1. SCOPE OF WORKS:
This work method statement describes the step-by-step procedure to be followed for Scaffolding
Works methodology within the NEOM circular city water reservoir’s, utility culvert/access road,
etc. This Method Statement is General and applicable to all Sub-contractors working under SPML,
those who all are executing or going to execute any non-structural concrete structures within the
said project site.

4. RESPONSIBILITIES AND SUPERVISION:


4.1 Project Director (PD)
Project Director is representative for the top management of SPML at the projects in NEOM. He is
officially responsible for managing, monitoring, controlling the project construction further to hand
over on time. All relevant technical information will be communicated to personnel in-charge of
the construction, coordinate with surveyor, site engineer to ensure that the necessary resources
and equipment’s including tools and tackles are provided to implement the works in an acceptable
manner as per the approved documents, MS and ITPs, check list and also to ensure all construction
staffs comply with Engineer’s Quality, Health, Safety and Environmental Management System
requirements. He also ensures that MS and ITP for the scope of works are prepared and approved
by the Engineer prior to execution. He shall ensure that all works are executed as per approved IFC
drawings. PM is also responsible for identifying and using only the approved materials for
construction purpose and shall also inform the QC Engineer at site prior to commencement of any
new activities at site.

4.2 Construction Manager (CM)


CM is responsible for the execution of the activity in accordance with the manufacturer
recommendation, MS, and HSE plan. He is responsible for preparation of job safety analysis and
application for work permits if required prior to commence of Concrete works. He will ensure the
approved material being used at site and conducting necessary toolbox talks and training to crew
and responsible for ensuring all the activities are carried out as per this method statement,
manufacturer recommendation. He shall ensure the controlled copies of the drawings only using
at site, which are issued to the site supervising team.

4.3 Site Engineer, Supervisors & Foreman


Site engineer, supervisors & foreman is responsible for ensuring that the workforce is aware of the
quality control procedures and safety requirements and responsible for executing the works as per
approved IFC drawings/ SD, project specification and method statement. Site Engineer will raise
Work inspection request (WIR) to the QC dept. at appropriate stages of the work as per approved
ITP. WIR’s should be raised at least 24 hours in advance to the required time of inspection and
NEOM procedure. Site engineer is also responsible to fill the inspection checklist and handover to
QC Inspector.

4.6 Safety Manager


Safety Manager shall be responsible for overall safety requirement of all scaffold activities, uses
and alteration of scaffolds. He shall provide training to all personnel related to scaffolding activities
to make them competent.

4.7 HSE Engineer/Officer


HSE engineer/Officer is responsible for ensuring the activities are carried out as per project specific
safety plan and regulations and all the works shall be executed as per approved HSE plan and work
permit.

Safety officer shall be responsible verifying the scaffold items and its good conditions and put a tag
for all the usable items mentioning the color coding over the period of time (Monthly basis).
Tagging is the responsibility of scaffolding inspector. Safety officer shall be responsible to ensure
that the scaffolding inspected and tagged by a competent scaffolding inspector.

4.8 Scaffold Supervisor


A competent person responsible for overall scaffold activities within site. He shall coordinate and
respond to respective Construction Managers before starting installations. A competent person
responsible for the inspection of all scaffolds, scaffold activities (erection, uses, altering and
modification and dismantling). He shall coordinate with Safety manager before starting any
scaffold activities. He shall visually inspect and check all components of complete scaffold system
before signing the green tag system for safe work. He shall monitor and record the status of
scaffolds into his registration log book.

4.9 Scaffold Foreman


The Foreman shall be responsible for the direct execution of works involved in scaffold works by
giving instructions to the working personnel. He shall also ensure that works are performed with
proper tools/equipment, PPE and good housekeeping around the working area. Foreman shall
conduct a pre shift safety task assignment (STA) with his crew to ensure all safe work practices are
understood / followed, and any unsafe conditions are addressed well in advance.

4.10 Scaffold Inspector


Scaffold Inspector shall be inspected every 7 days for defects or every time a modification is carried
out or following damage / severe weather. The Scaffold Inspection Register shall be maintained
utilize a "Scaffold tag" system commensurate with his inspections.

B. TYPE OF SCAFFOLD:

• Cup Lock scaffold – Light duty / Medium duty – Maximum height 3 m.


