1. Objective: The objective of this method statement is to describe the required standards and
performance criteria to be followed for the installation & testing of grounding & bounding of
electrical systems.

2. Purpose: To ensure that grounding system installation is performed safely, efficiently and in
accordance with good working practice, as per Green Riyadh Project Specifications. The
procedure is intended to provide general application guidance and establish controls during
preparation and installation.

3. Scope: The scope of this method statement refers to various work procedures contained within
project control documents, which explains and covers the installation & testing of grounding
& bounding of electrical systems.

4. Reference: The latest revision of the referred codes and standards shall be used wherever
applicable.

5. Definitions and Abbreviations:

5.1 Grounding: Grounding/Earthing is used for the safety of both equipment and
personal/human safety. Grounding is done to minimize the extra and unwanted currents.
Grounding your electrical systems is critical to protect both building occupants and
equipment from the danger of high voltage.

5.2 Bonding: The permanent joining of non-current carrying metallic parts and or circuit
conductors intended to be grounded to grounding conductors to ensure a reliable electrically
conductive path to the ground, which will provide electrical continuity and the capacity to
conduct safely any current likely to be imposed.

5.3 Bonding Jumper: A reliable conductor, solidly connected between non-current carrying
metal parts or circuit conductors or both intended to be grounded.

5.4 Cable Bond: An electric connection across a joint in the armour or lead sheath of a cable
or between the armour or sheath of an adjacent cable.

5.5 Equipment Ground: An electrical ground connection intentionally made to exposed non-
current-carrying metal parts of fixed equipment, enclosures and raceways containing
electrical conductors likely to become energized. The connection is made to provide a
reliable low-impedance fault return path that will facilitate the operation of overcurrent
devices underground-fault conditions and protect personnel from dangerous voltages and
currents.

5.6 Ground: A conducting connection, whether intentional or not, between an electrical circuit
or equipment and the earth or to some conducting body that serves as the earth.

5.7 Ground Electrode: A bare cable, ground rod, plate, or groups of these in intimate contact
with the ground for the purpose of providing a connection to the ground.

5.8 Grounded: Connected to earth or to some conducting body that serves in place of the earth.

5.9 Grounded Conductor: A system or circuit conductor that is intentionally grounded.

5.10 Grounding Conductor: A conductor used to connect a piece of equipment, a device, or


the grounded circuit conductor of a wiring system to a grounding electrode or electrodes.

5.11 Grounding Electrode Conductor: A conductor connecting the grounding electrode to an


equipment grounding conductor or to a grounded conductor or both at the service equipment
or at the source of a separately derived system.

6. Responsibilities:

6.1 Project Manager: Responsible for accomplishing the stated project objectives which
include in clear and attainable project objectives, building the project requirements, and
managing the constraints of the projectmanagement triangle, which are cost, time, scope,
and quality.

6.2 Construction Manager: Responsible for the overall implementation and execution of
electrical installation work.

6.3 Project Engineer: Become familiar with the method statement and quality & safety
requirements for the activity. Convey all technical data to the site engineer & to ensure
sufficient understanding of activities to be executed. Control productivity & quality of
work. Attend risk assessment meeting and follow up implementation of requirements.
Arrange the required resources to execute the work.

6.4 Site Manager: Site manager has the responsibility for supporting and encouraging the
related staffs and workers to ensure that the project is completed on time and within the
budget that the project objectives are met, so as for them to participate actively as worksite.

6.5 Site Engineer: Supervise operations in accordance with the approved Method Statement,
shop drawings, specifications, material submittals and schedules to achieve the acceptance
of the project deliverables.

6.6 Electrical Supervisor: Ensure relevant permits are raised and received prior to
commencement of work, with full compliance by all associated craftsmen to the
requirements of this procedure, Quality Control Procedures, reference drawings, and
Customer's Specifications for the grounding installation work.

6.7 Electrical Foreman: Ensure relevant permits are raised and received prior to
commencement of work, with full compliance by all associated craftsmen to the
requirements of this procedure. Responsible for the execution of the work, manpower
assignments and hourly monitor the work done and preparing the work activities for the
electrician.

6.8 QA/QC:

6.8.1 Quality Control (QC) & Quality Assurance (QA) personnel will be assigned to
ensure to the quality control and quality assurance requirement of the works.
6.8.2 QA/QC personnel will inspect the work & produce all the documents attesting to
the acceptability of the works.
6.8.3 Contractor shall ensure to protect of ongoing & completed work from damage all
the time during construction work.
6.8.4 Conduct site quality awareness training periodically & prior to start of any new
activity. Training records shall be maintained.
6.8.5 The QA/QC Engineer is responsible to make sure the delivered materials are as per
approved material submittal.
6.8.6 Ensure that the work has been done as per the specification and approved drawings.
6.8.7 Ensure that the inspections are done as per approved PQP and ITP and offer works
for consultants’ inspection.

