1.0 Introduction
1.1 Project Description

The Crux gas field is located in Australian Commonwealth waters, within permit AC/RL9 in the East Browse
Basin. The title is operated by COMPANY on behalf of the other Joint Venture participants, SGH Energy and
Osaka Gas. The field lies in approximately 165m of water, 620km NNE of Broome (~300km from mainland
Australia). The title is surrounded by the COMPANY operated AC/P-41 title that incorporates the Libra gas
field and is located ~160km NE of the COMPANY operated Prelude gas field for which a Floating LNG (FLNG)
facility is now positioned and near production start-up.
The remotely operated Not Normally Manned (NNM) Platform concept for Crux dehydrates the gas and
condensate streams and exports a multiphase stream to the Prelude FLNG. The platform has a 550MMscfd
capacity with five platform wells.
Key features for this concept have been based on design studies including:
a) Five dry tree wells tied back to the platform;

b) Fixed jacket structure with drilled and grouted piles;

c) NNM Platform topsides weight of approximately 10,000 tonnes dry weight;

d) Gas and condensate dehydration;

e) Fibre optic communications tied to the “Fitzroy” Fibre Optic backbone;

f) Single 26” NB multiphase export pipeline to Prelude.

The Crux Platform Schematic is presented in Figure 1-1 below.

1.2 Purpose of Document

This specification defines the technical requirements for the materials, welding, testing and non-destructive
examination (NDE) of the structural steel for Crux NNM Platform.

1.3 Definitions and Use of Terms

COMPANY Shell Australia Pty Ltd

Contractor Organisation contracted directly by COMPANY to provide engineering, design or other


services.

Sub-Contractor Organisation contracted by a Contractor to provide defined services.

Vendor Manufacturer/Supplier is the party that manufactures or supplies equipment and services to
perform the duties specified by the Purchaser

Purchaser The organization placing a purchase order for the supply of equipment or services for the Crux
Project. The Purchaser could be the COMPANY or the Contractor or some other party
appointed by the COMPANY or Contractor.

Shall This word, or the terms "REQUIRED" or “MUST", indicates an absolute requirement.

Should This word indicates a recommendation that whilst preferred may not be implemented
provided some equivalent is proposed and agreed by COMPANY. The full implications must be
understood and carefully weighed before choosing a different course.

May This word, or the adjective "OPTIONAL", indicates that an item is truly optional.

2.1 General

The Contractor shall ensure that all the General Specifications and International Codes & Standards used for
this project are the latest revisions available at the date of award of Purchase Order.

2.4 Order of Precedence

In the event of any conflict arising between this specification and other documents listed herein, refer
comments to the Purchaser for clarification before design or fabrication commences. The order of precedence
that applies is as follows:
1. Australian statutory laws and regulations
2. Shell Crux Project BDEP Part I - Data and General Requirements
3. Shell Crux Project BDEP Part II - Design Requirements and Specifications (including this Specification)
4. Shell Crux Project BDEP Part III - Regulations and Standards
5. Approved Project Standards
6. International / Australian Codes and Standards
Generally, the most stringent requirements shall prevail, however, in case of conflict between the requirements
of this specification with its attachments and the referenced specifications or codes and standards, Vendor
shall bring the matter to the Purchaser’s attention for resolution and approval in writing.

2.5 Technical Exception and Deviation

No exceptions or deviations are permitted unless approved by COMPANY in writing in accordance with the
governing Contract.

3.0 General Requirements


If any discrepancies between this Specification and the Contract Drawings or standards and codes listed above
are noted by CONTRACTOR, they shall be brought to the attention of COMPANY immediately and written
clarification from COMPANY to be obtained before proceeding.
All miscellaneous materials shall be in accordance with this specification. Materials not specifically addressed
in this specification shall be approved by COMPANY in writing.
Substitutions shall not be allowed without the prior written consent of COMPANY. Requests for deviations
shall include the nature and extent of the substitution, effect on schedule, proof of equivalency to the specified
material, full specifications and properties of the proposed substitute, and any other supporting data requested
by COMPANY.
Materials shall be new and unused, of good quality, free from injurious defect, and where applicable, packed
in their original cartons.
CONTRACTOR shall establish and maintain comprehensive records showing the quantities and types of
materials required quantities in stock for the project, quantities on order and promised date of delivery. These
records shall always be available for COMPANY’s review.
CONTRACTOR shall maintain records of COMPANY supplied materials separate from records of CONTRACTOR
supplied materials. CONTRACTOR shall be held accountable for shortages of, or damage to, material provided
by COMPANY.