• Tube & clamp scaffold – Light duty / Medium duty – Maximum height 3 m.
• Mobile scaffold – Light duty / Medium duty – Maximum height 3 m.
• Suspended scaffold – Light duty / Medium duty – Maximum height 3 m.
• Cantilever scaffold – Light duty / Medium duty – Maximum height 3 m.

8 METHODOLOGY:

• Visual Inspection-Scaffolding materials shall be visually inspected by competent Scaffold


Supervisor and Safety Officer in Temporary Lay down area before delivery to designated
working areas. Defective scaffold materials shall be identified and separated from being used.
Temporary Lay down areas shall be properly barricaded and accessibility to be maintained for
transportation purpose.
• The scaffold must be inspected, certified & tagged by the competent person confirming its
suitability.
• Inspection of all required hand tools shall be inspected by competent Scaffold Supervisor and

shall be color coded for safe use. Hand tools shall be secured by nylon ropes tied to scaffold's
body to prevent them from falling.
• Method Statements, Procedures, Scaffold Sketch Details (If required) shall be given to Scaffold
Supervisor to be used as guidelines for erection purpose.
• Set up barricades and signboards around the area to prevent unwanted persons from entering
the excavation site. Before starting scaffolding, verify underground services if anything existing
in the surroundings.
• Report immediately to the Contractor any unknown underground installation encountered
during scaffolding. Stop work and wait for further instructions.
• Inspection & Tagging System (Red & Green Tags).
• Maintenance and Housekeeping - Scaffold platform shall be free from any unwanted material.
Daily and weekly housekeeping shall be observed on scaffolding platforms.
• Daily Maintenance - All trade discipline working on the platform shall assign cleaners to
maintain their areas clean. All discipline shall do housekeeping before and after each day work
activities.
• Securing necessary work permits -Prior to start of scaffolding activities, necessary permits
shall be signed out and placed into designated permit box. Tool box meeting shall be
conducted every morning to identify all possible hazards.
• Alteration & Modification - All modification works shall be carried out only by competent
scaffolders. Any modification required by scaffold users shall be requested to Scaffold
Supervisor. Scaffold users are not allowed to remove/modify any part of scaffold.
• Proper provision of guard rails and toe boards to be provided to prevent any accidental falling
of object from the erected scaffolding.
• In case of any modification, addition in the scaffold, it has to be respected & certified

9 INSTALLATION PROCEDURE:
The following point wise iteration shall be observed during installation of scaffold works considering
access & the proposed areas, at all the site regions.

• Handover of detailed plan of the concrete structures or building or miscellaneous purpose shall be
intimated by Civil Engineer to scaffold supervisor prior to start of scaffolding activities.

• Safety Tool Box meeting - Safety tool box meeting shall be carried out by Scaffold Supervisor /
Foreman to discuss all risk hazards and necessary precaution needed to prevent any type of
accident.

• Provide necessary access - Access must be installed using a straight ladder and properly securing
the ladder from bottom to top. Ladder shall be placed in inclined position at an angle of 75° or at

1:4 base to height ratio and projected 1.0 m high from the top of the platform.

• Installing Ledger and Transoms - Ledgers shall be provided in between standards and Transoms
shall be placed at the Node point. The Board Bearer shall be equally distributed (1.5m) spacing
between the ledgers.

• Installing Diagonal Braces - Diagonal brace shall be placed by means of adjustable couplers tightly
connected into vertical member.

• Installing Plan Braces - Plan brace shall be placed by means of 90° couplers tightly connected into
vertical chord.

• Installing Scaffolding Planks - All scaffold planks on the platform shall be secured by means of
board clamps properly and supported into transom at each end. Scaffold planks must be placed
without leaving any gap between the planks. Planks arrangement shall be parallel the buildings or
should be placed as per the user requirement.

• Joining & lapping of Scaffold planks - All scaffold planks shall lap in accordance to the project
requirement or at least a minimum of 300mm from center of support. Joining of plank shall not be
less than 150mm and not more than 300mm from center of the support.

• Ladders - All ladders shall be inspected and registered for safety purpose before use at site.
Defected ladder must not be used and to be returned to NSH lay down area.

• Inspection & green tag - When the scaffolding works has been completed, scaffold supervisor shall
inform the scaffold inspector to check the scaffold for green tag. Green tag shall be placed only
after completing all comments written or verbally discussed with the scaffold supervisor.

