Transforming Rural Education in India:


Challenges and Solutions

The majority of schools in India are government schools. There are 1,022,386
government schools, accounting for 85.8% of all schools. Additionally, there are
82,480 government-aided schools. In contrast, the total number of private schools in
India is 335,844, which makes up approximately 22.6% of the total (UDISE+ 2020-
2021).

In higher education the trend of privatisation is more rapid than in school education.
Unfortunately, after the onset of neoliberal policies and commercialisation, the role
of higher education has reduced to merely that of training centres to produce
obedient workers.

The trend of privatisation is growing in India, as the central government is


withdrawing its support for public education. This has resulted in the closure of

publicly funded institutions and a reduction in reservation opportunities.


Unfortunately, the democratic nature of education is undermined in these private
institutions, limiting progressive political activism and excluding common people
from higher education. The increase in fees in these institutions further exacerbates
the situation, making education a privilege of the rich.

Moreover, the lack of strong regulatory bodies in the privatised education sector
allows for profit-driven practices. The current education system in India can be
described as "Education for the rich and privileged," as it prioritises
commercialisation, centralisation, and communalisation. It is crucial to resist these
policies and strive for a student-centred education system.

We need to advocate for inclusive education that provides equal access to all
students without any discrimination. The Kerala Model of Education can serve as a
pathway to strengthen public education and ensure that education is not treated as
a commodity. Let's work towards an education system that promotes inclusion and
opposes exclusion.

In this article, we will delve into the major issues hampering the quality of education
in rural India and explore viable solutions to bridge the existing gaps.

Challenges Faced by Students in Rural Areas:

1. Lack of Quality Teachers:The scarcity of quality teachers in rural areas remains a critical
issue. Government-appointed teachers are often temporary, hindering their motivation
and professional growth.Dr. A.P.J. Abdul Kalam emphasized that quality teachers are
instrumental in shaping enlightened human beings.

2. Poor Remuneration:Teachers in rural sectors receive inadequate pay compared to their


urban counterparts, making it challenging to attract and retain skilled educators.

3. Non-Attendance:A cyclic problem arises with both teachers and students frequently
absent. The lack of attendance by one party affects the other, creating a detrimental cycle.

4. Government Duties:Government-appointed teachers are often assigned duties unrelated


to teaching, such as election duties, leading to increased absenteeism.

5. Lack of Transport:Inadequate transportation infrastructure makes it difficult for students to


commute long distances, resulting in irregular attendance.

6. Poor Infrastructure:Many rural schools suffer from subpar infrastructure, including broken
walls, insufficient lighting, and inadequate sanitation facilities.

7. Government Apathy:A lack of government attention and apathy towards the development
of rural schools contributes to their stagnation.

8. Poor Learning Results:Ineffectual teaching quality leads to poor learning outcomes, as


highlighted by the 13th Annual Status of Education Report 2018.

9. Inaccessibility to Modern Learning Tools:Rural areas lack access to modern learning tools,
hindering educational advancements seen in urban areas.

10. Lack of Finances:Low financial resources in rural households make it challenging for
families to invest in their children's education.

11. Communication Gap:The communication gap, particularly in the English language, creates
obstacles for rural youth seeking employment in urban areas.

Solutions to Improve Rural Education:

1. Enhance Teacher Quality:Implement comprehensive training programs to enhance


teaching skills and motivate educators in rural areas.

2. Competitive Remuneration:Address the pay disparity to attract and retain skilled teachers
in rural schools.

8. Corporate Social Responsibility (CSR) Initiatives:Encourage corporate entities to adopt


villages, contributing to the holistic development of education through infrastructure,
technology, and teacher training.