3.1 Quality Plan

For mill orders, a Quality Plan shall be developed and be in compliance with any one of the following
specifications or standards:
• ISO 9001

• Other COMPANY Approved Quality System Specifications

3.2 LAST (Lowest Anticipated Service Temperature)

The lowest anticipated service temperature (LAST) shall be -10°C for CRUX NNM Platform, any higher LAST
value shall be subjects to COMPANY’s approval.

4.0 Steel Types, Requirements, and Guidelines


All steelwork covered in this Specification shall meet minimum industry standards defined in Section 2.0 to
ensure that Quality, Health, Safety, Environmental, and Operations goals are attained. The selection of steels is
expected to perform effectively over the design service life of a structure, while allowing practical and
economical fabrication and inspection.

The Design Class approach based on ISO 19902 is implemented for material selection in this specification. The
main criteria for the determination of the appropriate design class of a component (a joint or a member) are
the component’s significance with respect to global integrity of the structure and the consequences of its
failure. The following criteria shall be considered as a minimum for material selection:

• Design Class / Toughness

• LAST (Low Anticipated Service Temperature)

• Strength

• Thickness

• Chemical Composition

Steels shall meet the requirements as specified in this specification, which designates six Toughness Classes of
steel NT, CV1, CV2, CV2Z, CV2X and CV2ZX. Strength grades are designated Grade I, II, III and IV with
corresponding minimum yield strength of 275MPa, 355MPa, 420MPa and 460MPa respectively.

Steel inspection shall be carried out for structural components of each design class according to ISO19902
[Ref./2.2-7/] as described in section 4.5. In addition, requirements for material certification, traceability,
marking, bundling and any specified requirements as defined in this report and international standards in
section 2.0, shall be satisfied to ensure the quality of material delivered.

Fabrication tolerances for the roundness of tubular members shall be satisfied in accordance with ISO19902
Annex G. Others fabrication tolerances are detailed in Specification Structural Steel Fabrication (Doc No.: 2200-
667-CS-9063-00011).

4.1 Design Class and Toughness Class Classification for Structural Components

Classification of Design Class conforms to ISO19902, Annex D [Ref./2.2-7/] are based on the significance of the
structural components with respect to the global structural integrity, consequences of structural failure and
geometrical complexity. It is rating based on five categories as defined in ISO19902 and reprinted in Table 4-1.
Table 4-2 and Table 4-3 show the correlation of European steel with the ISO design class and toughness class
for topside and jacket structural components respectively. Requirements for toughness class as per ISO19902
is described in section 4.3.1. Details structural component classification is tabulated in Appendix A.

4.2 Steel Minimum Yield Strength

The minimum yield strength of steel shall conform to the requirements of below. Tensile test shall be carried
out as per EN10225 [Ref./2.2-4/] and EN10025 [Ref./2.2-3/] or approved equivalent.

4.3 Mechanical Properties

This section describes the steel mechanical properties requirements in accordance with ISO19902, section 19.

4.3.1 Impact Properties

Table 4-5 summarizes the minimum requirements for Charpy impact test according to toughness class
specified in ISO19902 section 19.4. Impact test shall be tested in accordance with EN10225 [Ref./2.2-4/] and
EN10025 [Ref./2.2-3/] or approved equivalent.

4.3.2 Through-thickness Properties (Z)

Material with designation “Z” shall have through-thickness quality for resistance to lamellar tearing caused
by tensile stress in the direction of thickness. In accordance to ISO19902 [Ref. /2.2-7/], through-thickness
quality shall satisfy minimum reduction in area of 30% in tension test and maximum sulphur content of
0.007% by weight. The eligible steel grades shall be killed and fine grain treated.