• Inspection - All completed scaffolds shall be visually checked and inspected by a scaffold inspector
and shall be green tagged upon acceptance. Inspection must be repeated at every 7 days from
previous inspection, except when there are extreme weather/climate conditions, scaffold shall be
re-inspected for safety purpose.
• Handover -After green tagging platform, scaffold engineer/supervisor shall hand over the platform
to the Construction Manager.

• Alteration/Modification of Scaffold - At any time, when modification is required during progress of


construction activities, Civil Engineers shall inform it to the Scaffold Engineer/Supervisor. Only
competent scaffolders under the supervision of scaffold supervisor/foreman are authorized to do
modification on the Scaffold.

• Dismantling of Scaffolding- Dismantling of Scaffolding shall be done only after conforming that no
discipline will be any longer using the scaffold. Dismantling shall be properly planned and carried
out from top to bottom.

Sequence of Erection of Scaffolding


• Barricading - The area around where the scaffolding is being build shall be properly barricaded.
• Installing posts- Standards/Posts shall be installed from the ground and shall be fixed on a
base plate.
• Installing Kicker lift/Base lift- The orientation and measurement of the scaffold shall be
considered, and base lift shall be erected above 150 mm height from base.
• Installing Ledgers - Ledgers shall be connected into the standards by means of locking system.
• Installing Transoms- Transoms shall be connected to the ledgers placed.
• Installing Vertical Bracing - Vertical Bracing shall be connected to the standards near the node
points by means of adjustable/swivel coupler.
• Installing Plan Bracing - Plan Bracing shall be connected to the standards by means of 90°
couplers. Plan bracing shall be provided at every 3rd lift.
• Installing lifts - Once, the base lift is erected and scaffolds move upwards, special care should
be taken. All the scaffolds shall always be 100% tied off when working at height above 1.8 m.
As soon as the framing is completed, boards shall be laid on the next level before proceeding
upwards.
• Installing Scaffolding Planks - Scaffolding planks shall be connected to the transoms and
secured tightly by means of board clamp or wire lashing. There should be no gap between two
boards.
• Installing Ladder- Ladder shall be at the narrowest side of scaffold and tightly connected into
ledgers by means of single coupler or using ladder clamps. Similarly, the upper lifts are to be
completed.
• Installing Guard rails - Guard rails shall be connected staged platforms by means of locking
system. Mid rail shall be approximately at the center of the top rail & the platform. Top rails
shall be approximately at a distance of 1.0 m from the platform.

Sequence of Dismantling the Scaffolding works


• Dismantling Guard rails - Guard rails shall be removed from the standards at all boarded levels.
• Dismantling Ladder - Ladders shall be removed.
• Dismantling Scaffolding Planks-Scaffolding planks shall be removed from the transoms.
• Dismantling Plan Bracing -Plan bracing shall be removed from the standards.
• Dismantling Vertical Bracing- Vertical Bracing shall be removed from the standards.
• Dismantling Transoms - Transoms shall be removed from the top of the ledger.
• Dismantling Ledgers -Ledgers shall be removed from the standards.

General Scaffold works


• The above-mentioned Erection and Dismantling procedures are applicable to all kind of civil,
piping, Mechanical & electrical activities and general purposes also to be followed and utilized.

10. TYPICAL SCAFFOLDING ARRANGEMENTS

11. SAFETY PLAN

Safety for men and materials is a high priority. All safety measures will be observed during the
entire works. Brief account of the safety strategy is given under.

• SPML Safety Supervisor shall carry out the safety site inspections to ensure that safety
requirements Laid out in the safe work plan are being followed during and after the
scaffolding work. SPML Safety Manager / Supervisor shall review Safety Action Plan
and secure Work Permit if necessary prior to Start of any activities JSA / SPA (Safe
Plan of Action) will be strictly followed.
• Equipment, tools and materials inspection: All equipment for scaffolding works shall
have to be inspected by SPML Safety Manager / Supervisor prior to forwarding to

SPML Safety Department Inspection prior to its use at site to ensure safe worthiness at work.

• The inspection Reports shall be kept for record.


• Proper housekeeping at the end of the day is a part of the mandatory tasks assigned to
workers to avoid Accidents due to littered tools and materials.
• Any scaffolding platform shall be erected in a manner not to create obstruction or disrupt the
safe mobilization at the construction site.

• Only required scaffolding platform specifically for the task shall be erected.
• Any unwanted / unnecessary scaffolding platform shall be dismantled immediately.
• Safe access during emergency shall always be considered for any scaffolding platform shall be
erected.
