INSTRUCTION TO BIDDERS

1. Bidders who submit their offer shall be deemed to have read, understood and accepted the terms
and conditions applicable to this tender/ NIT & GTC.

2. SAIL General terms & conditions (GTC) is applicable for all tenders /NIT which is available in Public
document under service (contract) document on https:\\srm.sailisp.co.in. Please read carefully
before submitting offer.

3. SUBMISSION OF TENDER: SAIL-ISP requests you to submit your COMPETITIVE offer as per the
Quotation Form available in the SRM within the Bid Submission Date & Time. ISP reserves the right
to reject hard copies of offers. In case of LTE, if you are unable to submit the offer, please ensure
the submission of the regret letter, by clicking on ‘DO NOT PARTICIPATE’ button.

4. TENDER OPENING: Tenders will generally be opened at 15:30 hrs electronically, on the due date
subject to sufficient number of tenders having been received. However, tenders will be opened on
the next working day, if the due date is declared a holiday or if normal functioning in the office is
affected due to strike/bandh or other unforeseen circumstances.

5. ISP reserves the right to prepone / postpone due date of tender opening.

6. E-Tender Form consists of two parts:

i. Part I – Techno-Commercial Part: To be submitted online in SRM Only. All related


documents with respect to techno-commercial part shall be uploaded in “Tech bid” under
“Technical RFx tab”.

ii. Part II – Price Part : To be submitted online in SRM Only.

7. TENDER FORM PART – I (Techno-Commercial Part) :

i. All bidders must log into ISP’s SRM platform https://www.srm.sailisp.co.in and submit their
bid.

ii. It shall be the responsibility of the persons submitting the tender to ensure that the tenders
have been submitted in the formats and as per the terms and conditions prescribed in the
SAIL’s websites/SRM platform and no change is made therein before submission of their
tender. In the event of any doubt regarding the terms and conditions/formats, the person
concerned may seek clarifications from the authorized officer of ISP.

iii. In case of any tampering/unauthorized alteration is noticed in the tender submitted, from
the Tender Document available on the SAIL’s websites / SRM Portal of SAIL-ISP, the said
tender shall be summarily rejected and the company shall have no liability whatsoever on
the matter. (However, deviation if any proposed by the tenderer may be separately
indicated for acceptance under technical RFx tab. Such proposed deviation will not be
treated as tampering for the purpose of application of this clause).

8. TENDER FORM PART – II (Price Part) :

i. Price shall be quoted ONLY in the SRM platform.
