NOTICE

CP-22/31/2023-WM-III-HO-CPCB-HO April 16, 2024

Kind Attention: Producers of Waste Tyre under Hazardous and Other Wastes
(Management & Transboundary Movement) Amendment Rules, 2022

Ministry of Environment, Forest and Climate Change (MoEF&CC), vide notification no.
GSR 593(E), dated July 21, 2022, notified the Hazardous and Other Wastes (Management &
Transboundary Movement) Amendment Rules, 2022, to take all steps required to ensure the
management of Waste Tyre in a scientific and Environmentally Sound Manner (ESM).
As per the provisions in paragraph 4(i) and 6(2) of Schedule IX of the above rules, all
Producers are required to fulfil their assigned Extended Producer Responsibility (EPR)
obligations by online purchase of EPR Certificates from registered Recyclers only. In the said
context, Producers are hereby directed to fulfil their assigned EPR obligations for F.Y. 2022-
23 by 30th April 2024 and also submit their quarterly & annual returns through the waste Tyre
EPR Portal by 30th April 2024.
It is to also conveyed that EPR Certificates are available for FY 2022-23 and any
representation from Producers w.r.t reduction in their EPR obligation or extension of the
timeline for the fulfilment of EPR obligations will not be considered in case unutilized EPR
Certificates remains available on the Waste Tyre EPR Portal.
Necessary actions as per the rules will be initiated against non-complying entities.