Through-thickness testing is not required for thicknesses below 25mm. Testing shall be in accordance to
EN10164 [Ref./2.2-11/].

Through thickness tensile strength shall not less than 80% of the specified minimum yield strength.

4.3.3 Crack Tip Opening Displacement Testing (CTOD)

Material with designation “X” shall have a formal CTOD pre-qualification. CTOD testing shall be conducted in
accordance with the CTOD-related clauses of ISO 12135, and supplementary requirements as per Annex B,
ISO19902.

CTOD requirements are a function of design philosophy, therefore the test temperature shall not greater
than the minimum design temperature.

CTOD testing reports complying with the testing standard shall be included in the Procedure Qualification
Record (PQR) as detailed in ISO19902.

4.3.4 Steel Qualifications in Heat Treatment Condition

Unless demonstration fracture toughness as LAST temperature is satisfied for the maximum thickness
considered, steel shall be tested and comply in heat treatment conditions based on EN10225, section 8.3.2.
For CV1, CV2, CV2Z steel with thickness above 40mm, the material shall be tested in Post Weld Heat
Treatment (PWHT) condition and shall comply with the tensile and impact property requirements as specified
in this specification.

4.3.5 Steel Qualifications in Strain Aging Condition

The steel manufacturer shall demonstrate acceptable Charpy impact test results after the strain aging
(plastically strained 5% and aged for 1h at 250°C). The following minimum value of Charpy energy shall be
retained in the strain aged condition:
• Steel CV2X and CV2ZX (S355)
Minimum Charpy energy >36J average, and >26J individual

• For all toughness classes of S420 steels


Minimum Charpy energy >42J average, and >26J individual

• For all toughness classes of S460 steels


Minimum Charpy energy > 46J average, and > 29J individual.

In the event of the above results are not available, the provisions of Option 12 of EN10225 shall be respected.

4.4 Chemical Composition

4.4.1 Ladle Analysis

The chemical composition of the steel shall be determined by ladle analysis and shall conform to the
requirements listed in the applicable references, EN10025 and EN10225 or approved equivalent.

4.4.2 Carbon Equivalent (CEV)

When required in equivalence table, C% Carbon Content shall be limited to the values on ladle analysis as
presented in Table 4-6.

4.5 Inspections

This section describes the requirements for welding non-destructive test in accordance to ISO 19902, Annex D.
COMPANY has the right to reject any material, at any time prior to final acceptance, under the following
conditions:
• If the material supplied does not conform to this specification

• If modification or substitution has been made without the written approval of COMPANY

• If the material has not been fully tested and inspected in accordance with this specification

(1) In addition to the requirements in this table, the followings shall apply for category A and B welds.
- One RT film at each end and one in the middle for longitudinal welds of tubulars (including tubulars
for nodes and stubs).
- Where radiographic testing is required, intersection welds, and those locations where presence of
defects is deemed to be most harmful, shall be tested.
- Ultrasonic and radiographic testing shall not overlap, except when 100% UT is specified. However,
ambiguous imperfections revealed by UT shall in addition be tested by RT.
- Ultrasonic testing is normally not applicable for thicknesses less than 10mm. For such thickness UT
may be replaced with RT. In general, RT should be considered if UT is not possible. Radiographic testing
is normally not applicable for thicknesses above 40mm.
- MPI shall be performed on both external and internal surfaces as accessible.
(2) During initial fabrication, the extent of UT and MPI of inspection category B and C welds shall be intensified,
normally to twice the level given in this table. This extent shall be maintained for a weld and test length
sufficient to conclude that the weld repair percentage is at a reasonable level. The increased initial testing
may be accounted for in the overall extent provided the initial testing confirms consistent good
workmanship.
(3) Spot means approximately 5%
(4) Includes complete joint penetration welds in tubular T, Y, and K-connections and other applications.
(5) The extent may be reduced to 50% of the specified extent, based on experience and documented records
with similar joints, provided the defect rate for UT/RT is <2% and for MPI is <0.2% during the last 100m of
weld. The last 100m shall be continuously updated every week. If the defect rate exceeds the limits given
above, the normal extent of NDT shall apply again. A possible reduction in the extent of NDT shall be
considered separately for each welding method and each production area.
(6) The extent of NDT shall be increased for inspection categories B, C and D if repeated occurrence of
planar defects are revealed or if the weekly defect rate for any NDT method, including all types of
defects, exceed the rates shown in ISO19902 A20.3 and the following paragraph, the increase in extent of
NDT shall be carried out accordingly.

