Why Enforcement arrested Arvind Kejriwal?

The Enforcement Directorate (ED) arrested Delhi Chief Minister and Aam Aadmi Party (AAP) chief Arvind Kejriwal on
21 Mar 2024 in the liquor policy case. Mr Arvind Kejriwal had skipped the central probe agency's summons nine times.
WHAT IS DELHI LIQUOR POLICY?
The liquor policy introduced by the AAP government in 2021 aimed at significant reforms in the
excise sector, including privatisation of liquor stores and adjustments in licensing criteria.
However, allegations of corruption and favouritism marred its implementation, leading to its
eventual rollback.

OLD LIQUOR POLICY


1. Legal age limit for consuming liquor is 25 years
2. Sale of liquor is allowed till 10 pm.
3. 25 dry days in a year
4. Maximum retail margin is Rs. 33.35
5. Retail liquor shops are under Govt. Control.
NEW LIQUOR POLICY ( Nov 2021)
1. Legal age limit for consuming liquor reduce from 25 years to 21 years
2. Sale of liquor is allowed till 3 am.
3. 3 dry days in a year
4. Maximum retail margin is Rs. 363.27
5. Retail liquor shops are privatized.
6. L1 category licence allotted to private firms (The holder of this license is
granted the permit for the wholesale supply of Indian liquor to other

Govt. implemented new Policy 2021-22 in delhi.
✓ Less than a year later, in July 2022, Delhi's Chief Secretary Naresh Kumar reported violations in the policy to Lieutenant
Governor (L-G) Vinai Kumar Saxena, who recommended a probe by the Central Bureau of Investigation (CBI). He also said

✓ CBI filed its chargesheet in the liquor policy scam, naming seven people as accused.
✓In CBI Enquiry it was found that in April 2021 during COVID 2nd wave, Manish Sisodia used Covid as an excuse and issued
orders to waive Rs. 145 cr licence fee of the liquor cartel without cabinet approval.
✓ On 30 Jul 2022 Delhi CM Arvind Kejriwal announced withdrawal of his liquor policy.
✓ Delhi Govt. reverts to old excise policy 202-21 for six months.
✓ On 27 Sep 2022 CBI arrested AAP communication in-charge Vijay Nair.
✓ On 6 Mar 2023 ED arrested Dy CM Manish Sisodia.
✓Apart from this South Group BRS Telangana Leader K Kavitha name also included in the liquor Money laundering case.
✓ Following months of suspense, the Enforcement Directorate (ED) on 21 March 2024 arrested Delhi Chief Minister and
Aam Aadmi Party (AAP) national convener Arvind Kejriwal in the money laundering case related to the alleged liquor policy
scam. Kejriwal was arrested from his residence. AAP leader Arvind Kejriwal becomes the first sitting chief minister to have
been arrested. The matter is fixed for hearing on 22 April 2024.
