Executive Summary
Project Fendeka is planned with the aim of establishing a recreational area in Children in
Conflict with the Law Rehabilitation and Reddendum Home through selecting the right activities
fit for the recreational area; finding like-minded organizations to fund the project; procuring
necessary materials needed for the recreational area; organizing and providing the recreational
area for use. This is planned to be done through helping the children, who are the direct
beneficiaries, in the center (who are currently 30 in number) engage in activities that can help
them enhance their abilities, increase their creativity, promote healthy lifestyle and reduce
psychological and behavioral problems which in turn will benefit the people around them, who
are the indirect beneficiaries, such as family, friends, the juvenile center owners and the country
as a whole.

The recreational area will be provided in ‘Children in Conflict with the Law Rehabilitation and
Reddendum Home’ (also known as Lideta Sub-city Administration Remand and Rehabilitation
Center of Addis Ababa) within the planned time frame of the project. The project is planned to
be completed within five months. It will begin on November 19, 2020 and is expected to end in
April 10, 2021. The project will be implemented with the help of the group members, Meselal
Charity Association, the center itself and the sponsors but it would primarily be led by the group
members.

This project will be carried out by working or collaborating with stakeholders which are Children
in Conflict with the Law Rehabilitation and Reddendum Home, “Meselal” Volunteer
Association, and the children in the center. The budget of the project is planned to be covered by
different organization that work in delivering the same deliverables as the project intends to
provide. The budget includes costs of materials/resources that are intended to be delivered which
are table tennis game, chess game, dama game, football game equipment, gebeta game, arts and
crafts, dart game, materials needed for having movie time, man power, cleaning, transport
expenses, accessories, renovation, building pergola, maintenance and for any unforeseen
expenses. The budget will require 446,124 Birr in total. The contact person for the project is

Introduction about the Center
Children in Conflict with the Law Rehabilitation and Reddendum Home was established in
1944(3). It is also called Lideta Sub-city Administration Remand and Rehabilitation Center of
Addis Ababa. It is managed by Addis Ababa Women’s, Children and Youth Affair Bureau. The
center accepts any children from all over the country between the ages of 9 to 15. It accepts the
children according to the criminal act article 161 to 173. The center has total capacity of
accepting only 150 children. Currently, the capacity has decreased due to the corona pandemic.
So, many children have been sent to their home.

Background of the Problem


Children that join Children in Conflict with the Law Rehabilitation and Reddendum Home have
limited access to recreational services. In the center, during morning hours, these children have
to attend the formal education program until 12 PM and in the afternoon they don’t have enough
activities they could engage in. They have a field for playing football but do not serve much
purpose due to the low functionality of the space. Because of this, they spend much of their time
in the dormitory without doing anything.

The exact recreational services that are provided at this time, in the center, are Television,
Gebeta game and Football. There is also a tennis table which is not giving any service due to
lack of facilitation and is kept in the store. The children are engaged in a routine and they don’t
have the chance to experience new things. There has not been any project that was planned to
establish well developed recreational area in the center until this project.

To make this project applicable, interviewing workers and volunteers was the first step. They
suggested some common games that considers the space of the center and increases the skills of
the children. They also suggested that the recreational area should include some art and crafts
because there are some children who do some crafts by using avocado seeds and “Madaberiya”.
In addition to that they recommended dart games because the children enjoy playing “Bastega”
However, the children were not directly interviewed for safety reasons due to the corona
pandemic.
Justification
Internationally, Convention on the Rights of the Child (1990) Article 31 Sub Article 1 states that
“Parties recognize the right of the child to rest and leisure, to engage in play and recreational
activities appropriate to the age of the child and to participate freely in cultural life and the arts.”
Similarly, International Play Association Declaration on the Child’s Right to Play (1979) also
states that children should have the opportunity to play. They should be provided with time,
space, natural settings, materials and programs.

In Ethiopia, National Children’s Policy (2017) states about the expansion of child-friendly
recreational spots, playgrounds and sport fields in residential and other areas. In section three, it
states that fields should be constructed where ‘‘Children can develop their talents and learn new
skills in the fields of art, sport, science and technology.” These three international and national
documents indicate, Children in Conflict with the Law Rehabilitation and Reddendum Home has
the right to have a well-organized recreational area.