If the defect identification during the inspection is too high, the extent of inspection should be increased as
below:

• Defect rate exceeds 5% - proportion of welds inspected should be doubled, spot inspection
proportion should increase to 20%

• Defect rate exceeds 5% for increased proportional inspection – proportion of welds inspected
should increase to 100%

• Defect rate exceeds 10% - proportion of welds inspected should increase to 100%

• The required level of increased extent should be maintained until a defect rate below 5% is re-
established and documented.

4.6 Material Certification

The material certification shall comply with the requirements as in EN10204 [Ref./2.2-12/] with the following
pairing structural category / certificate type:

4.7 Material Traceability

Requirements for material traceability shall be as follows:


• For Steel with Toughness Class CV2 / CV2Z / CV2ZX: Full Traceability

− The material and/or component is uniquely identified from original manufacturing source to
point of receipt. The Vendor shall operate a system to enable maintenance of the traceability
of each item during construction and throughout its design life.

• For Steel with Toughness Class CV1: Type traceability

− The material and/or component is identified to each grade, batch or type from original
manufacturing source to point of receipt. The Vendor shall operate a system to enable
maintenance of the identification of each item during construction.

• For Steel with Toughness Class NT: Conformity

− The material and/or component are suitable for the purposes for which they are intended
and meet the requirements of this and associated specifications. The Vendor shall confirm
the specified requirements and provide details of any codes/standards on a certificate of
conformity.

4.8 Marking, Bundling and Protective Coating

All steel plates, sections and tubulars shall be equipped with marking, bundling and protective coating conform
to EN 10225, section 12.

5.0 Other Structural Materials


5.1 Gratings and Stair Tread

Steel grating shall be heavy duty serrated type and hot dipped galvanized in accordance to ISO 1461 [Ref./2.2-
8/], mean coating thickness not less than 70μm.

Glass Reinforced Plastics (GRP) grating may be used after approval of Company has been obtained.
GRP shall be ultra violet light resistant glass reinforced epoxy with fire retardants and shall be a type that if the
resin is damaged it would not swell when exposed to seawater. The colour of the grating shall be black or dark
grey.
Grating Vendor, type, method of attaching etc. shall be submitted for approval.

5.2 Threaded Fasteners

All bolts, studs, and nuts shall be carbon steel heavy hexagon pattern.
Bolts and studs shall be grade 8.8 conform to ISO 898. Properties and requirements for associated nuts and
washer shall be based on property class of mating bolts and studs in accordance to ISO 898 [Ref./2.2-9/].
Carbon steel fasteners (bolts, nuts and washers) shall be hot-dipped galvanized with minimum coating
thickness of 50μm conform to ISO 10684.

AMENDMENTS AND SUPPLEMENTS TO EN 10225:2009

1.1 Specified grades for primary steel

1. Primary structural steel in plate, rolled section and hollow section (Seamless, UOE
and high frequency welded (HFW)) shall be in accordance with EN 10225:2009,
Groups 2 and 3, as listed in Table A.

2. EN 10225 Group 1 steels shall not be used for primary applications.

The corresponding toughness classes, as defined in ISO 19902:2007, are given in


Table A. In Table A, classes have been allocated to steel grades where it is not
listed in ISO 19902:2007.

3. Plates in Group 2 at thicknesses greater than 40 mm (1.6 in) shall be pre-qualified by


CTOD testing equivalent to the "X" designation in ISO 19902:2007, see (8.4.3).

