We would highly appreciate your cooperation for JICA’s Detailed Planning Survey of the
Project for Rebana Area Development. Please kindly answer the questions below and provide
the requested data and information. Thank you very much in advance.

1. Rebana Area Development:


 Development Progress:
o How is the progress of the Rebana Area Development? What projects have been
implemented? After the Rebana area development became the National Strategic
Project, has the development been accelerated?
 Issues and Problems:
o What issues or problems are found with the Rebana area?
o What are issues with the implementation of the Master Plan?
 Priority Projects:
o What projects are priorities for the local government?
 Coordination of the Master Plan with Local Plans:
o Has the Master Plan been coordinated with and reflected in the development
plans, spatial plans, and sectoral and other plans?

2. Local Government’s Roles for Rebana Area Development


 Budget for Rebana area development- how much of the budget is annually allocated for
the development? Is there an investment plan for Rebana area development? Please
provide a detailed budget and an investment plan by funding sources, such as APBN,
APBD and other funding.
 Does the local government receive any technical/ financial support from the national
government/ RMMA/ international donors related to the Rebana area development? If

 Capacity development needs – what capacity building training is necessary for the local
government for development of Rebana area?
 What expectations does the local government have for the JICA project?

3. Coordination Mechanism
 Please explain how local governments coordinate with West Java Province, relevant
ministries, and other stakeholders? Is there any coordination mechanism for Rebana
development? How do local governments work with RMMA?
 If there are any coordination issues /problems, please explain them.

4. PPP, Private investment, and Private development:


 Please provide information on the current trend of PPP and potential investors or
developers who are interested in the projects in Rebana area.
 How does the local government support PPP initiatives or encourage private
investment/development? If there are any, please provide policies, plans and regulations
related to PPP schemes.
 What issues are found with the promotion of PPPs, private investment, and private
development?