According to the Children in Conflict with the Law Rehabilitation and Reddendum Home, the
aim of the center is to promote behavioral changes among the children. To change their
behavioral routines, the center has to provide different activities to spend their time on such as
recreational activities. Recreational activities can include sports, arts, dances and other activities.
It is also identified that playing is the major tool that works on behavioral modification while
working with children. In addition, it is related with better social life through enhancing
communication skills, collaboration and other social skills (Barnett, 1990).

Therefore, Establishing the recreational area will aid in getting rid of the feelings of boredom and
also can prevent the development of psychological and physiological problems due to lack of
recreational and physical activity. It can take their mind off the illegal activities and focus on
what they could learn and improve by engaging them in new activities which in turn could be
responsible for enhancing their creativity skills. The children in the center are between the age of
nine to fifteen so due this their age it has also been suggested that working with children from a
younger age can be beneficial for shaping the way they think or increasing their neuroplasticity.
Neuroplasticity means increasing the connection of neurons in our brain. Simply, it means
activating the brain. New activities are important to activate the brain (Mundkur, 2005; Hötting,
& Röder, 2013).
Project Description
Description
Project Fendeka is aimed at providing recreational area in Children in Conflict with the Law
Rehabilitation and Reddendum Home. The recreational activities are planned to be placed in two
rooms and in the compound of the center. The rooms will be provided by the center. Thus, the
tasks of the members will be limited to cleaning the rooms before use. The first room is 12x10m
and the second room is 9x9.5m. The materials will be placed in the rooms taking in consideration
the current pandemic. The activity (table tennis) that is planned to be placed in the compound
will be covered with pergola.

Activities and Strategies


Establishing the recreational area in Children in Conflict with the Law Rehabilitation and
Reddendum Home is proposed to be an effective and reasonable undertaking that is planned to
be implemented so that the challenge of children in the center could be simplified or eased. At
the end of this project the children will have 8 properly designed activities which they can
engage in. These activities are Football, Table Tennis, Chess, Dart, Dama, Gebeta, Art and
Crafts and Movie time (Watching Movies). In the next section, we will see these activities and
strategies in detail in the next table.

Project Deliverables
The deliverables of this project include a wide range of activities which are materials needed for
football game, gebeta game, dart game, chess and dama game, table tennis, arts and crafts, movie
time, and building pergola for outside activities. Materials needed for football game includes
designing the football field to be a better and comfortable football pitch. The football area will be
enhanced according to “A Guide to Mini Football Pitches” which is proposed by FIFA. In this
guideline, different flexible mini football pitch areas are stated. For this project the best fitting
area is 4v4. The area of this pitch is 252m2 which means 21m length and 12m width. This is
considered to fit in the center because currently the children are playing in about 25m length and
17m area. By using the same area, the football area will be developed to a standard Mini Football
Pitch.

The materials that will be provided for movie time include projector and projection screen. The
tennis table game will include the necessary materials which are tennis table, tennis balls and
rackets. The chess, dama and gebeta game will include the game boards and the necessary pieces
needed to play the game. The dart game will include magnetic and a non-magnetic dart boards
and the arrows. Arts and crafts will include necessary materials needed which are pencil, paper,
rubber, sharpener (Small), sharpener (Large), colors, crayons, glues, scissors, all in one printer
and tonner.

Project Implementation Plan

The duration of the project is calculated using the PERT analysis. The project is set to start on
November 19, 2020 and end in April 10, 2020. The first part of the schedule includes planning
for the project which is by outlining the important tasks that are needed to be completed before
starting the practical work. After the planning is done the next step will be talking to potential
sponsors and presenting the project proposal to secure budget. This part of the schedule might
overlap with collecting or buying materials since the project depends on different sponsors.

The next step is collecting or buying materials which means that the materials are mainly
planned to be collected in their raw form instead of in monetary values but for some materials
that might not be possible so instead they are planned to be funded in monetary values. Then
comes preparing the recreational area for use and opening of the recreational room in April 10,
2020.

Users/Beneficiaries
The beneficiaries of the project are classified in to direct and indirect beneficiaries. The direct
beneficiaries are the juvenile delinquents that are found in the juvenile center in Children in
Conflict with the Law Rehabilitation and Reddendum Home and currently they are 30 in
number. The juvenile delinquents in the center will benefit from having recreational area because
the aim of the project is to help them grow mentally and physically by providing activities that
the children already enjoy engaging in. The recreational center will be a platform where they
could enhance their creativity skills by engaging in arts and crafts activities which is an activity
that entails novelty. It could help them focus on bettering themselves through participating on the
different activities that the project involves. The recreational center is thought to be a place
where they could relax and at the same time grow as an individual.

