be allowed to enrol in the one- semester practicum requirements. However,
HEI may allow the graduating students to enrol not more than six (6) units in addition
to the practicum. The students enrolled in this course shall be called “Criminology
Interns”

VII. General Guidelines

a. Duration and Time: Generally, the practicum for BS Criminology


students requires 540 hours to be completed. This shall be divided into
two components immersion: Practicum 1- OJT (270 hours) and
Practicum 2 – Community of the Criminology program. In deference to
the safety to criminology interns, the practicum shall be conducted
during daytime only.

b. Uniform: HEIs offering criminology program shall have the option to


prescribe the necessary uniform for the Criminology Interns provided
that it shall not be identical with the uniform of the personnel in the
institution where the practicum is being undertaken.

c. Safety and Protection: The HEI shall ensure the safety and
protection to life and limb of the Criminology Interns at all the time the
practicum as well as the provision for insurance coverage and other
appropriate safety nets.

d. Practicum: HEIs may collect reasonable internship fee from the


criminology students who shall undertake the Practicum, provided that
it purposes, the HEI shall provide a detailed breakdown of utilization of
such fee of the students and others interested parties.

e. Venue: As far as Practicable, the venue shall be near or within the


vicinity of the HEI.

f. HEI Responsibility: As a general rule, the implementing HEI shall be


responsible for,

1. Making practicum arrangements designating practicum


instructor and coordinating with the partner constitution of the
Site Supervisor.

2. Providing and ensuring safety and protection of the


Criminology Interns.

3. Setting and prescribing of institutional requirements


(punctuality, proper dress code, code of ethics) and necessary
forms to be accomplished by the Criminology Interns: and

4. Providing regular coordination with the partner institution


regarding the implementation of the practicum.

PRE-IMMERSION PHASE

As amended under section 8, Article 5 of CMO 21, s.2005, HEIs offering BS


Criminology program must have proper linkages with institutions where the students
shall undertake their practicum. The HEI and the institutions where the students shall
enter into a Memorandum of Agreement (MOA) where the party’s individual
participation and responsibilities shall specified. The HEI shall maintain a valid MOA
with partner institution to ensure that every Criminology Intern shall be able to
complete the practicum.

The implementing HEI shall:

a. Prepare a booklet or a similar material defining the specific details and


procedures as to how the practicum shall be conducted as well the
necessary details germane to the undertaking:

b. Prepare the program activities specifying the tasks and duties to be
performed by the Criminology Interns during the conduct of OJT and
the community immersion.

c. Prepare and observation and monitoring instrument which shall be


designed to reveal insights, reflections, knowledge, skills and attitudes
and values acquired by the interns.

d. Assign an instructor who shall be the overall in-charge and coordinator


to supervise the conduct of the OJT and the community immersion.

e. Conduct a complete and thorough orientation of the Criminology


Interns prior to the immersion proper, which shall include the following:

1. The roles and responsibilities of the HEI;

2. The roles and responsibilities of the Criminology Interns;


2.1 Observation institutional policies, rules and regulations of the
both the HEI and the partner institution in which the Practicum
shall be undertaken.
2.2 Participate in whatever related activities which shall be required
the practicum:
2.3 Prepare and submit a practicum report covering the related
activities undertaken and learning acquired during the
practicum.
2.4 Complete the required minimum 540 practicum hours; and
2.5 Observe the confidentiality of information learned during the
practicum.

3. The roles and responsibilities of the site supervisor:

3.1 Oversee the practical or applied aspects of the Interns practicum.


3.2 Ensure that the Intern has sufficient opportunities to gain
appropriate variety if experience.
3.3 Attend to all challenge and problems encountered by the
criminology Intern’s
3.4 Provide regular consultation and constructive feedback regarding
the Intern’s performance:
3.5 Review and comment on the Intern’s practicum report and offer
recommendation, should corrective action be required.
3.6 Submit an accomplished practicum evaluation from the practicum
instructor reflecting the intern’s performed during the entire practicum; and,
3.7 Certify that the required minimum practicum hours were completed.
4. The roles and responsibilities of the practicum instructor:
4.1 Oversee the academic aspects of the practicum.

4.2 Coordinate with the site Supervisor with regards to the
implementation of the practicum:
4.3 Help manage challenges and resolve problems encountered by
Intern’s Performance;
4.4 Review and evaluate reports/ feedback on the criminology Intern’s
Performance;
4.5 Conduct an overall evaluation of the performance and practicum
report and give the final grade to each of Criminology Interns;
4.6 Ensure that the interns shall uphold the confidentiality of
information learned during the practicum.

