ENABLING ASSESSMENT – A PROPOSED SUPER HEALTH CENTER

Introduction Public health is "the science and art of preventing disease, prolonging life
and promoting health through the organized efforts and informed
choices of society, organizations, public and private, communities and
individuals". Analyzing the determinants of health of a population and
the threats it faces is the basis for public health. The public can be as
small as a handful of people or as large as a village or an entire city; in
the case of a pandemic it may encompass several continents. The
concept of health takes into account physical, psychological, and social
well-being. [1][2]

As such, according to the World Health Organization, "health is a state of


complete physical, mental and social well-being and not merely the
absence of disease or infirmity".[3] Public health, together with primary
care, secondary care, and tertiary care, is part of a country's
overall healthcare system. Public health is implemented through
the surveillance of cases and health indicators, and through
the promotion of healthy behaviors. Common public health initiatives
include promotion of hand-washing and breastfeeding, delivery
of vaccinations, promoting ventilation and improved air quality
both indoors and outdoors, suicide prevention, smoking
cessation, obesity education, increasing healthcare accessibility and
distribution of condoms to control the spread of sexually transmitted
diseases.

There is a significant disparity in access to health care and public health


initiatives between developed countries and developing countries, as
well as within developing countries. In developing countries, public
health infrastructures are still forming. There may not be enough
trained healthcare workers, monetary resources, or, in some cases,
sufficient knowledge to provide even a basic level of medical care and
disease prevention.[4][5] A major public health concern in developing
countries is poor maternal and child health, exacerbated
by malnutrition and poverty coupled with governments' reluctance in
implementing public health policies.

Background of the DOH - CALABARZON OPENS FIRST SUPER HEALTH CENTER IN THE
problem COUNTRY

True to his word in establishing the first super health center model in the
country, Department of Health (DOH) – CALABARZON (Cavite, Laguna,
Batangas, Rizal, Quezon) Regional Director Eduardo C. Janairo in
coordination with Ibaan LGU, various stakeholders in health including
private groups and industries have upgraded and converted the Ibaan
Rural Health Unit into a polyclinic or a super health center, that can
provide all the basic health needs including specialized health services at
the local level.

“This is the first and only true super health center in the country with a
higher standard of care than a regular rural health center and can provide
essential health services to the people in the community,” Director
Janairo stated in his message during yesterday’s blessing and
inauguration of the facility located in Barangay Talaibon, Ibaan,
Batangas.

“Sa pamamagitan ng super health center na ito ay maibibigay natin ang


pangangailangang pangkalusugan ng ating mga kababayan. At ito ang
magiging testamento na sa lokal na level pa lang ay kaya ng ibigay ang
mga serbisyong medikal na kailangan ng isang pasyente upang hindi na
pumunta pa sa malalaking ospital o sa Maynila para makapagpagamot.”

“This project is the culmination of a long journey filled with


determination, hope and cooperation with the right people and the right
partners with a common goal and aspiration - building and providing
better health for our people that is affordable, accessible and available
to all people,” he disclosed.

The facility offers basic health services including database management,


out-patient (opd), tb dots, birthing, isolation, diagnostic (laboratory: x-
ray, ultrasound), pharmacy and ambulatory surgical unit. Other available
services are EENT service (for eyes, ears, nose and throat), oncology
centers, physical therapy and rehabilitation center and telemedicine,
where remote diagnosis and treatment of patients will be done.

Other health care services that will be offered in addition will be provided
in partnership with the UP-PGH Department of Surgery and the Southern
Tagalog Regional Hospital.

Janairo added that the facility’s operational fund will come from the
Annual Municipal Health Budget, Philhealth Capitation Fund, Income
from E-konsulta, Pharmacy and Laboratory services.

He also assured that the regional office will provide the initial investment
capital funds, health human resources including medicines, medical
supplies and other health commodities.

“Ang tunay na pagbabago at pagbibigay ng tunay na serbisyo ay


kailangang umpisahan natin. Lagi nating sinasabi ang pagbabago pero
ang nangyayari, lalo tayong bumabagal. Kailangan nating bumangon
mula sa pandemya at panahon na para maumpisahan ito.”

“Ang super health center ay isang halimbawa at bunga ng pagbabagong


ito at pagnanais nating maisakatuparan ang mga makabuluhang
proyekto na makapagbibigay ng kaginhawahan sa ating mga kababayan
dahil karapatan nila ito. Hindi dahil sila ay mahirap, kung hindi dahil sila
ay mga Pilipino!!!,” Janairo emphasized.

The Ibaan Super Health Center is a pilot project of the Office of the
Director’s Special Development Programs initiated by Regional Director
Eduardo C. Janairo and being piloted in four selected municipalities and
one city in CALABARZON region.

Its objective is to enable local health care facilities to provide basic health
care services and accommodate patients needing surgery and specialized
health care services.[1]

The senator (Sen. Bong Go), who was instrumental in securing funding
for the construction of Super Health Centers, has stated that the
government intends to construct additional Super Health Centers this
year after more than 300 of the said facilities were funded in 2022.

“Sa 2022, no’ng nakaraang taon, marami na hong nakapag-


groundbreaking at ‘yung iba patapos na po,” he said.
“About 307 na Super Health Center sa 2022 and about 322 na Super
Health Center na maaaring buksan o i-groundbreaking sa year 2023.” Go
added.

Moreover, he also supported the construction of other Super Health


Centers in the province, including in Cabanatuan City, and in the towns
of San Leonardo and Sto. Domingo. [2]

Problem Context As of today, the province of Cavite has already initiated the development
of Super Health Centers in Imus, Tanza and Kawit.

And to further support the government’s initiative to augment its public


health care services, the first-class municipality of Silang has been
selected to be its next setting.

The Site The proposed lot is a 9,800 SQM interior lot that is relative flat being part
of a compound that is currently being used by the LGU in rendering public
services. It is accessible on the east via 15.0M Wide Road.

It is abutted on the north by an events & lodging facility, on the south


(within the compound) by low-rise government buildings and on the
west by residential buildings. Across the street are mixed-use
developments.

The proposed development shall be provided with its private access


along the RROW and shall be secluded from the existing government
buildings of the compound.