6.9 Quality Control Supervisor: Ensure the relevant works done are thoroughly checked
daily and corrected according to Standard, IFC drawing and the project specifications and
by all associated craftsmen to the requirements of this procedure.

6.10 Quality Control Inspector: QCI monitor daily electrical activities and verify compliance
to specifications. Perform activities in accordance with the project QA manual and quality
control inspection plan. Prepare daily QC records and final acceptance documentation.

6.11 HSE Manager: Health, safety and environmental (HSE) managers generally plan,
coordinate and implement issues and directives within the organization. They ensure safe
environmental working conditions for all employees. Responsible for safety
implementation and ensuring all safety requirements have been implemented within the
construction areas as per project safety procedures and management.

6.12 Safety Supervisor: Monitor that all safety requirements have been adequately addressed
and the work is carried out in accordance with project safety procedures and management.

6.13 Safety Officer: HSE Officer is responsible to ensure that all Safety precautions are in
place, and that all personnel on site are using the required Personal Protective Equipment
like helmet, Gloves, Shoes and Coveralls. All relevant permissions are will be ensured for
the works.

6.14 First Aider:

6.14.1 To provide on-site first-aid treatment to employees at work upon incidents resulting
from minor injuries which would otherwise receive minimal or no treatment, or
which do not need treatment by a medical practitioner.
6.14.2 Ensure that the First Aid Box assigned is safe guarded and box kept at conspicuous
location.
6.14.3 Ensure that First Aid Box content is maintained and stock usage is recorded and
reported to supervisor.

6.15 Skilled/Unskilled workers:

6.15.1 Skilled workers:

6.15.1.1 Understand the work from foreman, study IFC drawing.


6.15.1.2 Arrange required tools, equipment and materials to complete the assigned
job.
6.15.1.3 Make sure all PPE has been worn and approved material is used.
6.15.1.4 Attend tool box talk to understand the scope of work and to know the risk
and hazards involved the job.
6.15.1.5 Complete the wok in given time period.

6.15.2 Unskilled Workers/helpers:

6.15.2.1 Assist the skilled workers to complete the work within the given time
schedule.

7. Site planning and preparation:

7.1 Preparation: The contractor shall ensure that all gate passes, permits, tools, materials for
safety precautions, manpower, and equipment are available before the commencement of
work. The Site Team shall make sure that access roads are always clear from any
obstruction and site is always accessible.

7.2 Site Clearance: Before commencing the work, the area shall be cleared of all debris,
materials, or other obstructions.

7.3 Traffic Management: The Site Team with the assistance of the Safety Officers shall
coordinate logistics and materials movement through the site following the direction and
road signs displayed on site. The required diversion routes shall be marked on drawings
including the required traffic signs. The Work Permits and Operator Certificates shall be
compiled and filed for reference by authorized personnel. Temporary traffic signs, barriers,
and flagmen will be deployed to control traffic flow in accordance with and Traffic
Management of the HSE Plan. At the end of each ramp, there will be a transition area to
give the driver the opportunity to watch the access roads before joining thereto.

7.4 Pre-Construction Safety Meetings:

7.4.1 The meeting shall be scheduled prior to the beginning of the work and before any
Subcontractor starts on the project.
7.4.2 Safety awareness meetings will be conducted every working day morning/every
other day to brief the workforce on safety prevention measures. The equipment
check for safety shall be recorded/ documented during the daily Safety Awareness
Meeting. Traffic safety will be discussed to emphasize these meetings.

7.4.3 Each worker will be instructed to follow specific safety requirements related to his
trade.
7.4.4 They will be required to follow installed safety signs, observe barricades and use
PPEs.
7.4.5 Contractor Safety will perform hazard risk analysis by identifying all steps, and
hazards identified in those steps, with a focus on the relationship between the work
task, the tools, and the work environment. After identifying uncontrolled hazards;
the Contractor will take steps to eliminate or reduce them to an acceptable risk level.
7.4.6 General Contractual Safety, Health, and Environmental Requirements.
7.4.7 Roles of the contractor, subcontractors, authorized representatives, and all project
workers.
7.4.8 Accident reporting requirements.
7.4.9 Specific details of the work to be performed along with the use of personal
protective equipment.
7.4.10 Emergency procedure.

