STAKEHOLDERS’ ROLE

Pollution Control Board →

Implementation of scheme with adequate regulatory check.

Industry/ Common Environmental Infrastructure facility →

Provision of adequate environmental management system; compliance of all
regulatory provisions; and to extend all necessary support for environmental
audit.

Environmental Auditor → Performance of environmental audit with

maintenance of adequate competency & infrastructure.
BENEFITS TO BE DERIVED BY STAKEHOLDERS FROM ENVIRONMENTAL AUDIT

Pollution Control Board → Check on regulatory compliance of the

industry/common infrastructure facility by treating environmental auditor as
extended arm.

Industry/ Common Environmental Infrastructure facility → Opportunity for

detailed assessment of environmental management system and practices to
ensure compliance and to identify scope for improvement.

Environmental Auditor → Achievement of business goals with continual

improvement in competency with wider exposure and satisfaction on meeting
the challenges.
IMPORTANT ASPECTS FOR ENVIRONMENTAL AUDITORS TO ADDRESS
STAKEHOLDERS PERSPECTIVES

✓ Clarity on goals/objectives.

✓ Awareness & updates.

✓ Strengthening with adequate tools, techniques & infrastructure.

✓ Understanding & confidence.

✓ Effective observation & reporting.

✓ Stakeholders’ needs are fulfilled.

ESSENTIAL PROVISIONS FOR STACK MONITORING
Important Aspects in Provisions for Stack
Monitoring
• Location of sampling port

• Number of sampling port

• Work platform

• Platform access & loading

• Clearance Zone

• Vehicle Parking & Access

• Additional Requirements
Location of Sampling Port

• Sampling Port means an opening in a stack or chimney into

which sampling or measuring devices may be inserted or through
which a sample is extracted.

• Ports location should be at 8 times chimney diameter down-

stream and 2 times up-stream from any flow disturbance.

• The sampling port should be preferably provided on the delivery

side of duct or chimney and not on the suction side.
Number of Sampling Ports

▪ The commercially available pitot tubes normally do not exceed 2

meters in length.
▪ Any point on the horizontal cross-section of a stack (chimney)
along any diameter can be measured for flow by the pitot tube.
▪ 2 mutually orthogonal sampling ports required for stack with
diameter upto 2 m.
▪ 4 ports required for stack with diameter 2 to 4 meters having
additional two sampling ports at diametrically opposite positions
to the first two sampling ports.
Dimensions of Sampling Port

• Port should be a standard flanged pipe of 0.10 m (ID) with 0.15 m

bolt circle diameter.
• Port Installation: Flanged pipe used as port should be installed
with the interior stack wall. Port should extend outward from the
exterior stack wall not less than 50 mm and not more than 200
mm only when additional length is required for gate valve
installation. Ports should be installed at a height between 0.90
and 1.2 m above the floor of the working platform.
• Port Loading: The port installations should be capable for loads.

Min. platform
at least 1.2 m
width should
beyond each
always be 1.2 m
point.
Platform Access & Loading
• Safe & easy access to platform provided by Caged ladder, Stairway
etc.
• Safe Guardrail provided on the platform should be Angular rather
than round rail.
• No ladder well, stairwell or any openings located within 1 m of
any Port.
• Stairwell leading directly to the platform should be equipped with a
safety bar at the opening.
• If the stack exists through a building roof, the roof may suffice as the
work platform.
• The work platform should be able to support at least three men
(average 80 kg each) and 91 kg of test equipment (stack monitoring
kit, etc.).
Power Supply Source & Clearance Zone

• Platform- one 220 volt, 15 amp, single phase AC circuit with a grounded, two
receptacle weather proof outlet

• Stack base- one 220 volt, 15 amp, single phase AC circuit with a grounded,
two receptacle weather proof

• A three-dimensional, obstruction-free clearance zone should be provided

around each port. The zone should extend 0.6 m above, below, to either side
of the port. The zone should extend outward from the exterior wall of the
stack to a distance of at least 3 metres.
Vehicle Access & Parking

• Except for a conditions In which operation must be conducted

from a rooftop or similar structure, monitoring van is used for
control and coordination of stack sampling.

• Van is parked near the base of stack for duration of the

sampling period.

• There need vehicle access and parking for various equipment

transport
Additional Requirements

• Need painted sampling platform and guardrails and it should be checked

for corrosion.
• Leakage must be checked and there should be no leakage around the
sampling port.
• Specially leakage checking is necessary if stack is emitting
corrosive chemicals.
• Anticorrosive lining is done inside the chimney and the same should be on
projected sampling port.
• Due to improper linings, the life of chimney gets reduced.
• Sampling port must be air tightened.
