In order to bring about a significant improvement in the quality of work Being
implemented across all the Executing Agencies of MoRTH, a Quality Cell (QC) is hereby
constituted which wil, inter alia, carry out the following tasks:
i. Quality Cell will propose SOPs/Advisories/changes in RFP or MCA, based on
experience in Quality Audits to MoRTH Policy Coordination Committee.
li, Undertake Quality Audit of the projects proposed by the Nodal Officers of three
agencies viz. MoRTH, NHAI and NHIDCL
ii, The QC may be empanelied Advisors/Quality Monitors supported by the
firmsfinstitutions having quality control labs for undertaking the quality audits.
iv. After the quality audits, report will be sent to the Nodal Officers for providing
comments within 15 days. QC will undertake closure audit, if required.
v. While undertaking the quality audit one officer from Executing Agency as
nominated by Nodal Officer shall invariably be associated
vi. While taking samples for quality testing, the respective contractor and consultant's
representative shall invariably authenticate this along with officer of implementing
agencies not below the rank of Executive Engineer.
2. ‘The Quality Cell will comprise of Shri K. Venkata Ramana, Member (PPP), NHAI,
Shri T.K. Baidya, Director (Technical), NHIDCL and Shri Sudip Chaudhury, ADG,
MoRTH. The Quality Gell Members will also act as Nodal Officer of their respective
agencies and they will take all requisite approvals from their Competent Authorities,
wherever required, like expenditure of quality audit, ete.
3. This issues with the approval of the competent authority.
