COURSE/TRAINING DESIGN
REQUIREMENT
I. Rationale
In 2009, the Center for Research on the Epidemiology of Disasters identified the United States, China,
and the Philippines as among the top countries prone to natural hazards. Furthermore, the Philippines
is rank third based on the number of deaths due to hydrological and meteorological disasters. Relative
to this, the DOH through the HEMS has long started and still continuously laboring on enhancing pre
hospital capability by initially enrolling Hospital Emergency Response Team members to the
Emergency Medical Technician’s Basic and Training of Trainers’ Courses conducted by the
Operations Smile - Rescue 911 Paramedics from Norfolk, Virginia. For eight years (starting 1994), a
total of 152 EMT- Basic Responders and 45 EMT Trainers graduated from this course. These trained
personnel are distributed in the different regions and DOH hospitals throughout the country assuming
primary role as emergency response team members. Potential trained personnel were even
developed into trainers thorough the Training of Trainers (TOT) course.
Considering the increasing incidence of mass casualties, HEMS facilitated the issuance of
Administrative Order 155 s. 2004 titled “Implementing Guidelines for Managing Mass Casualty
Incidents during Emergencies and Disasters” as legal basis. This provides that all hospitals shall
develop and organize a response team that can be dispatched in the event of Mass Casualty Incident.
In order to capacitate further these personnel with vital responsibilities, a provision on the area of
capability building of the said AO specifies that all response teams shall have additional training on
Emergency Medical Technicians’ Course and Mass Casualty Management.
To fast track the creation of pool of trainers, HEMS includes in its yearly training agenda the conduct
of EMT Instructors’ Training Course. Similarly, a National Course Coordinator and Zonal Course
Coordinators were designated in order to facilitate the organization of training of all targets.
Considering that past experiences showed that a number of trained personnel either resigned from
government service or were transferred in other assignments within the hospitals, training targets has
considerably remained high. In this context, HEMS evaluated the distribution of graduates and
planned training batches to evenly augment the decreasing number of trained staff, develop
capacities among potential trainers, and become self sufficient in producing EMR- Basic Instructors
within the ranks.
II. Objectives
a. General
This EMR-Basic Instructors Training Course aims to increase the number of competent and qualified
DOH EMR-Basic Instructors to teach and mold future EMT responders to meet increasing demands of
answering calls during emergencies and disaster.
Likewise, pursuing this training will finally fulfill the vision of HEMS to deploy sufficient committed EMT
Zonal Core Trainers who can facilitate in completing/covering training targets; lead the conduct of
skills updating and enhancement; and organize and or compose the response teams within the zone
of assignments.
b. Specific
At the end of the course, the participants will be able to:
A. Teaching Strategies: six (6) topics on teaching strategies
understand the data in this module;
apply information to exercises in this training;
appreciate the importance of this course; and

B. Evaluation is done through a process evaluation which will describe how the training was
managed using a day to day evaluation tool. Post evaluation is conducted to identify
lessons learned during its conduct and linking the results for the improvement of the next
training to be conducted. This is done through a post training evaluation meeting.