IMMERSION PHASE

The practicum shall require a minimum of 540 hours, which shall be divided
into two components: Practicum 1 – OJT (270 hours) and practicum 2 Community
Immersion (270 hours) and shall be taken during the last semester of Criminology
Program.

During this phase, the criminology Interns shall be allowed to observed and
assist but not to perform actual operations that may compromise their safety. The
Interns shall be required to submit a report, which shall either be a Case study or a
Case Analysis. The report shall integrate the theories applied into the practicum
experience and shall reflect the interns involvement in all activities undertaken.

The following are the Pillars of Criminal Justice and the corresponding partner
institution where the immersion/s shall take place. The HEI is given to discretion to
determine the venue for the OJT in a particular area.

PRESCRIBED OJT UNIFORM

The program prescribes the OJT uniform upon enrolment.

For Monday, Tuesday, Wednesday, Thursday

Upper – GOA maroon with Criminology logo on the left side

White – Slacks with red lining at the both side.

Friday

Upper – Maroon t-shirt with collar, printed with Criminology Intern at the back
and plane in front.

Saturday

Free Uniform

Accessory- As necessary (ex. Whistle)

PRE- QUALIFYING EXAM OF STUDENTS/TRAINEES

Practicum Instructor conducts oral and written qualifying examinations


covering actual law enforcement scenario, community relations and office
procedures. Result shall be a basis for the assignment of students in the different
law enforcement agencies in order to join practical, house-on and field experiences.

The following are the standards for the pre-qualifying exams for prospective
OJT Students;

a. On oral examinations-questioning are given to determine oral efficiency of


the students in the use of the English language and the depth of his
reasoning. It shall be focused on the prospective scenarios in the field. It
will also determine whether the student can make wise decisions during
stressful time.

b. Written Examinations – will consist of essay question which illicit knowledge


of students as to the practical application of theories they have learned
from the classrooms. It will be in form of searching questions and scenarios
where wise and learned decisions are required.

Orientation and in-house Training

The Practicum instructor shall conduct a pre-orientation before the agency
deployment to prepare the students for their OJT. The said orientation proper
decorum, good grooming and familiarization of duties and responsibilities as
reflected in the MOA.

OJT TURN-OVER

1. The Practicum Instructor in coordination with the agency head or


representative prepares a detail to insure proper staffing.

2. The OJT spend one semester in each agency for purposes of


exposure on the functions of the different units of the agency.
Rotation to the different units within the agency shall be done every
month.

3. Practicum Instructor conducts weekly and on the spot monitoring


and supervision and coordinates with the head or representative of the
agency for their feedback.

4. Practicum Instructor submits monthly reports to the Intern


Supervisor/Dean to give details as to the implementation of OJT.

5. Each agency shall be done every after agency rotation. Intern will
report to the school for evaluation.

POST IMMERSION PHASE

Upon the completion of the immersion, the Criminology Interns shall submit
their Practicum report to the Practicum Instructor who shall have the report.

The Practicum Instructor on the other hand, shall also transmit to the
Practicum supervisor/ Dean, a Practicum Evaluation Report Certifying that the
interns have completed the required minimum practicum hours.

Certificate of Recognition or Appreciations shall be given to the head or


personnel of the partner institution where the immersion took place.

Certificate of Completion shall be awarded to those intern who have fulfilled


all the requirements in the OJT

Performance Evaluation.- the final performance evaluation of the OJT students


shall consist of two major criterions.

A. Agency Evaluation reports/ grades 80%

B. Schools supervisors reports/ grades 20%

The result will be the final grade of the Students Intern, below is the formula for the
evaluation and computation of interns Grades.

The grading system for the OJT program shall be guided by the following criterions

A. Eighty percent (80%) from the agency

1. Punctuality and attendance -10 points

2. Knowledge of work -15 points

3. Quality of work -10 points

4. Acceptance of responsibilities -10 points

5. Acceptance of directions/directives -20 points

6. Personal appearance and bearing -15 points

7. Moral values and ethical standards -20 points

On-The-Job Training

A. Code of Conduct

In consonance with the nature of Criminology profession, students


undergoing On-The-Job Training with the different offices shall:

1. Observe the best professionalism involving:

a. Dress Code (as prescribe)

b. Courtesy at all level

c. Honestly in thought and in deed

d. Punctuality during performance of duty

e. Alertness at all times and be observant of what transpire in his


immediate environment

f. Humility in dealing with everyone, and

g. Intelligent treatment and comprehension of facts that maybe


translated into professional growth.

