EXECUTIVE ORDER NO. 000-2023

AN ORDER ADOPTING THE MANUAL OF PROCEDURE OF PHILIPPINE

INTEGRATED DISEASE SURVEILLANCE AND RESPONSE (PIDSR) FOR THE
MUNICIPALITY OF JIMENEZ

WHEREAS, Disease Surveillance is recognized as the cornerstone of public

health safety. It is a practice whereby the spread of diseases is monitored to
establish a pattern of progression. It helps predict outbreaks, epidemic, and
even pandemic. Moreover, it enhances knowledge pertaining to factors that
contribute to such circumstances;

WHEREAS, data gathered through surveillance provide information that can be

utilized for priority setting, policy decisions, planning, implementation,
resource mobilization or allocation, and prediction or early detection of
epidemics. Through it, estimates can be made as to the magnitude of specific
problems, the distribution of illnesses, and its natural history. It can also be
employed for following purposes: generate hypotheses, stimulate research,
evaluate control measures, monitor changes, and facilitate planning;

WHEREAS, Section C2, Paragraph III of DOH Administrative Order No. 2005-
0023 provides that Disease Surveillance shall be intensified to ensure that the
targets for disease elimination, prevention and control are attained;

WHEREAS, Republic Act 11332 prescribes the policies and procedures of

disease surveillance and response to notifiable disease, epidemics, and events
concerning public health safety and appropriating funds therefore to support
the use of Philippine Integrated Disease Surveillance and Response (PIDSR) for
easier reporting of diseases;

WHEREAS, the Philippine Integrated Disease Surveillance and Response

(PIDSR) is an enhanced surveillance system that monitors notifiable diseases,
epidemics, and events pertaining to public health safety by utilizing on
integrated approach. Its goal is to support the health sector in reducing
morbidity and mortality caused by dreaded diseases through an
institutionalized, functional and integrated disease surveillance and response
system;
WHEREAS, the Philippine Integrated Disease Surveillance and Response
(PIDSR) is an enhanced surveillance system that monitors notifiable diseases,
epidemics, and events pertaining to public health safety by utilizing on
integrated approach. Its goal is to support the health sector in reducing
morbidity and mortality caused by dreaded diseases through an
institutionalized, functional and integrated disease surveillance and response
system;

WHEREAS, the PIDSR manual is intended for use as a general reference for
surveillance and response activities across all levels. It is also a source of
guidelines and methods on how to approach, initiate and conduct training,
supervision, and evaluation of surveillance and response system in order to
improve preparedness and early detection of disease, thereby resulting to
timely and effective response;

NOW, THEREFORE, I, JOSELITO C. CHIONG, Municipal Mayor of Jimenez,

by virtue of the powers vested in me by law, do hereby order the
institutionalization of the systems and functions of the Philippine Integrated
Disease Surveillance and Response (PIDSR) and the adoption of its Manual of
Procedure in the conduct of disease surveillance and response by the
Municipal Epidemiology and Surveillance Unit.

REPEALING CLAUSE. All municipal orders, memorandum, issuances

inconsistent with the provisions of this Executive Order shall be repeated or
modified accordingly.

EFFECTIVITY. This Executive Order shall take effect immediately.