7.5 Operating Procedures: A site investigation has to be carried out to develop safety
precautions and measures prior to the commencement of the work. After such
investigation, relevant signboards will be displayed and barricades will be installed where
and as necessary, such as but not limited to the following:
7.5.1 Relevant information, advanced signs, warning, and mandatory signs will be placed
as required.
7.5.2 Radio Communication systems would be used where normal communication is
impossible.
7.5.3 After completion of the work, safety cones and barricades have to be removed
accordingly.

8. Installation Procedures / Requirements:

8.1 General Installation Procedure:


8.1.1 The Contractor shall provide all materials, equipment and labour as deemed
necessary to show proper execution of the Work.
8.1.2 All installation details, write up on handling of the equipment, instruction manuals,
and latest revised drawings furnished by the manufacturer shall be available at the
site prior to installation of the equipment. These details shall be reviewed by Royal
Commission’s representative. The details and instructions furnished in these
documents shall be followed carefully during the installation of the equipment.
8.1.3 All the facilities required for transportation of equipment/materials from the store
to the site, such as competent manpower, trucks and crane of adequate capacities,
shall be supplied by the Contractor.

8.1.4 All equipment moved to the site shall be inspected for damage or deterioration
during storage.

8.2 Installation Procedure for Grounding System:


8.2.1 The grounding system shall be installed as indicated on the contract drawings and
documents and in accordance with the applicable codes and standards as specified
above.
8.2.2 Grounding conductors shall be installed continuously between equipment and
grounding electrodes.
8.2.3 When required, grounding conductors shall be installed in PVC conduit or rigid
galvanized steel conduit as specified on the Contract Drawings.
8.2.4 Above ground, connections shall be made with listed compression, mechanical
connectors and bolted to flat surfaces.
8.2.5 Screws and bolts for grounding and bonding connectors and terminals shall be
tightened according to torque-tightening values specified in UL 486A or as per the
manufacturer’s recommended values.
8.2.6 Hydraulic compression tools shall be used to provide correct circumferential
pressure for compression connectors. Tools and dies recommended by the
manufacturer of connectors shall be used.
8.2.7 Below ground, connections to grounding grids and ground rods or between
conductors and/or grounding rods shall be made by using listed exothermic
connections.
8.2.8 The number of ground rods to be installed shall be determined after computing the
specific value of grounding resistance.
8.2.9 Each grounding rod shall be driven vertically in the earth up to a depth not less than
1200 mm. Where permanently concealed ground connections are required, make
the connections by the exothermic process to form solid metal joints. Make
accessible ground connections with listed grounding connectors.
8.2.10 The ground rod shall be installed with their top, 700 mm minimum below grade
and bonded to the grounding conductor or grid by thermo weld process as indicated
on the Contract drawings and documents.
8.2.11 Prior to backfilling, the installation of the ground rods shall be accomplished.
8.2.12 The maximum acceptable values of grounding system resistance to ground shall
not exceed 2 ohms for power earth network and 0.5 ohms for clean earth network,
and the ground resistance measurements shall be made as defined in the standard
specified above.
8.2.13 If the grounding resistance values exceed the above-desired values, the Contractor
shall install additional ground rods as required to achieve specified resistance.
Before installation of these ground rods at indicated locations, the Contractor shall
be required to take approval from the Royal Commission.

8.2.14 Soil treatment bentonite material shall be used in the earth pit for the power and
clean earth network. Soil resistivity of bentonite is considered 2.5 ohms meter as
per IEEE std.80, clause 14.5.
8.2.15 Shielded power cables shall have their ground wire at each termination in a manner
recommended by the cable manufacturer, and the grounding connection shall be
made in accordance with the Contract Drawings and Documents using the suitable
connectors.
8.2.16 Grounding conductors extending through concrete or asphalt shall be run in PVC
conduit (preferred), or PVC coated rigid steel conduit or as specified on the
Contract Drawings and Documents.
8.2.17 Compression or equally approved type connectors shall be used for connecting
conductors. Connections between conductors and ground rods at test wells shall be
made with bolted and clamped type connectors or equally approved connectors.
8.2.18 Types and sizes of the grounding and bonding conductors, if not indicated on the
Contract Drawings and Documents, shall be selected from relevant codes and
standards as specified above.

8.3 Installation Requirements for Structure and Equipment Grounding:

8.3.1 Steel Structure and Remote Terminal Unit (RTU):


8.3.1.1 The remote terminal unit and every steel structure that supports insulators of
electrical equipment shall be grounded by means of bolted connections at 2
diagonally opposite legs. Equipment mounted on steel supporting structures
shall have separate grounding conductors.
8.3.1.2 Electro-mechanical equipment such as building steel, enclosures, raceways,
junction boxes, outlet boxes, cabinets, machine frames, metal equipment
platforms that support any electrical equipment and other conductive items
in close proximity to electrical circuits shall be grounded and bonded to the
nearest grounding grid in accordance with the code and standards as
specified above, and as per the contract drawings and documents.

