LOT 1: REHABILITATION OF ISEBANIA – KISII (A1) ROAD SECTION
CONTRACT NO: KeNHA/RD/D&C/2138/2017

CONTRACTOR’S REQUESTS FOR NOTIFICATION AND APPROVAL OF WORKS

After getting the Resident Engineer’s instructions the Contractor will notify the Resident
Engineer of his intentions to execute the works by a written notification.
The requests will be delivered to the Administrator in the Resident Engineer’s office M/s Ruth
Bosire.
The Administrator will register the requests in the register clearly indicating the date and time
of delivery.
The Administrator will give out the requests to the inspector concern indicating the date and
time.
The inspector will supervise and inspect the works and ensure that the works are done in
accordance with the specifications.
Once works are almost complete, the inspector will inform the survey, and materials teams to
carry out measurements and necessary tests. This should take place within 15 minutes of
works having been completed.
The inspector would have clearly put up his comments as to the weather conditions, equipment
employed, personnel executing the works and the materials used and other factors affecting
progress of works.
The request form will then be brought to the office for the Materials Engineer and the Senior
Surveyor’s comments. A register tracing the requests tracing their movement both in time and
date will be in place.
The form will then be forwarded to the Resident Engineer’s office to either approve the works
or order other necessary actions.
The process from the time the Contractor requests for approval to when he receives approval
should not take more than 12 hours and should not delay the Contractor from moving to the
next level.
In some cases, it might be necessary for the Contractor to request on site directly to the
inspector. On such cases, the inspector will inform the Administrator and provide the request
details. The above process will then be followed.
No inspector should stop the Contractor or delay him in execution of his works but can notify
the Resident Engineer who can take such action as he may deem necessary.
 It is important to note that the inspector will be present at all times during execution of the
works.
The Deputy Resident Engineers, Materials Engineer and Senior Surveyor may be on site from
time to time to ensure compliance.
The contractor should take seriously the advice given to him by the above Senior Officers.
The Resident Engineer has already issued compliance guidelines for specific works being
executed on site. The inspectors and the Contractor’s Foremen should have a copy of the
guide and ensure that specific clauses are understood by reading the Standard and Special
Specifications.
Any time the Resident Engineer, his deputies, Materials Engineer and the Senior Surveyor are
on site they should ensure that the Resident Engineer’s staff and the Contractor’s staff have
with them necessary clauses of the Specifications governing the Specific works they are
executing.
On approval the details for tests will be used to maintain a daily upgraded pavement record
chart
The measurements will be provided to the Deputy Resident Engineer 1 to enable maintain IPC
Records on a daily basis.
A summary of weekly records will be provided to the Resident Engineer.
Progress charts against programmed will be prepared by the draughtsmen (CAD experts) and
upgraded monthly and posted on the Resident Engineer’s Notice Board.
