1. Land Allocation

- In cases where the major road serves as an interconnecting road, it shall have a minimum right-of-way of 10 meters
and shall have a 15-centimeter mix gravel (pit run) base course on well-compacted subgrade

2. Lot Requirement
a. Lot Planning
- Lots shall be served by an independent access either by a road, motor court, or path walk
- Deep lots and irregularly shaped lots shall be avoided
- Whenever possible, lot frontage elevation shall be at street level
- Lots shall be protected against physical hazards *e.g. erosion, slides, flooding, fault lines
- Lots shall be protected against non-conforming uses or other risks through the provision of buffer strips,
protective walls, and roads
- Lots shall not be bisected by administrative boundaries, water courses/drainage ways and utility lines
NOTES:
1. Saleable lots designated as duplex/single attached and/or row house lots shall be provided with housing
components
2. Price of saleable lots intended for single detached units shall not exceed 40% of the maximum selling price
of the house and lot package
3. Socialized housing projects already issued Licenses to Sell with measurements below the mandated
minimum lot area shall be sold at the existing price ceiling of 450,000; however a developer may avail of
the new price ceiling provided an approved alteration of plans is secured from the LGU and an amended
license to sell is issued by the HLURB
● Loft - shall mean a partial intermediate floor in any storey having an area of 1/2 of the area of the room in
which it is constructed; Clear ceiling height: Minimum 1.80m above and below it
● Minimum ceiling height for habitable rooms: 2.00m

- Maximum block length is 400m. However, block length exceeding 250m shall already be provided with a

a. Floor Area Requirement
- The minimum floor area requirement for single-family dwelling:
● Refer to HLURB Res.973 Series of 2018
b. Minimum Level of Completion
● Economic housing: complete house based on submitted specs
● Socialized housing: shell house with doors and windows to enclose the unit
*Provision of firewall shall be mandatory for duplex and single-attached units and at every unit for row houses
5. Setback/Yard
- The minimum setback of dwelling unit both for economic and socialized housing project shall be as follows:
Front 1.50m
Rear yard 2.00m *bigger than other sides because it’s often
used as a service area
6. Water Supply
- Whenever a public water supply system exists, connection to it by the subdivision is mandatory
- If there’s a use for a communal well, it shall be not closer than 300mm from each other
- If a public water supply system is not available, the developer shall provide for an independent water supply
system with minimum quantity requirement of 150 liters per capita per day
- Each subdivision must have at least an operational deep well and pump sets with capacity to provide
average daily demand (ADD) to all homeowners provided a spare pump and motor set is reserved
- Required permits from the National Water Resources Board (NWRB) shall be obtained and standards of the
Local Water Utilities Administration (LWUA) shall be complied with
- If a ground reservoir is to be put up, it shall be protected from pollution by providing buffer of at least 25m from
sources of pollution/contamination
- Elevated reservoir capacity must be 20% average daily demand plus fire reserve
- For a multi-storey building, a water tank shall be provided if the height of the building requires pressure in
excess of that in the main water line
7. Electrical Power Supply
- Provision of street lighting:
● Street lighting for every pole if 50 meters apart
● Every other pole if less than 50 meters
8. Sewage Disposal System
- Septic Tank
- Connection to Community Sewer System - shall be made to an approved public or community sewer system

9. Drainage System
- shall take into consideration existing development of adjacent areas
- shall conform with the natural drainage pattern of the subdivision site
- In no case shall drainage outfalls drain into a private lot
- The minimum drainage system for economic and socialized housing shall be concrete lined canal with load
bearing cover
- Underground drainage system shall be provided with reinforced concrete pipes (RCP), catch basins,
manholes/inlets and cross drain for efficient maintenance
- Minimum drainage pipe: 300mm
10. Garbage Disposal
- Garbage disposal shall be undertaken by the local government or by individual lot owners or homeowners
association
11. Fire Fighting
- Water for fire fighting shall be part of the water supply requirements
● Window openings
● Firewall shall have a minimum of one-hour fire resistive rating
2. Building Design Standards
a. Space Standards
- shall provide complete living facilities for one family including provisions for living, sleeping, laundry,
cooking, eating, bathing and toilet facilities
b. Ceiling Heights
- For habitable rooms, Minimum headroom clearance: 2.00m
- Mezzanine floors: Minimum 1.80m above and below it

c. Openings
➔ Door:
- Minimum 1 door for occupants less than 10
- 2 entrances/exits for occupant more than 10
- Minimum clear height: 2.00m; Except for bathrooms
and mezzanine floors = 1.80m
- Minimum clear widths:
● Main Door - 0.80m

➔ Windows
- Habitable rooms: at least 10% of the floor area
- Bathrooms: 1/2 or 5% of its floor area
- Required windows may open into a roofed porch:
a. abuts court, yard, public street or alley, or open water course and other public open spaces
b. has a ceiling height of not less than 2.00m
➔ Interior Stairs
- Shall have an adequate headroom and space for the passage of furniture
● Minimum clear width: 0.60m
● Maximum riser height: 0.25m
● Minimum tread: 0.20m
● Headroom clearance: 2.00m
● Maximum height between landings: 3.60m
● Handrails: Stairways shall have at least one handrail on one side provided there is a guard or wall on
the other side; stairways with less than 4 risers don’t need to have handrails
● Guard and Handrail Height: 0.80m-1.20m above the surface of tread
● Minimum clearance of handrail from wall: 38mm
● Winding and circular stairways - may be used if:
- Minimum 150mm narrow edge
- 200mm @300mm distance from narrow edge
- Ceiling should be compartmentalized and should not be continuous from one living unit to another

B. Multi-Family Dwellings and Condominiums
1. Lot Planning
a. Access to the Property
- shall be provided by means of an abutting public street; pathwalks are not allowed as property access
b. Access to the dwelling
- An independent means of access shall be provided without trespassing adjoining properties
c. Non-residential use
- shall not exceed 25% of the total area (including hallways, corridors)
- e.g. private clinic/ private office, garages, carport
d. Cooperative store, and structures for the homeowners’ association
- shall not exceed 25% of the total residential area