8.3.2 Cable Tray System:


8.3.2.1 The cable tray system shall be grounded with a bare copper conductor of 50
sq. mm size at both ends and shall be bonded across gaps, including
expansion gaps.

8.3.3 Metal Building (Shelter):


8.3.3.1 Metal buildings shall be grounded at each structural column with a
minimum size of 120 Sq. mm bare copper conductor.
8.3.3.2 Angle irons installed on indoor trenches to support the metallic covers shall
also be grounded at both ends.

8.3.3.3 Metallic doors in shelters buildings shall be grounded with flexible copper
cable or braid.

8.3.4 Panel Board:


8.3.4.1 Panelboard shall have two safety grounds connected to the panel board
grounding bus.

8.3.5 Grounding of Lighting Equipment:


8.3.5.1 Grounding of the lighting fixtures, lamp holders, lamps, receptacles and
metal poles supporting lighting fixtures shall be per IEC 60364.
8.3.5.2 Portable electrical equipment shall be grounded in accordance with the
applicable requirements of Section 60364 of the IEC.

8.3.6 Instruments, Relays and Meters:


8.3.6.1 Instruments, meters and relays shall be grounded in accordance with the
requirements of the IEC, Section 60364.

8.4 Installation Requirements for Underground Distribution System Grounding:

8.4.1.1 A grounding conductor with at least 50% ampacity of the largest phase
conductor shall be installed in the duct bank.

8.4.2 Handholes:
8.4.2.1 The ground rod shall be installed close to the wall and shall be set to a depth
so that 100 mm will extend above the finished floor. The ground rod shall
be connected to the grounding bar inside the handhole by a bare copper
conductor. The bare copper conductor shall enter the handhole through a
waterproof sleeve in the handhole wall. The size of the conductor shall be
as specified on the Contract Drawings and Documents.
8.4.2.2 Ground rods passing through the concrete floor shall be protected with a
double wrapping of pressure-sensitive tape or heat-shrunk insulating sleeve
from 50 mm above to 150 mm below the concrete. The floor opening shall
be sealed with waterproof, non-shrunk grout.

8.4.3 Connections to handhole Components:

9. Testing Procedures / Requirements:

9.1 General Testing Requirements:

9.1.1 The Contractor shall carry out all site tests in accordance with approved test
procedures, codes and standards as specified above.
9.1.2 Ensure that the grounding equipment/materials comply with the specifications and
operational requirements. All tests are subject to witnessing by the Royal
Commission representatives.

9.1.3 At least 4 weeks prior to scheduling tests, the Contractor shall submit to the Royal
Commission an outline of the plan and procedures to be used in performing the site
inspection and site tests.
9.1.4 This outline shall include a brief description of the test equipment, connection
diagrams, proposed tests and procedures, test sheets, calculations, reference
drawings and minimum and maximum test and performance values, in
conformance with this specification and acceptability of the equipment and its
installation.
9.1.5 Upon completion of installation and prior to final acceptance, each component of
each system shall be tested to the complete satisfaction of the Royal Commissions.
9.1.6 The Contractor shall provide all test instrumentation, equipment and accessories
necessary for demonstration and putting the equipment into operation before
commissioning.
9.1.7 All testing equipment shall be calibrated by approved authorities, and calibration
certificates shall be provided to Royal Commission for their review and approval.
9.1.8 Upon completion of all field testing, the Contractor shall submit to the Royal
Commission 5 copies of certified test reports attesting that each test has been
performed in accordance with the approved test procedures.
9.1.9 The report for each test shall include the name of the person in charge of the test
and the date of performance.
9.1.10 All factory and field test reports shall be included in operation and maintenance
manuals.
9.1.11 All the necessary safety precautions shall be taken during field testing for the test
equipment as well as the persons.

12. Material Receiving, Handling and Storage: The Contractor shall deliver, handle and store
materials and equipment in accordance with the following requirements:
12.1 Delivery of materials and equipment to the site originally packed, securely wrapped and
labelled by the manufacturer in unopened containers. Protect materials during delivery by
complying with the manufacturer’s directions.
12.2 Store materials at the building site strictly according to the manufacturer’s instructions.

12.3 Avoid damage or distortion of the materials during handling and shipment or transportation.
