0 CONCLUSIONS AND RECOMMENDATIONS


The main conclusions and recommendations are divided in four sections: General, Generators,
33 kV System and 11 kV System (down streams the Transformer T11 and IF section).

General
▪ The protection setting of feeders and transformers were properly calculated and
coordinated both with the generator’s one and among them.
▪ In order to assure the correctness of the selectivity it is necessary to install in total 6
zig-zag earthing transformers as indicated in Figure 2 and Figure 3. Four of them
installed on the 33 kV system and remaining two, on the 11 kV system.
▪ The settings proposed here are valid for the scenarios described in § 2.3. In case it is
foreseen to modify them, it is highly recommended to carry out a verification of the
settings.
▪ The proposed (by MERUS) settings for the STATCOM filter banks should be modified
as indicated in § 5.8. This because most of short-circuits on the 33 kV could cause their
tripping, with the subsequent STATCOM tripping, and consequently the stop of the
entire Dirty loads.

Generators
▪ The generators protection settings were calculated for both the scenarios indicated in
the § 2.3
▪ In particular, as far as the voltage and frequency thresholds are concerned, their
settings were calculated with the aim to preserve the generator itself.
▪ In addition, for the islanded operation, the Power Swing (78) protection function shall
be turned off.

33 kV System
▪ Additionally to the already installed 33 kV zig-zag earthing transformers, other two units
shall be installed at their final locations (see Figure 2), otherwise the zero-sequence
protection on the 33 kV system will take place with delay.
▪ In case of a single-phase fault between the SYN01 substation and the Step-up
transformers, the fault will be anyhow feed by the relative generator. This because, on
one hand, the relays installed in the SYN01 substation will send the trip signal, but on
the other hand, no protection devices installed at generator busbar are able to see the
fault. Therefore, it is essential to send an alarm to the generator unit to stop it.
▪ In case of relay trip at one end of the links between the SYN01 and the Clean/Dirty, the
other end should also open (inter-tripping).
▪ In the final configuration, in case of single-phase internal faults to the SYN01, the fault
will be finally cleared by the zero-sequence overvoltage (59N). This, due to the
following main reasons:
o The zero-sequence current will be only seen by the relay of the incomings from
Clean/Dirty busbars. This due to the location of the 33 kV zig-zag earthing
transformer.
o The relays installed at SYN01 substation have no Busbar differential protection
functions available.

▪ There is not differential protection available for the Transformer T11 (33/11 kV)
connected to the Clean BB and 11 kV Metal Clad switchgear. The protection of the
transformer is done by the overcurrent functions.

11 kV Systems (down streams the Transformer T11 and IF section)


▪ Two 11 kV zig-zag earthing transformers shall be installed at their final locations (see
Figure 3), otherwise the zero-sequence protection on the 11 kV system will not take
effect.

1 SCOPE OF THE SUPPLY


According to the contract SMC004E, in the activity 3.6 it is foreseen the coordination of the
main protection devices of the Clean busbar. This activity requires the analysis and review of
the plant “clean” bus-bar main protection system for the final configuration or, in any case, for
the different scheme that will be applied with the overall erection and commissioning of the
plant will be done. The final configuration is the clean bus-bar in islanded configuration supplied
by two GTs.

The following items were dealt with:


• The suitability of the current protection schemes,
• The setting to be applied (the settings will be generic and not relevant to a specific
manufacturer brand and/or model protection relay model),
• The operation/performance of the new protection system (efficiency and selectivity).

However, considering the review of the Single Line Diagram made by CEA, a general review
of all main protection system including the dirty busbar in its final configuration (network+2
GTs, or only network) has been performed too.
This was done on the one side to improve the overall reliability and safety of the plant, and on
the other side to have sufficient information for the design of the earthing transformer and the
relevant Neutral Earthing Resistor for the 11 kV system and the 33 kV system (please check
the paragraph 0, Conclusions and Recommendations).

2 HYPOTHESES FOR THE PROTECTION RELAY COORDINATION


2.1 PRELIMINARY CONSIDERATIONS FOR THE RELAY COORDINATION
In order to guarantee the suitability of the relay settings, it is suggested to carry out a careful
review of the present report including its single-line diagrams, CT and VT ratios and the data
of the electrical components. This is to make sure everything is according to what is currently
installed.

