OBE Framework

The framework shows that intended learning outcomes are systematically crafted and
created by educational institutions in accordance with the National Competency-Based Teacher
Standards (NCBTS), defining the different dimensions of teachers’ effective teaching in all
aspects. The institutional ILO states what the students must develop and learn as they are on
the experience of learning in a certain educational institution. It also states what the graduates
are able to do after they graduate. From the institutional ILO, the program intended learning
outcomes are created, stating specific learning outcomes for different programs offered by a
particular educational institution. The program ILO states what students are able to achieve and
do upon the completion of their respective degrees. The program ILO aligns with the Teacher
Education Curriculum, setting the learning standards, courses, lessons, methodologies, and
materials to be used to organize and teach the courses in a particular program. From the
program ILO comes the course intended learning outcomes. The course ILO states what
students should be able to do upon the completion of individual courses within a program. The
course ILO abides by the Teacher Education Course that equips students with the knowledge,
skills, and attitudes, which are necessary in going through all the courses. The aforementioned
intended learning outcomes are created for the outcome-based learning tasks that allow
students to engage with the lessons they are introduced to, explore and learn beyond what they
have read and been taught, and apply the theories and learnings to their lives and the real
world. The outcome-based learning tasks–engage, explore, and apply–are done and achieved
with the guidance of section ILO and the implementation of assessments to ensure that the
intended learning outcomes are effectively realized, facilitating the holistic development of
students’ knowledge and capabilities in accordance with educational standards and objectives.
