Preparation is key to passing civil service exam -

MANILA, March 5 Good preparation is the key to passing the civil service examinations, the Civil Service
Commission (CSC) said Friday.
'Just like Ior any other exam, you have to prepare well in order to pass, said CSC chair Francisco T. Duque III
in response to issues on the low passing rate in the career service examinations.
Duque said it is the mandate oI the CSC to ensure that entrance into the career service is based on merit and
Iitness.
'We need to get the most qualiIied to enter government because these are the people implementing vital
programs and services Ior the public. This is why we administer competitive examinations. We`re setting a
standard here, Duque said in an email to the Philippines News Agency (PNA).
Recently, the CSC released the results oI its November 15 career service examination-paper and pencil test
where 6,334, or 10.15 percent oI 62,389 examinees, passed. The passing grade is 80.
Historical data Irom the CSC show that career service examinations since April 2005 have yielded an average
oI 4,417 passers per schedule Ior the proIessional level oI examination, and 1,498 passers per schedule Ior the
sub-proIessional level, or a 9.14 percent and 13.4 percent average passing rate, respectively.
The area oI the test that examinees Iind most diIIicult is analytical ability Ior the proIessional level, and
numerical ability Ior the sub-proIessional level.
The proIessional examination covers vocabulary, grammar and correct usage, paragraph organization, reading
comprehension, analogy, logic, and numerical reasoning.
The sub-proIessional examination tests Ior vocabulary, grammar and correct usage, paragraph organization,
reading comprehension, clerical operations, and numerical reasoning.
Both levels oI the examination have general inIormation questions on the Philippine Constitution, the Code oI
Conduct and Ethical Standards Ior Public OIIicials and Employees (Republic Act No. 6713), peace and human
rights issues and concepts, and environment management and protection.
Filipino citizens who are at least 18 years old and oI good moral character, regardless oI educational attainment,
may apply Ior the career service examinations.
