Background

eLMIS was identified as one of the information systems required for health service providers and
insurers, as reflected in the approved version of the universal health coverage implementing rules
and regulations (Sec. 36.1 and 36.2). The Philippines Department of Health (DOH), in collaboration
with the United States Agency for International Development (USAID)’s Medicines, Technologies,
and Pharmaceutical Services (MTaPS) Program is rolling out an eLMIS solution in warehouses and
health facilities across the country.

What is eLMIS? Goals of eLMIS

It is an integrated software solution that
digitized the DOH health commodity supply
chain management functions—such as the
procurement, receipt, storage, warehouse
operations, inventory management, stock
allocation, and distribution—electronically.
It is the first of its kind introduced to the DOH.
To ensure that reliable supply chain data is
available, accessible, and visible for evidence-based
decision-making and performance monitoring.
To promote efficient supply-chain operations
through automation.
