COMMITTEE REPORT
April 25, 2024

SUBJECT: Resolution approving the Application for Accreditation of Guimaras Youth


Volunteers, this Municipality.

The committee convened its hearing on April 22, 2024, at 10:30 AM in the Sangguniang
Bayan Session Hall, with the following attendees:

FINDINGS:

The above-mentioned youth organizations applied for accreditation by the Local


Government Unit (LGU) through a Sangguniang Bayan resolution. A committee hearing was
called to review their applications.
The committee hearing established several key findings regarding the involvement and
contributions of the Guimaras Youth Volunteers (GYV) organization in the community. It was
recognized that GYV had already existed since 2020 and has implemented numerous projects
and activities in various barangays, especially during the COVID-19 pandemic. Their notable
initiatives include:
 Tree Planting Activities in Barangays San Isidro, Daragan, Mabini, and Tanag in 2020
 Feeding Programs in selected Barangays of Jordan, Guimaras in 2021
 Distribution of 100 healthcare and educational packs in Barangay Sabang Sibunag in
2022
 Organization of a Children's Day program and Christmas Party in Barangay Rizal,
Buenavista in 2023
The mission of these organization is to empower the youth to become compassionate and
active agents of positive change in our community through volunteerism, leadership
development and collaboration. By offering educational and training opportunities, these groups
are instrumental in building a better future for the youth and fostering a supportive, inclusive
environment.

During the hearing, the committee chair inquired about GYV's membership composition.
Mr. Legita confirmed that all 50 current members are residents of Buenavista. When asked about
accepting volunteers from other municipalities, Mr. Legita responded positively, stating that
GYV is open to accepting members or volunteers from other localities, provided they share the
same mission and vision.
The committee reviewed the documents and confirmed that Guimaras Youth Volunteers
had complied with and completed the requirements as provided in Municipal Ordinance No. 235,
series of 2011, "The Youth Code of the Municipality of Buenavista, Province of Guimaras."
Regarding the PYAP Piña Chapter, it was found that the members are not out-of-school
youth, which is not in line with the organization's bylaws stating that only out-of-school youth
can be members. The chair asked the reason for this, and the resource person, Ms. Tumulto,
answered that there are no interested out-of-school youth who are willing to join.
Considering that other PYAP chapters were accredited despite the existence of the same
concern, the committee agreed to consider the application with a reminder to actively engage
out-of-school youth and put them in leadership positions.

RECOMMENDATION: The committee hereby recommends the approval of the


application for accreditation of the Guimaras Youth Volunteers and Pag-Asa Youth Association
of the Philippines (PYAP) Piña Chapter.

This Committee report is hereby adopted.
