DIVISION EDUKASYON SA PAGPAPAKATAO FESTIVAL OF TALENTS

1. Pursuant to Presidential Proclamation No. 479 dated October 7, 1994 which aims to
mobilize all Filipinos for nation building through the practical exercise of human
values in daily lives as citizens, the field is hereby informed of a Division Edukasyon
sa Pagpapakatao (EsP) Festival of Talents on January 28, 2022 at Baroy Central
Elementary School, Baroy, Lanao del Norte with the theme: "ALAB: Igniting Filipino
Learners' Competencies and Aspirations."
2. The competition aims to:
a. provide better understanding on the importance of EsP in transforming the
society;
b. demonstrate commitment to support the advocacy of EsP through healthy
and friendly competition, and;
c. enhance talents and skills of student-participants and teacher coaches in the
different events by promoting Filipino values.
3. The events to be contested are Likha-Awit, Oratorical and Extemporaneous
Speeches, Picture Story, and Documentary Video Presentation. The guidelines/
mechanics of these events are enclosed for reference.

4 The Public Schools District Supervisors (PSDSs), District in-Charge, Coordinating

School Principals and EsP District Lead Principals are advised to facilitate the
selection of the participants in every event to be contested.

5. A clustered district level elimination shall be held prior to the conduct of the division
level competition. Only the cluster winner in every category shall compete in the
division level.

activity shall be in observance with the No-Disruption-of-
Closses Policy stipulated in DepEd Order No. 9, s. 2005 titled Instituting Measures to
Increase Engaged Time-on-Task and
Ensuring Compliance therewith.
14. A one (1) day service credit for teaching personnel and Compensatory Time Off
(CTO) for non-teaching personnel who are involved in the conduct of this activity
shall be given per DepEd Order 53 s 2003, only upon submission of three
(3) copies
of accomplished Form 48.

15. The district EsP lead administrators shall be responsible in the application for service
credits of the coaches and chaperons involved in the activity in their respective
districts.

16. Traveling expenses and other expenses incurred relative to the conduct of this
activity shall be charged against school local fund (MOOE/School Board/ PTA) subject
to the usual accounting and auditing rules and regulations.