The indirect beneficiaries are the juvenile center owners, family members and also the country as
a whole because the project is intended to benefit the juvenile delinquents and change their
mindset so as a result there will be less crime and unwanted behavior and that will positively
impact the people around them. The project is planned to be accomplished with the help of the
stakeholders which are Children in Conflict with the Law Rehabilitation and Reddendum Home,
“Meselal” Volunteer Association, and the children in the center.

Organizational Planning

Among the tasks, scope and time management will be assigned to Mahelet. She will also be
responsible in managing any changes that might occur in time and scope of the project.
Melkeberhan will be responsible for cost and quality management along with any changes that
might occur, regarding cost and quality, throughout the project. Hassan will be responsible for
human resource and communication management along with any changes that might occur in
human resource and communication management. Tirfie will be responsible for risk and
procurement management along with any changes that might occur due to any assumed risks as
well as any failure in obtaining materials needed for the project. Kimem will be responsible for
integration management to ensure that everything is going smoothly until the end of the project
life cycle.

Communication Planning
Communication will incorporate both top-down and bottom-up communication approaches. To
assess what is successful and what is not in daily activities; which is Task Progress, Telegram
(Group) will be used. Project Status Report will be prepared to review project status and discuss
about risks and delays weekly by using Telegram (Group). Every 3 weeks, there will be a
meeting to present project deliverables, gather feedback and discuss about next step. Finally, at
the end of the project there will be a meeting for monitoring and evaluating purposes.

Relevant information such as performance reporting will be distributed through three strategies.
The first one is Face-to-face communications which is through group or individual meetings. The
second way of distributing information is Hard-copy communication. This way uses letters and
paper reports as a tool. The last one is Electronic communications. Information distribution
through electronics is limited to Telegram. Everyone will be responsible for reporting their work.

Quality Planning
The materials that will provided are expected to be placed following the Covid safety guidelines.
Each material is expected to be placed one meter apart from each other. The tables that will be
placed for arts and crafts and other board games will have 1.5-meter width and length since it is
expected to occupy four children at once. The chairs that will be used for movie time will also be
place one-meter apart from each other. The table tennis will be placed in the compound and will
be covered with a pergola to protect it from being damaged by rain so that it could maintain its
quality. The table tennis games will be placed 2 meters apart from each other so that they could
move freely and still keep the one meter distance.

Monitoring and Evaluation


Monitoring of the project will be carried out by the appointed stuff which will be by assessing
and ensuring the proper utilization of the materials and fulfillment of responsibilities on a daily
basis or according to the schedule set for the specific recreational activities. The evaluation will
be carried out on a quarterly basis by stuff members, Meselal Charity Association and the
sponsors using a checklist that contains the specific plans that were designed for the project and
by discussing with the appointed stuff who are responsible for monitoring the activities. The
evaluation will also assess if the children in the center have acquired any knowledge and skills
by having a recreational area. This can be done through group discussions and individual
assessment. Impact assessment will also be carried out to check if the project is economically
feasible, environmentally friendly and beneficial to everyone.

Budget
The budget will be used to establish recreation area in Children in Conflict with the Law
Rehabilitation and Reddendum Home in Lideta Sub-city. The budget is planned to be funded by
different organizations found in Addis Ababa. Each deliverable will be funded by different
organizations that are working on the same field as our needed deliverables. The tennis game and
related expenses is expected to be funded by the Ethiopian Table Tennis Federation. The Chess
and Dama games are expected to be funded by Ethiopian Chess Federation. The Dart game is
expected to be funded by Ethiopian Dart Federation. Gebeta game is expected to be funded by
Ethiopian Cultural Sports Federation. Football game is expected to be funded by Ethiopian
Football Federation. The Arts and Crafts and movie time expenses are expected to be funded by
Ethiopian Artists Association.

The quantity of the materials in the budget is set based on previous experience or so that the
remaining will serve as a backup if it one gets damaged or if it is something that needs to be
replaced constantly. The budget is only set to include the materials needed for the project since
the project won’t involve any labor or building processes. The budget is set according to the
project deliverables which are Table Tennis, Chess and Dama, Dart, Arts and Crafts, Gebeta,
Football and Movie time. The budget will require 446,124 Birr in total with a contingency plan
of 20%.
