60 Secretary-General, Hon. Baby Franklyn L. Tunggay began recognizing the members of the Executive
61 Committee and the rest of the attendees. She then informed the chair that they had reached the quorum.

68 Mr. Chair commended the Mindanao State University – Tawi-Tawi College of Technology and
69 Oceanography for hosting the 61st Federation of Mindanao State University Supreme Student Council.
70 He expressed that he wanted to strengthen and empower the Federation in the MSU System to protect and
71 promote the students’ welfare and right.

180 Mr. Chair suggested adding in the rationale that it was identified that they are some campuses where the
181 head of their COMSELEC are students. is to have at least the OSA director there or any highest position
182 and students that are not associated with any organization within the campus

185 MSU-Naawan suggested that the members of COMSELEC should not be only limited to Associate
186 Professor and amend to change Associate Professor to Faculty members.
187 MSU-Maguindanao was amendable to the suggestion.
188 MSU-Gensan moved to object to the amendment of MSU-Naawan because Associate professors hold a
189 permanent position compared to the faculty member thus, he moved to return the word Associate
190 Professor and omit the word Faculty members.
191 MSU-Maguindanao was amendable to return the word Associate Professor rather than Faculty members.
192 MSU-LNAC moved for the acceptance of the proposal of MSU-Maguindanao
193 MSU-MSAT seconded the motion.

202 4. A PROPOSAL TO INSTITUTIONALIZE THE INTERNATIONAL YOUTH DAY

204 Mr. Chair suspended the session for 2 minutes to have a short discussion with their respective officers.

207 MSU-Sulu moved to amend that the Board of Regent’s action to the proposal is for BOR Approval not
208 for BOR Notation.
209 MSU-Maguindanao was amendable to the suggestion of MSU-Sulu.
210 MSU-Gensan moved to retain the status of BOR Notation only. He believed that this celebration is
211 already established and all members of the United Nations are mandated to celebrate International Youth
212 Day.
213 MSU-Maguindanao was amendable to the suggestion of MSU-Gensan.
214 MSU-Sulu stated that if the proposal will be submitted to the board, then they are seeking an update on
215 the BOR’s action.
216 MSU-LNAC commented that the Philippines is a democratic country thus we have the choice not to
217 follow the International.
218 MSU-Gensan point of clarification that the mental health week requires suspension of classes while the
219 International Youth Day doesn’t require suspension of classes stated that the celebration should be for
220 BOR Notation
221 MSU-Maguindanao replied to MSU-LNAC about the existence of RA 11913.
222 Mr. Chair moved for the inclusion to cite in the resolution RA 11913 and state in the resolution that the
223 United Nation are mandating all members of the states to celebrate International Youth Day.
224 MSU-IIT raised a motion to recognize again the Prime Minister of MSU-Marawi.
225 MSU-TCTO seconded the motion.
226 MSU-Sindangan raised a motion to the division of the house concerning the BOR’s action.

228 MSU-TCTO clarified the difference between BOR Notation and BOR Approval.
229 Mr. Chair replied that the BOR Approval is we are asking for approval for the execution of the said event
230 while BOR Notation is we are reminding the BOR.
231 MSU-Gensan commented that the law is already there and it is above the BOR thus we cannot contest
232 that.
