The FAA amends §39.13 by adding the following new airworthiness directive:
2024-06-08 Bombardier, Inc.: Amendment 39-22713; Docket No. FAA-2023-2139; Project Identifier

(c) Applicability
This AD applies to Bombardier, Inc., Model BD-700-2A12 airplanes, certificated in any category, having
serial numbers 70005 and subsequent.
(d) Subject
Air Transport Association (ATA) of America Code: 36, Pneumatic.
(f) Compliance
Comply with this AD within the compliance times specified, unless already done.
(g) Definitions
For the purpose of this AD, the definitions specified in paragraphs (g)(1) and (2) of this AD apply.
(1) An affected part is a sensing element marked with a date code before A2105 and having an LTS/Kidde
part number specified in Liebherr Service Bulletin CFD-F1958-26-01, dated May 6, 2022, unless that
sensing element meets the criteria specified in paragraph (g)(1)(i) or (ii) of this AD.
(i) The sensing element has been tested as specified in Section 3 of the Accomplishment Instructions of
Kidde Aerospace and Defense Service Bulletin CFD-26-1, Revision 6, dated February 28, 2022, or earlier
revisions, and has been found to be serviceable; and the sensing element has been marked on one face of its
connector hex nut and packaged as specified in Section 3.C. of the Accomplishment Instructions of Kidde
Aerospace and Defense Service Bulletin CFD-26-1, Revision 6, dated February 28, 2022, or earlier revisions.
(ii) The sensing element has been tested and found to be serviceable as specified in paragraph (j) of this AD;
and the sensing element has been marked on one face of one connector hex nut with one green mark, as
specified in Figure 33 of Bombardier Service Bulletin 700-36-7503, dated December 23, 2022, as applicable
(the figure is representative for all sensing elements).
(1) If the maintenance records confirms that an affected part has been installed, or if it cannot be confirmed
that an affected part has not been installed, paragraphs (i) and (j) of this AD must be complied with within
the compliance time specified in paragraphs (i) and (j) of this AD.
(2) If the maintenance records confirm that no affected parts have been installed since airplane date of
manufacture, then paragraphs (i) and (j) of this AD are not applicable.
(1) For each sensing element that is serviceable, before further flight, mark the sensing element with a
witness mark in accordance with the Accomplishment Instructions of Bombardier Service Bulletin 700-36-
7503, dated December 23, 2022.
(2) For each sensing element that is not serviceable, before further flight, replace the sensing element with a
serviceable part in accordance with the Accomplishment Instructions of Bombardier Service Bulletin 700-36-
7503, dated December 23, 2022.
(1) Alternative Methods of Compliance (AMOCs): The Manager, International Validation Branch, FAA, has
the authority to approve AMOCs for this AD, if requested using the procedures found in . In accordance with
, send your request to your principal inspector or responsible Flight Standards Office, as appropriate. If

(1) The requirements specified in paragraphs (1) and (2) of EASA AD 2022-0127 do not apply to this AD.
(2) Paragraph (3) of EASA AD 2022-0127 specifies to revise “the AMP” within 12 months after its effective
date, but this AD requires revising the existing maintenance or inspection program, as applicable, within 90
days after March 23, 2023 (the effective date of AD 2023-03-05).
(3) The initial compliance time for doing the tasks specified in paragraph (3) of EASA AD 2022-0127 is at
the applicable “limitations” as incorporated by the requirements of paragraph (3) of EASA AD 2022-0127,
or within 90 days after March 23, 2023 (the effective date of AD 2023-03-05), whichever occurs later.
(4) The provisions specified in paragraphs (4) and (5) of EASA AD 2022-0127 do not apply to this AD.

compressor (HPC) 2nd stage rotor or HPC 4th stage rotor having a part number and serial number identified

0208-00A-930A-D, Issue 002, dated January 18, 2024 (PW ASB PW1000G-C-72-00-0208-00A-930A-D,

(1) For the purposes of this AD, a “part eligible for installation” is:
(i) Any HPC 2nd stage rotor or HPC 4th stage rotor, as applicable, that does not have a part number and
serial number identified in the Applicability, Table 2, of PW ASB PW1000G-C-72-00-0208-00A-930A-D,
Issue 002; or
(ii) Any HPC 2nd stage rotor or HPC 4th stage rotor, as applicable, that has incorporated PW ASB
PW1000G-C-72-00-0208-00A-930A-D, Issue 002.
(2) For the purposes of this AD, an “engine shop visit” is the induction of an engine into the shop for
maintenance involving the separation of the “H” flange.

This AD applies to General Electric Company (GE) Model GE90-110B1 and GE90-115B engines with an
installed interstage high-pressure turbine (HPT) rotor seal having a part number and serial number listed in
Table 1 or Table 2 of GE GE90-100 Service Bulletin (SB) 72-A0908 R00, dated July 7, 2023 (GE SB 72-
A0908).

