1. Project Description
This Scope of Work is for the Replacement Elution Oil heater Project. The Project Owner is the Fixed
Plant Maintenance Department, located at Ban Houayxai Mine Site in Laos PDR and will be hereafter
called the “Project Owner”.
The scope contained within this document will be managed by the Infrastructure and Road
Maintenance Department on behalf of the Project Owner from start of the project until handover and
acceptance.
2. General
Without the ability to heat eluate, there can be no dore recovery from the loaded carbon. To safely
and reliably continue the gold recovery process, it is crucial that critical equipment such as the elution
oil heater, is comprehensively supported with OEM parts, technical knowledge and service visits. At
present the BHX site teams are dependent on on-site ingenuity, remote support from one distant
manufacturer and their one contracted service technician.
The proposed elution heater will come with improvements in fuel burning technology which will
reduce the diesel usage per carbon strip.
3. Scope of Project Implementation Supply
The scope of supply and install includes the following:

The scope of work includes design, supply of materials, fabrication, installation and transportation of
Civil, Mechanical and Electrical work for the Replacement Elution Oil heater Project includes as follows

4.1 Civil Work

The work under this section shall include design, supply of materials, installation, labour and equipment
necessary to complete the Replacement Elution Oil heater Project.
4.1.1 Engineering
- Ensure all the Civil designs meet AS Standards as per Clauses 6 and 7 and the Project
Owner’s requirements.
- Ensure all works are carried out to meet high quality outcomes and complete with Quality
Controls as per Clause 13.
- Works excluded from this Scope of Work are referenced to in Clauses 5 and 8.
4.1.2 Construction
- Ensure all construction works are conducted as per the Safety provisions in Clause 12 and
result in Zero Harm at Work
- All the materials and manpower required to complete this work will be referred to in
Clause 14 under Civil of Price Schedule.
- Works excluded from this Scope of Work are referenced to the Clauses 5 and 8.

4.1.3 Inspection and Handover

- After construction is completed, a final inspection will be conducted to ensure all works
have been undertaken in accordance with Scope of Works and Design. The Inspection will
be carried out by both parties (IRM and Project Owner)
- The acceptance of works will be confirmed once the final inspection has been signed off
by both parties. Handover documentation will then be submitted to Project Owner for
approval.
4.2 Mechanical Work

The work under this section shall include design, supply of materials, installation, labor, and
equipment necessary to complete the Replacement Elution Oil heater Project.
4.2.1 Engineering

5 Work Excluded
The following work is excluded from this Scope. This work is deemed to be the responsibility of the
Project Owner. In the event that the Project Owner requires this work to be included in the Scope it
will constitute a change and will follow the change procedures.
The scope of the Project Owner for supply and install are as follows.
- Area Clearance, By Owner
- New Elution Oil heater, Provide by Owner
- De-commissioning existing oil heater and commissioning new elution oil heater, by Project
Owner
- Supply new elution heater oil pump
- EWP, Request from BHX Mobile Maintenance
- Crane 80t include driver, Request from Fixed Plant Maintenance
- Provide security during construction to protect from theft (especially cable). If security
breaches occur that result in loss of materials or equipment, replacement and/or repair
will be at the cost of the Project Owner. (need security stand by 1 month during
construction)
- No additional works will be undertaken until the required Change Notice (CN) is approved
by the relevant GM.
6 General Notes
IRM hereby quote for the complete supply of the equipment/materials as contained in Section 14 -
Schedule of rates , including the furnishing of all labour, supervision, materials, equipment, tools,
supplies and services required to execute the works.
The equipment/materials shall be supplied strictly in accordance with the documents listed herein
Schedule 1 - Applicable Documents.
The IRM Department will execute the Project as following;

- Design Civil, Mechanical and Electrical will be carried out by in house
- Civil work will be done by contractor labour with supervision by IRM department
- Mechanical work will be done by contractor labour with supervision by IRM department
- Electrical work will be done by contractor labour with supervision by IRM department
- If project owner would like to reduce cost and the project not urgently IRM will be arrange
in house labour to support the work, but this project will start when in-house labour is
available

10 Clarifications, Deviations and Technical Queries
In the circumstance of any additional requirement or request for variation for out of scope work,
written instruction in the form of a PBM Project Change Notice Form (CN) is required and must be
signed off by both parties. (See appendices “A” for the form)
All CNs will require approval in accordance with the delegated authority procedure. This must be
signed and approved by the relevant persons prior to projects undertaking any extra works.

IRM shall submit the following documents to Project Owner within 7 days after receipt of CEA.
- Construction schedule.
- Construction drawing (IFC)
12 Safety Provision
This Scope of Works includes a provision for safety. To meet PBM standards and procedures, this
scope of work must adhere to PBM safe work procedures. IRM’s Safety department will guide all
personnel in these requirements.
IRM will carry out Safety Management planning specifically to manage this scope of work before any
works commence. IRM’s supervision and key stakeholders are to attend a Risk Assessment Workshop
held at the IRM offices before commencement of the project. The resultant risk management plan
must form part of the activities safe work procedures for this scope of work.
IRM work tasks will provide a JSA (Job Safety Analysis) for every activity before any works commence.
This includes risk management of any activity greater than 1.8 metres high and is considered to be
working at heights as per the PBM cardinal rules and procedures.
IRM’s vehicles will obtain a current BHX monthly or weekly safety inspection as required and show
the current ‘sticker’ on the windscreen after inspections from the BHX Mobile Mechanical Workshop.
IRM will utilise the BHX Clinic/emergency response team for all First aid and medical incidents.

All persons working on the site will require current and valid inductions prior to starting work on the
BHX plant site.
All personnel will require to be inducted for the General induction and BHX Mining area before access.
Supervisors required will be familiar with BHX site emergency contact details, phone numbers or radio
protocol as per the inductions onsite