The present relay coordination study, concerning the 33 kV and 11 kV systems, is carried out
considering that the LV relays are correctly set. That is, it is assumed that the coordination of
the low voltage loads is correct and it is configured in the corresponding relays. It is therefore
excluded from the present analysis, the study of protection coordination of the secondary side
of the MV/LV transformers.

It is important to point out that the classic


approach (static-based short-circuit
calculation) used for the relay coordination
in industrial plants it is not completely valid
for SMC plant. In fact, the presence of
internal generation changes things
drastically. The main difference is the fast
reduction of the short-circuit current
injected by the generators during short-
circuits. This behavior can be seen in
Figure 1, in which the trend of the current
towards the CLEAN busbar is shown during
a circuit in the same busbar.

The above described performance imposes


a relative low value of the current amplitude
and short time to be set to clear short-
circuits.

Therefore, hundreds of transient


simulations (RMS) were carried out in order
to verify the relay operation during short-
circuits (single-phase to earth, two-phase,
two-phase to earth and three-phase short-

Despite of what above, the so called “time-overcurrent plots” had been added to the present
report with the aim of show selectivity results.

The transformers mechanical and thermal damage curve, in accordance with ANSI / IEEE
standard C57.109 – 1993, cables damage curves and motor starting curves have been added
(dashed lines) in the time-overcurrent plots.

2.2 PHILOSOPHY OF PROTECTION SETTINGS


The criterion used for the coordination of overcurrent protection has been to isolate the area
of the system with the fault in the shortest possible time (selectivity), and to guarantee the
reserve in case of failure of the primary protection (redundancy).

The selectivity is obtained by grading the clearing instant of the relays (discrimination in time
or chronometric selectivity) or, when possible, by considering the intervention threshold
(current discrimination or amperometric selectivity) so that the relay closest to the fault first
operated to the most distant ones.

Regarding the grading time, it must be taken into account the characteristics of the equipment
present in the plant (numerical relays), in the specific case:
▪ Typical basic timing error: 5%
▪ Overshoot time: 20 ms
▪ Safety margin: 30 ms
▪ Typical overall grading margin: 150 ÷ 250 ms

In the present study a minimum grading margin of 150 ms was used.

In addition, where possible, a chronometric selectivity based on the zero-sequence


overvoltage (59N) was applied in both systems (33 kV and 11 kV).

2.3 PLANT SCENARIOS


The proposed settings are valid for the following scenarios.

Scenario Description

Scenario 2 Clean busbar supplied by 2 gas turbines
Dirty busbar supplied by the external network

In case it is foreseen to modify them, it is highly recommended to carry out a verification


of the settings.

3 MODEL OF THE ELECTRICAL NETWORK


In order to carry out the protection relay coordination study of the 33 kV and 11 kV distribution
systems, a network model has been implemented in DigSilent simulation software tool. Figure
2 and Figure 2, show the model of the entire 33 kV and 11 kV systems considered in the
present study.

Following tables show the main data used in the model. In particular the Substations, the zig-
zag earthing transformer, cables, transformers, asynchronous motors and static loads are
indicated.
It is important to point out that some data was hypothesized and therefore it is of main
importance to make an accurate review of it.

The following items should be carefully considered:


▪ Two 33 kV zig-zag earthing transformers were modeled connected to the SYN01
busbar. One in the CLEAN and the other in the DIRTY, relative sections. The other
two were modeled down-stream step-down transformers.
▪ The 11 kV zig-zag earthing transformers were modeled connected one, to the LV
side of the T11 transformer, and the other to the LV side of the T13 transformer
(Induction furnace feeder).
▪ The shields of the cables has been considered connected to earth with single point
bonding.
▪ MV Motor characteristics

5 TABLES SETTINGS AND TIME-OVERCURRENT PLOTS


In order to facilitate the consultation, the results of the study are presented in tabular and
graphical form, grouped by each substation of the 33 kV and 11 kV distribution network. Each
table contains the data used and the results (protection settings) obtained in the development
of the study.

In detail, of each distribution substation, the following data are given:


▪ Simplified single-line diagram with relay and instrument transformers (CT and VT)
details.
▪ Setting tables showing the manufacturer, the protection model, the primary
measurement values (eg current and/or voltage), and the proposed settings .
▪ Time-overcurrent plots according to the proposed setting plan, in order to verify the
