VII - RATIONALE

R.A. 7079 or the Campus Journalism Act of 1991, seeks to “uphold and
protect the freedom of the press even at the campus level” as stated in the
law’s Section 2 (Declaration of Policy). The law also aims to “promote the
development and growth of campus journalism as a means of
strengthening ethical values, encouraging critical and creative thinking,
and developing moral character and personal discipline of the Filipino
youth (Sec. 2).”

One of the major concerns of the Campus Journalism Paper advisers

and campus journalists is the lack of training and exposure to rudiments of
Campus Journalism. Such concern, though not fully represented of the
plight of campus journalism in the country, indicates that there is a growing
concern in terms of the quality and efficient campus writers produced.

For these reasons, more lectures and writeshops on journalism may

help our campus journalism paper advisers and campus journalists. Fresh
insights must be injected into existing ones to upgrade the journalistic
skills and knowledge in writing articles for school publications.
