Background

eLMIS was identified as one of the information systems required for health service providers and
insurers, as reflected in the approved version of the universal health coverage implementing rules
and regulations (Sec. 36.1 and 36.2). The Philippines Department of Health (DOH), in collaboration
with the United States Agency for International Development (USAID)’s Medicines, Technologies,
and Pharmaceutical Services (MTaPS) Program is rolling out an eLMIS solution in warehouses and
health facilities across the country.
