WHAT TO DO ON FTS

For May 9, 2022 National and Local Election

STEP BY STEP PROCEDURE:
1. Explain the purpose of FTS.
2. Show the public that VCM box is sealed.
3. Open the VCM box and check whether the peripherals are complete.
4. Retrieve the VCM from its box and show the public that the SD card slots “A” and “B” are
sealed.
5. Install the VCM to the ballot box and make sure that the thermal paper is properly installed.
DO NOT FORGET TO CONNECT THE BACK-UP BATTERY before turning the VCM.
6. Turn on the VCM. Wait until VCM displays the message “Please insert security key for
authentication”.
Tap iButton, choose role and enter PIN (CHAIRMAN)
7. Check the date and time at the top-left corner of the screen.
If the date and/or time is incorrect, then go to UTILITIES/CHANGE DATE AND TIME.
8. In the Election Menu, select DIAGNOSTICS option, scroll down the screen then select “RUN
ALL”.
9. After printing the DIAGNOSTIC reports, click “X” button in the lower left corner of the screen
to return to the Election Menu.
10. The CHAIRMAN will then select “OPEN VOTING” and enter the role pin of the Chairman.
11. Assign names of Chairman and EB Members.
12. Print Initialization Report.
Detach the report, affix signatures of watchers and place in the envelop.
13. Press Go to Voting (Printing of STATUS REPORT)
14. Cast 10FTS Ballots.
15. Close Voting (Poll Clerk and Third Member).
a. Poll Clerk and Third Member tap the iButton will input their role pin
b. Tap Next to add Digital Signature Chairman and input his/her role pin of the
Chairman.
c. You will be asked if you want to add another digital signature click “NO”
d. Automatically it will print 8 copies of ER for National and Local
e. Detach 8 copies of Election Returns (for National and Local).
f. NO TRANSMISSION.
g. NO PRINTING of 22 copies of Election Returns. (2 – SKIP)
h. Print Statistical Report.
16. Manually Compare the result of the manual counting to Printed ER
17. Re-zero (input Re-zero pin)
Detach RE-ZERO report and place in the envelop
18. Shutdown.
Retrieve the ballots from the ballot box, manually count the votes and accomplish the Manual
Election Returns.