3 Terms and definitions

3.9 high frequency welded hollow section (HFW)

Add the following to this clause:

1. High frequency welding shall use a frequency of ≥ 100 kHz.

7 Manufacturing process

7.1 Steel manufacturing process

Add the following to this clause:

1. Steels of group 2 shall be vacuum degassed or ladle refined.

2. Option 2 shall apply in accordance with Annex C of EN 10225.

7.2 Thickness limits and segregation control

7.2.1

Replace the last sentence of this clause "See option 3" with the following:

1. Option 3 shall apply.

a. The Manufacturer/Supplier may provide thicker material if data is provided


to demonstrate that thicker material can be produced without segregation
resulting in the reduction of material properties, centre line inclusion level or
apparent reduction in centre line mechanical properties.

7.3 Delivery condition

7.3.3 Sections

Add the following to this clause:

1. Group 2 and 3 sections shall not be supplied in the as-rolled condition.

8.3.2 Heat treatment condition of test pieces

Add the following to item c) in this clause:

1. The Manufacturer/Supplier shall supply data demonstrating that the mechanical


properties of the plates will meet the tensile requirements specified for the relevant
grade of EN 10225.

2. Where Option 10 applies, the minimum heat treatment temperature shall be 580 °C
(1076 °F).

8.3.4 Strain age tests

Replace the first sentence of this clause with the following:

1. Strain age tests shall be carried out as Option 12 for steels 12.5 mm (0.5 in) or
thicker.

8.3.5 Through-thickness testing

Replace the first sentence of this clause with the following:

1. Through-thickness testing shall be carried out according to Option 13 for Group 3


steels of thickness ≥ 25 mm (1 in).

8.4 Technological properties

8.4.3 Weldability data for steels of groups 2 and 3

Add the following to this clause:

1. Weldability testing shall be performed in accordance with both of the following:

a. Annex E;

b. Annex F or Annex G.

14 Submerged arc welded, rolled tubular members for primary structure

14.1 General

1. Rolled tubular members shall be fabricated from EN 10225, Group 2 and 3 plates as
specified in (Part IV).

2. Welding and non-destructive testing shall be in accordance with EEMUA 158.

14.2 Dimensional tolerances

1. Rolling tolerances for tubulars shall be in accordance with EEMUA 158.

2. Ovality shall be checked at both ends and at all circumferential seams.

14.3 Inspection, identification and record

1. All longitudinal seams shall be inspected to EEMUA 158, Inspection Category II.

2. Each tubular member shall be identified with a unique number.

3. The Manufacturer/Supplier shall operate a system that permits full traceability of all
required information specific to each tubular member, containing the following as a
minimum:

a. plate material certificates;

b. welding procedures used;

c. NDT records;

d. Visual/dimensional inspection records.

Amend the column for Vanadium content as follows:

CTOD testing is not necessary for sections or for plate where the maximum plate

SECONDARY AND TERTIARY STEEL GRADES

1 General

1. Secondary and tertiary grade steels shall be in accordance with the following as
applicable:

a. EN 10025:2004 Part 1;

b. EN 10025:2004 Part 2;

c. EN 10025:2004 Part 3.

2 Secondary grade steel (corresponds to ISO 19902 toughness class CV1)

1. Secondary plate and sections shall conform to one of the following:

a. EN 10025-2 Grade S355 J2+N;

b. EN 10025-3 Grade 355N or EN 10025-4 Grade S355M;

c. Sections with a maximum thickness of 25 mm (1 in) may be supplied in the


as-rolled (+AR) condition.

2. Option 6 (Flat product) of EN 10025-1 shall be applied to secondary plate.

3. Secondary plate shall be inspected to EN 10160 Class S1/E2.

4. Secondary sections shall be inspected to EN 10306 Class 2.1 Plan D.

5. The maximum carbon equivalent shall be 0.43, as calculated in EN 10025-1 Clause


7.2.3.

6. Inspection certificates shall be in accordance with ISO 10474 Type 2.1 or EN 10204
Type 3.1.

3 Tertiary grade steel (corresponds to ISO 19902 toughness class NT)

1. Tertiary plate and sections less than 10 mm (0.39 in) plate/flange thickness shall be in
accordance with EN 10025-2 Grade S235 JR or Grade S355 J0.

2. Inspection certificates shall be in accordance with ISO 10474 Type 2.1 or EN 10204
Type 3.1.
