AN ORDER CREATING THE BARANGAY PEACE AND ORDER COMMITTEE
CITY/MUNICIPAL EVALUATION TASK FORCE (BPOC-C/METF) IN THE
CITY/MUNICIPALITY OF _______________, PROVINCE OF MISAMIS OCCIDENTAL
AND UNDER IT THE EVALUATION TASK FORCE (ETF) SECRETARIAT FOR THE
EFFECTIVE IMPLEMENTATION OF THE BARANGAY PEACE AND ORDER
COMMITTEE FUNCTIONALITY AUDIT FOR CY 2021

Whereas, Sec. 5, Art. II of the 1987 Philippine Constitution requires the maintenance of
peace and order, the protection of life, liberty, and property, and the promotion of the
general welfare;

Whereas, Sec. 16 of Rep. Act No. 7160 otherwise known as the Local Government
Code of 1991 states that LGUs shall, among others and within their territorial
jurisdictions, maintain peace and order and preserve the comfort and convenience of
their inhabitants;

Whereas, on September 5, 1996, EO 366 was issued requiring all barangays to

organize the BPOC to serve as the implementing arm of the C/MPOC at the barangay
level;

Now, Therefore, I, ______________, Mayor, City/Municipality of _____________,

Province of Misamis Occidental, by virtue of the powers vested in me by law, do hereby
order the following:

Section 1. Creation of BPOC-C/METF. There shall be created an inter-agency task

force to be known as the Barangay Peace and Order Committee-City/Municipal
Evaluation Task Force (BPOC-C/METF) in the City/ Municipality of
_________________.

Section 2. Functions of the BPOC-C/METF. Among others, the BPOC-C/METF shall

take the lead in performing the following roles and functions:

a. Consolidate the barangay self-assessment form (BPOC Form 1);

b. Review and evaluate the data entries in BPOC Form1, all MOVs and relevant
documents for the assessment of BPOC Functionality;
 c. Ensure that the barangays have completely accomplished the BPOC Form 1 and
submitted all their MOVs. Indicators without MOVs shall be considered non-
compliance.
d. Give corresponding points for each indicator guided by the BPOC Functionality
Assessment Technical Guidenotes;
e. Get the sum of all the points given for each indicator and indicate its Level of
BPOC Functionality in accordance with item 5.4 of this Memorandum Circular;
f. When necessary, conduct validation activities;
g. Create the Evaluation Task Force (ETF) secretariat, preferably two (2) LGU-paid
personnel, to assist the BPOC Evaluation Task Force in the performance of its
administrative and technical functions; and
h. Submit a copy of the BPOC Form 1 to the C/MLGOO.

Section 3. Effectivity. This Executive Order shall take effect immediately.