B. Code of Discipline

Anybody can be law enforcer but not everybody can be a criminologist,


hence, for an aspiring criminologist, he should display the following discipline
in and out specially during the time of the performance of their on-the-job
training, to go with:

a. Obedient to a lawful orders and do not tolerate unlawful activities


and or order of anyone.

b. Professional in dealing with and anyone knows how to keep secrets


unless its revelation is directed by proper authority.

c. In terms or money, he/she shall not allow himself/herself to be used


by anyone on the illegal pursuit of money.

d. Shall know how to transmit communication through proper channels.

e. Respect the right of others.

COURSE REQUIREMENTS

a. Case Study Report

The students will produce individual case study report and select a
Research Adviser who will assist and guide in the preparation of their case
study.

The nature of case study report shall be a narrative discussion on the


matters observed during the OJT and shall submit approved case study report
in (2) two copies.

Due to time and other constraints of graduating students, the case


study/requirement shall be limited only to research report which may be
results of their observation from the on-the-job trainings, a proper format shall
be developed that will serve as standard for the students case study report
which may be the result of their observation from their internship.

The individual case study output shall be orally defended by the


student. No student shall be allowed to march or graduate unless he/she has
fully complied with all the curricular requirements as mandated by the
program.

At the end of the course the students shall submit the following intern

Introduction

The nature of Criminology Internship is to observe scenario (cases) at the


work places and the state of the agencies concerned to include their mode of
addressing these case. After the observation, it will put into record to be later on
analysed for students to draw conclusions and be able to provide acceptable solution
based on accepted legal requirements.

As requirement graduating students in the Bachelor of Science in Criminology


has to to submit a research output as a requirement for graduation.

The terminal period of the curriculum per CMO is the On-the-Job Training to
be completed in one semester. The senior students will be deployed in the several
agencies consisting of the tri-bureaus (PNP,BJMP, BFP) and the other allied
agencies like Banks available locally. The purpose of which is for them to be
exposed on their prospective field of employment.

TITLE: Narrative Reports of observation at the Different Agencies where the On-the-
Job Training were performed:

Part I.
a. Introduction: Will discuss the rationale of the OJT and the significant learning the
students will derived from the program
b. Objective: States the general objectives of the OJT and the specific objectives in
each unit/agency where the OJT was conducted
c. Orientations: Will state briefs of the orientations conducted by the supervising
Faculty and the orientations conducted by the agencies prior and after the OJT.

Part II.
a. Statement of vision, mission, and objectives of the unit/agency where OJT was
conducted.
b. Brief narration of system and procedure of the office/agency where the OJT was
conducted
c. Brief narration of activities and observation in each unit/agency where the OJT
was conducted
d. Brief narration of any unsual events/scenarios during the performance of the OJT
indicating therein actions taken by the agency in addressing the event/scenario.

Part III.
a. Vertical Comparison of all situations and observation on the different
units/agencies of OJT
b. Analysis as of the comparison and to risk vulnerabilities and solution/approaches
employed by the unit/agency.
c. Findings-state the analytical result of the comparisons

III – COURSE DESCRIPTION – The course is intended to develop an understanding
and exposure into the psychology and Sociology of Crimes, Crime Detection and
Investigation and Criminalistics, actual operation of a police station/department, jail
or penal institution, Fire Departments and Security Agencies, and such other
agencies comprising the five (5) pillars of the Criminal Justice System and the
relationship between them as a supplement and in conjunction with the academic
program ; off-campus or practicum program in selected police agencies ;actual field
work , observation and practice of police tasks ,activities or operations, including
patrol, traffic, crime investigation, Criminalistics, performed internships requiring
observations in penal institutions, jails, reformatories in DSWD, NBI, CHR,
NAPOLCOM and such other agencies related to the course/program.
The course is also aimed at providing students with an opportunity to
understand the economic, social, and cultural reality of the community. It is centered
on students getting in touch with themselves as they interact and relate with
individuals, groups, and families in selected nearby community. The course is
divided into three phases namely: pre-immersion phase, immersion phase and the
post immersion phase.

IV-PREREQUISITES – as a general rule, before taking the OJT all academic


requirements have been completed, but on extreme cases, the HEI can allow a
maximum of 6 academic units as an additional provided proper scheduling should be
done in order not to impede the student’s compliance with the OJT requirements.
