We, the Communicators’ Guild officers, aim to live by our mission which is to enhance students’
knowledge and skills in the art of communication by providing them with opportunities to use
language purposefully through the various events by the organization.

In line with this, we are humbly writing to your good office our intent in applying for the
accreditation of Communicators’ Guild as one of the organizations in City College of Angeles
for the Academic Year 2021-2022.

Communicators’ Guild has a clear and coherent mission and vision that is duly supported and
strengthened by the CCA core values and goals for the institution and for the students. We highly
believe that we could be active partners of the Student Affairs and Services Office and the City
College of Angeles to the pursuit of excellence, stewardship, resiliency, patrimony and to be the
hope of the studentry.

Thank you and we anticipate fruitful activities with your office.

COMMUNICATORS’ GUILD
Constitution and By-Laws

Article I: The Organization


Section 1: The organization shall be known as Communicators’ Guild.
Section 2: The organization shall be under the Institute of Education, Arts and
Sciences of the City College of Angeles, Angeles City.

Article II: Declaration of Principles


Section 1: Vision
The Communicators’ Guild shall be committed to foster appreciation of
the English language in all artistic forms.

Section 2: Mission
The Communicators’ Guild aims to enhance students’ knowledge and
skills in the art of communication by providing them with opportunities to
use language purposefully. Specifically, it aims to:
1. train members in the various forms of communication;
2. develop communication skills that will enable the students to
participate effectively and confidently in both oral and written
discourse;
3. nurture academic excellence in the communication field through
seminars and workshops;
4. establish friendship and rapport among other BAELS students;
5. empower members to take on responsibilities called for by their course
and the college; and
6. actively contribute in the development of the community and the
society as a whole.

Article III: Membership


Section 1: Qualifications
1. All students enrolled in the Bachelor of Arts in English Language
Studies program of the City College of Angeles shall automatically be
members of the organization.
2. Membership is also open to students from other programs and
institutes who would like to develop their communication skills.
3. Membership fee of not more than P100 will be collected per semester.

Article IV: Rights and Duties of Members


1. Abide by this constitution and by-laws
2. Attend all regular and special meetings of the organization
3. Help plan, coordinate, and actively participate in all projects,
activities, and operations of the organization
4. Observe the standard code of ethics, proper decorum, and good
manners and conduct
5. Abide by the rules and regulations promulgated by the Council of
Officers which are not contrary to laws, public orders, morals, and
policies
6. Pay dues and fines as may be promulgated by the general body
7. When elected or appointed into office, discharge diligently and
faithfully the duties pertaining there to
8. Do not involve in activities that will destroy or discredit the
organization’s reputation

9. Actively participate in all activities and abide by all decisions made by
the guild through the guild officers, the guild general body, and
standing committees
10. Absence from the general meeting forfeits the member’s right to
question decisions or policies made within the organization

Article V: Organizational Structure


Section 1: The General Assembly
1. Plans and projects formulated by the guild officers will be presented to
the general body for approval
2. The decision of the general body shall be considered valid upon the
approval of the 2/3 of the members provided that they constitute a
quorum.
Section 2: Council of Officers
1. The executive and the administrative power shall be vested in the
Council of Officers (CO).
2. CO shall be composed of the president, the vice president, secretary,
treasurer, events coordinator, and year-level coordinators.
3. The CO may appoint any number of support staff as the need arise.
4. The terms of office of the Council of Officers shall begin at the onset
of the coming academic year and shall stay on the last day of the
second semester.
Section 3: The Communicators’ Guild is an academic organization under the Institute
of Education, Arts and Sciences.

Article VI: Duties of the Officers


Section 1: The President
1. He/ She shall be the chief executive of the guild.
2. He/ She shall have the privilege of being the spokesperson of the
guild.
3. He/ She shall preside over all the meetings and activities of the guild.
4. He/ She shall lead the guild in the fulfillment of the guild’s duties.
5. He/ She shall ensure that the adviser of the guild is informed of all the
decisions undertaken by the guild.
6. He/ She shall have the duty of accomplishing, monitoring, and signing
necessary documents (annual reports, accomplishment reports, plan of
activities).
7. He/ She will act as the auditor who will countercheck the financial
reports accomplished by the treasurer.
8. He/ She may delegate other duties to the officers as he may deem
necessary.

