1. Project Overview and Bidding Scope

1.1Project Name: China-Laos Railway Boten to Vientiane Section Diesel Bidding and Procurement Project
1.2 Tender content: The specification and model of diesel to be purchased this time is 0#, the implementation
standard is not lower than the National VI or Euro IV standard, and it mainly supplies oil for shunting locomotives,
loading and unloading machinery and rail vehicles along the Boten to Vientiane section. .
1.3 Bidding budget: The budget amount of this project is approximately RMB 8.4 million, which is
approximately 25.2 billion Lao kip.
2.Package division
Package division: The entire diesel procurement and supply service for the Boten to Vientiane section of the
China-Laos Railway is divided into two packages, north and south, with the Gasi cargo yard as the boundary :
Note: Bidders can register for both CY 01 and CY 02 packages at the same time .
3. Bidder qualification requirements
3.1 A legal person organization that is legally registered in the territory of the Lao People's Democratic
Republic, has independent legal personality, complies with the business scope of the procurement project, and can
independently bear civil liability.
3.2 The bidder must have a valid local diesel wholesale business license in Laos.
3.3 Bidding products must have product quality inspection reports issued by professional testing and
inspection agencies.
3.4 The bidder has at least one performance in the past 5 years (January 1, 2019 to present) with a diesel
supply volume greater than 200,000 liters, and must provide corresponding contract documents and other
documents that can prove that the contract subject matter has implemented 200,000 liters and above Material.
3.5 This project does not accept consortiums, and bidders are not allowed to subcontract or subcontract the
project.
4. Obtaining bidding documents
4.1 Any enterprise interested in participating in the bidding, please go to Office 617 on the sixth floor of the
Lao-China Railway Company, Headquarters Base of Saysettha Comprehensive Development Zone, Vientiane,
Laos, to pay the tender fee on site between 8:00 on May 10 , 2024 and 16:00 on May 14 , 2024 ( Vientiane time ,
excluding holidays ) , with a copy of the business license (with official seal), the original power of attorney of the
legal representative (signed or stamped by the legal representative), a copy of the identity certificate of the
authorized representative (with official seal), and the bidding document sales registration form (Appendix 1, filled

After successful registration, the tenderer will send the bidding documents (electronic version).
4.2 Price of bidding documents: RMB 300 or Lao Kip 1 million per package , non-refundable after sale.
4.3 Method of collecting bidding document fees: in cash .

continue to participate in this bidding, please send the bidding confirmation letter (with official seal) and the
bidding document sales registration form (scanned copy with seal, editable electronic version) to the email address
mwtl zb@126.com between 8:00 on May 10, 2024 and 16:00 on May 14, 2024 to apply for the packages they need
to purchase. No need to remit money again.
5. Submission of bidding documents
5.1 The time for submission of bidding documents is from 13:30 to 14:30 on May 30 , 2024 ( Laos time ), and
the deadline for submission of bidding documents ( the bidding deadline , the same below ) is 14:30 on May 30 ,
2024 .
5.2 The submission location is: Meeting Room 206 , 2nd Floor, Laos-China Railway Co., Ltd., Headquarters
Base, Saysettha Comprehensive Development Zone, Vientiane, Laos.
5.3 The tenderer will not accept any tender documents that are delivered late or not delivered to the designated
location or are not sealed as required by the tender documents .
6. Media for publishing announcements
This tender notice is to be published in Vientiane Times and reprinted on WeChat public account, Facebook
and other related websites or media. If the content of the notice is inconsistent with the tender documents, the
stamped version of the tender documents shall prevail.