(ii) Repeat the USI thereafter within every 100 cycles or 175 cycles, as applicable, as listed in Table 1 or
Table 2 of GE SB 72-A0908, since the last inspection.
(2) If, during any USI required by paragraph (g)(1)(i) or (ii) of this AD, a non-serviceable indication is
found, as defined in paragraph 3.B.(2)(b) of GE SB 72-A0908, before further flight, remove the interstage
HPT rotor seal from service.
(i) Definition
For the purpose of this AD, an “engine shop visit” is the induction of an engine into the shop for
maintenance involving the separation of pairs of major mating engine case flanges, except separation of
engine flanges solely for the purposes of transportation of the engine without subsequent maintenance,
which does not constitute an engine shop visit.
(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal
inspector, the manager of the local flight standards district office/certificate holding district office.

ST01518SE, with or without blended or scimitar blended winglets installed: This AD requires all
compliance times and repetitive intervals required by this AD, as specified in the “Compliance” paragraph of
Boeing Alert Requirements Bulletin 757-53A0120 RB, dated January 17, 2022, to be divided by a factor of 2.
(4) For airplanes identified as Group 1 in Boeing Alert Requirements Bulletin 757-53A0120 RB, dated
January 17, 2022, that have been converted from a passenger to freighter configuration with VT Mobile
Aerospace Engineering (MAE) STC ST03562AT: This AD requires compliance with all applicable actions
and compliance times specified for Group 3 airplanes.
(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal
inspector, the manager of the responsible Flight Standards Office.
(3) An AMOC that provides an acceptable level of safety may be used for any repair, modification, or
alteration required by this AD if it is approved by The Boeing Company Organization Designation
Authorization (ODA) that has been authorized by the Manager, AIR-520, Continued Operational Safety
Branch, FAA, to make those findings. To be approved, the repair method, modification deviation, or
alteration deviation must meet the certification basis of the airplane, and the approval must specifically refer
to this AD.

For the purpose of this AD, a “part eligible for installation” is a No. 3 bearing spring finger housing that
does not have P/N 2629M62G01 and a serial number identified in Table 1 or Table 2 of CFM SB LEAP-1A-
72-00-0504-01A-930A-D, Issue 002.
(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal

This AD applies to all Airbus SAS airplanes identified in paragraphs (c)(1) through (14) of this AD,
certificated in any category.

-253NX, -271N, -271NX, -272N, and -272NX airplanes.
(11) Model A330-201, -202, -203, -223, -223F, -243, -243F, -301, -302, -303, -321, -322, -323, -341, -342,
-343, -841, and -941 airplanes.

(f) Compliance
Comply with this AD within the compliance times specified, unless already done.
(g) Requirements
Except as specified in paragraph (h) of this AD: Comply with all required actions and compliance times
specified in, and in accordance with, European Union Aviation Safety Agency (EASA) AD 2023-0196,
dated November 10, 2023 (EASA AD 2023-0196).
(2) This AD does not adopt the “Remarks” section of EASA AD 2023-0196.
(3) The compliance for the replacement specified in paragraph (1) of EASA 2023-0196 is at the time
specified in paragraph (1) of EASA AD 2023-0196, or within 30 days after the effective date of this AD,
whichever occurs later.
(1) Alternative Methods of Compliance (AMOCs): The Manager, International Validation Branch, FAA, has
the authority to approve AMOCs for this AD, if requested using the procedures found in . In accordance with
, send your request to your principal inspector or responsible Flight Standards Office, as appropriate. If
sending information directly to the manager of the International Validation Branch, mail it to the address
identified in paragraph (k) of this AD. Information may be emailed to: . Before using any approved AMOC,
notify your appropriate principal inspector, or lacking a principal inspector, the manager of the responsible
Flight Standards Office.
(2) Contacting the Manufacturer: For any requirement in this AD to obtain instructions from a manufacturer,
the instructions must be accomplished using a method approved by the Manager, International Validation
Branch, FAA; or EASA; or Airbus SAS's EASA Design Organization Approval (DOA). If approved by the
DOA, the approval must include the DOA-authorized signature.
(3) Required for Compliance (RC): Except as required by paragraph (i)(2) of this AD, if any service
information referenced in EASA AD 2023-0196 that contains paragraphs that are labeled as RC, the
instructions in RC paragraphs, including subparagraphs under an RC paragraph, must be done to comply
with this AD; any paragraphs, including subparagraphs under those paragraphs, that are not identified as RC
are recommended. The instructions in paragraphs, including subparagraphs under those paragraphs, not
identified as RC may be deviated from using accepted methods in accordance with the operator's
maintenance or inspection program without obtaining approval of an AMOC, provided the instructions
identified as RC can be done and the airplane can be put back in an airworthy condition. Any substitutions or
changes to instructions identified as RC require approval of an AMOC.
(2) You must use this service information as applicable to do the actions required by this AD, unless this AD
specifies otherwise.