Section 2: The Vice President


1. He/ She shall render immediate support to the President.
2. He/ She shall take over the functions of the President in the latter’s
absence.
3. He/ She shall succeed the President in the event of the latter’s removal
from office for whatever cause.
4. He/ She may have the privilege of being the representative of the guild
for activities outside the school in the event that the President is not
available.
5. He/ She shall head the Community Extension Service Program of the
organization.
6. He/ She shall fulfill all other duties as may be determined by the
President or the Guild Adviser.

Section 3: Secretary
1. He/ She shall handle the documents of the guild.
2. He/ She shall serve as the liaison for all the officers of the guild.
3. He/ She shall prepare all the official communications of the guild.
4. He/ She shall be primarily responsible in taking all the minutes and
proceedings of all guild meetings.
5. He/ She shall be in charge of coming up with letters of requests and
the like as per the need of the guild.
6. He/ She shall fulfill all other duties as may be determined by the
President or the Guild Adviser.

Section 4: Treasurer
1. He/ She shall be the head of the finance committee of the guild.
2. He/ She shall also be in charge of the disbursement of funds.
3. He/ She shall handle the financial transactions and shall be the chief
implementer of all financial policies and programs of the guild.
4. He/ She shall be responsible for a monthly financial report; he/she
shall likewise give a financial report after every major activity.
5. He/ She shall fulfill all other duties as may be determined by the
President or the Guild Adviser.

Section 5: Events Coordinator


1. He/ She shall head the events and program the organization should
have.
2. He/ She shall seek available resources to be used for every event.
3. He/ She shall partake in creating project proposals.
4. He/ She shall fulfill all other duties as may be determined by the
President or the Guild Adviser.

Section 6: Year Level Coordinators


1. They shall serve as the liaison officers of the guild to the year level
that each of them is handling and vice-versa.
2. They shall be in charge of the dissemination of information among
members of the guild in form of announcement in their respective
classes.
3. They shall be members of the workforce for the activities/projects
organized by the guild.
4. They shall fulfill all other duties as may be determined by the
President or the Guild Adviser.

Article VII: Adviser


Section 1: The adviser shall be a faculty member under the English Department,
appointed by the Dean of the Institute of Education, Arts and Sciences.
Section 2: The adviser shall serve as the liaison officer between the guild and the
college administration.
Section 3: The adviser shall counsel the guild on procedural and administrative
matters.
Section 4: If 2/3 of the general body does not like the adviser or if the adviser does
not perform his/her duty, he/she can be removed and changed.

Article VIII: Impeachment and Resignation of Officers


Section 1: An officer may be removed from office through impeachment or
resignation.
Section 2: An officer may be impeached for failure to perform the functions of the
office, violation of the guild’s constitution and by-laws, and the student
handbook of the college.

Section 3: In case of vacancies of any of the positions, the CO shall appoint a new
officer as approved by the adviser.
Section 4: The CO shall have the authority to impose sanctions on erring members
through a majority vote of the CO, subject to the approval of the adviser.

Article IX: Elections


Section 1: Regular election shall be held before the end of classes of every academic
year.
Section 2: Nominees shall be judged based on academic credentials, classroom
character, leadership, and commitment.
Section 3: Special election shall be called in cases of:
- Registration
- Impeachment of Officers
- Disqualification of candidates due to non-compliance with election
rules and standards
Section 4: Appointment shall be conducted:
- If a post has been vacated (due to either impeachment or resignation).
- If a post is not yet occupied after the elections.
- If the appointee has satisfied the standards set by the incumbent CO.
- If the members of the guild approve the appointed officer.
Section 5: The vote of confidence shall comprise a majority vote of the total number
of those who voted.

Article X: Meetings
Section 1: Guild officers shall meet at least once a week each month excluding
summer and holidays.
Section 2: General Assembly shall be held at least once every semester.
Section 3: The president, upon the prior knowledge of the adviser, may call for an
emergency meeting.
Section 4: A quorum shall be one-half of all the CO rounded up.

Article XI: Amendments


Section 1: A majority vote of the CO with a quorum present is needed to issue a
recommendation to amend this Constitution and By-Laws. The
recommendation shall be forwarded to the members for a vote. A simple
majority of the votes cast shall ratify the amendments to this constitution
and by-laws.
Section 2: The members shall be duly informed of the proposed amendments at a
general assembly.

The Communicators’ Guild – CCA is the official student organization for students taking up BA
in English Language Studies in City College of Angeles.
The Communicators' Guild is an organization of celebration of communication and of freedom
of speech. We stand for the least, the last, and the lost; and for this year, CommGuild organized
events that will embody the organization's tagline, "Breaking barriers; Bridging gaps."
