MEMORANDUM OF UNDERSTANDING

KNOW ALL MEN BY THESE PRESENTS:

This AGREEMENT entered into and executed by and between:

The PHCCI-MPC Tacloban, an Establishment with a satellite office located at
Barangay Songco, Borongan City, Eastern Samar, represented in this agreement by its
Manager, REY NOEL L. GUIBAO., hereinafter referred to as PHCCI-MPC Tacloban;
-and-
The CITY GOVERNMENT OF BORONGAN, a government agency with principal
office located at Cardona St., Corner Victoria St., Brgy. E, Borongan City, Eastern
Samar, represented in this agreement its City Mayor, JOSE IVAN DYAN C. AGDA,
herein referred to as City Government of Borongan.
WITHNESSETH

WHEREAS, ESSU, a Higher Education Institution (HEI) is mandated to provide

quality education responsive to the national and global needs focused on generating
knowledge and technology that will improve the lives of the people;
WHEREAS, _____________________________________________________;
WHEREAS, the Digitalization of Inhabitants Registry of and Migration in 61
Barangays of Borongan City program that aims to _____________________________.
WHEREAS, ESSU has been working on establishing ties with other government
partners whose services will be valuable to the successful implementation of the
program;
WHEREAS, both parties acknowledged each other as a partner and wish to
associate as Partners in this project.
NOW, THEREFORE, for and in consideration of the foregoing premises, ESSU
and the City Government of Borongan, hereby collectively agree to undertake the
following responsibilities in delivering the terms and conditions of this Agreement;

A. Eastern Samar State University (ESSU) through the College of Engineering,

Computer Engineering Department shall;

1. Develop an Android Mobile Application as a data entry platform for the

Digitalization of Inhabitants Registry of and Migration in 61 Barangays of
Borongan City.
2. Develop the database and Web Application for the said project.
3. Create a Google Cloud Platform Account for the City Government of
Borongan.
4. Turn over to the City Government of Borongan all accounts relative to the
development of Mobile and Web Applications for the Digitalization of
Inhabitants Registry of and Migration in 61 Barangays of Borongan City.
5. Train the IT Administrator and end-users of the system identified by the City
Government of Borongan.
 B. City Government of Borongan shall:

1. Collaborate with ESSU in the identification and implementation as well as

monitoring and evaluation of demand-driven assistance on industry
development programs and investment promotion services for the sustained
economic growth of community-based entrepreneurs.
2. Assist ESSU in the implementation of CEST Program through provision of
various assistance and interventions e.g., financing, marketing and
promotion, human resource development, business information, counselling
and consultancy services to SME’s.
3. Facilitate in the conduct of product development services.
4. Facilitate a favorable enabling environment for the CEST Project’s
businesses to flourish.

C. Under this Agreement the following terms and conditions are likewise included;

1. That BOTH parties shall exert efforts necessary to achieve the objectives of
the joint undertaking. For this purpose, the parties shall execute and deliver
documents maybe reasonably requested by the other party in order to carry
out the intent and purpose of this agreement covered hereby.
2. Any expenses incurred in the performance of the terms and conditions of this
Agreement shall be sole responsibility of each Partner.
3. This agreement and all rights and obligations hereunder, shall not be
assigned by either of the parties hereto to another party unless otherwise
permitted in the provision of this agreement or with the prior written consent
thereto by the other parties.
4. This Agreement constitutes the entire agreement between the parties relating
to the subject matter hereof and there are no understanding, representations
or warranties of any kind except this expressly set forth herein.
This Memorandum of Agreement shall take effect upon the date of the Parties
set their signatures on this document and shall remain in effect unless sooner
terminated by mutual consent of all parties.
