1. OBJECTIVE

This procedure outlines the inspection work to be done by Contractor to control welding electrode material
to be used for welding productivities.

2. SCOPE

This procedure is guidelines for control welding electrode material that will be used at Pekerjaan Customer
Attachment Di Lingkungan Project Management Office (PMO) Tahun 2022 Area Karawang - PT HLI
Green Power.

3. DEFINITION AND ABBREVIATION

4. REFERENCES STANDARD

The following documents / references outline of the inspection requirements for pipeline and shall be
implemented as applicable to the project work:
ASME Section IX, 2015 Welding & Brazing Qualification
API 1104, 2013 Welding of Pipelines and related facilities
ASME B 31.8, 2014 Gas transmission and Distribution Piping System
ASME Section IIC, 2010 Specifications for Welding Rods, Electrodes, Filler Metals

5. RESPONSIBILITY

Project Manager Shall be responsible for all activities.


Construction/Site Manager Shall report to the Project Manager.
Shall be responsible for construction activities related to this
procedure, and shall coordinates with the Project Planning,
QA/QC Manager and Superintendent for implementation of this
procedure.
QA/QC Manager Shall report to the Project Manager.
Shall be responsible for overall quality matters described in this
procedure activities, conform with Procedure, Codes/Standards

and PGN Requirements.


Safety Inspector Shall be responsible for overall control and inspection of safety
matters.
Superintendents Shall report to Construction Manager and shall coordinate with the
Supervisor for implementation of this procedure.
Equipment Coordinator Shall report to Construction Manager.
Shall be responsible for providing good and efficient equipment
for construction activities in line with this procedure
Supervisor Shall report to Construction Superintendent
Shall be responsible for execution and implementation of the site
activities related to this procedure
QC Coordinator Shall report to the QA/QC Manager.
Shall be responsible for supervision the inspector to ensure all
activity conform with Procedure, Codes/Standards, and PGN
Requirements.
QC Inspector Shall report to QA/QC Manager or QC Coordinator.
Shall responsible for the performance of Inspection to ensure all
of actifity conform with Procedures, Standard/Codes, and PGN
Requirements and make reporting.
Material Controller Shall be responsible for overall control of incoming & out coming
material and keeping of welding materials.
Warehouse Supervisor Shall be responsible for supervise the warehouse

6. PROCEDURES

6.1. Selection of Electrode


The welding electrodes/filler wires supplied by the Contractor shall conform to the class specified in the
approved welding procedure specification. The materials shall be approved by PGN
Welding consumables to be used for permanent installation shall be brand new. The materials considered
as brand new only if it has been shipped from, tested (if applicable) and documented by the Manufacturer
within preceding six (6) months period prior to the Contractor’s purchase. Contractor shall not use expired
welding electrode in accordance to welding electrode certificate.

6.2. Receiving Inspection of Welding Electrode Material


The following items shall be checked when performing receiving inspection of welding electrode material:
 Check specification of received welding electrode material with refer to Purchase Order (PO)
 Check Electrode Batch Certificates shall be obtained from the electrode supplier and verified for suitable
as per ASME Sect. II Part C. The Contractor shall submit batch test certificates from the electrode
manufacturers giving details of physical and chemical tests carried out by them for each, batch of electrodes
to be used. The certificates shall have as minimum, information such as batch number, date of manufacture,
consumable cast number, consumable chemistry, weld metal chemical analysis, weld metal mechanical
properties including chirpy impact energy.
 Electrode Qualification test records shall be submitted as per relevant code requirements by the Contractor
for obtaining the approval of PGN. The following details shall be provided in qualification test records. All
weld tensile test, base material used, pre-heat and post weld heat treatment details, visual examination
results, radiographic examination results, tensile test results (incl. UTS, and elongation), impact test values,

chemical analysis report, fillet weld test results, other tests like transverse tensile tests and guide bend test
results.
 Visual inspection of welding electrode material packages, such as:
1. Size wire diameter & length
2. Type / Specification
3. Condition
4. All electrodes shall be purchased in sealed, containers and stored properly to prevent
deterioration.
5. The welding electrode shall be free from such harmful defects as the exploitation of covering flux,
cracks, dirt, deterioration, grease, paint, rust, etc.

6.3. Control of Welding Electrode Material Storage


Warehouse
Welding electrodes shall be storage in the warehouse. Welding electrodes shall be stored orderly and
separately by type with labels or marking so that they can be identified easily to avoid mixing.
Storage Conditions
Storage conditions of welding electrode material shall be as follows:
 Package of welding electrodes shall be kept away from any humidity.
 Package of welding electrodes shall not be stored directly on the ground.
 Package shall not be opened until just before use.
 Welding electrode material storage will be in such way that older stocks are issued first.
 Electrodes shall be kept in oven, if required, at all conditions as per manufacturer recommended
temperature. Different grades of electrodes shall be stored separately. The electrodes used shall be free
from rust, oil, grease, earth and other foreign matter, which affect the quality of welding.

6.4. Handling of Welding Electrode Material


The welding electrode shall be handled in such condition so that the welding properties are maintained.
The requirements of welding electrode handling shall be in accordance with code/standard and
manufacture’s recommendation (See Attachment).
Welding electrodes may be damaged by atmospheric moisture. The following table recommends proper
storage condition, and time and temperature for reconditioning electrodes that have absorbed excess
moisture.
Notes for Table: Pallets and unopened cartons of electrodes should be stored away from exposure to
water in the form of rain, snow, spray, or humidity. Only hermetically sealed cans are safe against these
conditions. Damaged cartons permit entry of damp air which may be picked up by the product and lower
its quality. At no time should these classes of electrodes be stored in an oven above 130oF (54.4oC)
The instruction, “Dry at Temperature” in the table signifies that the humidity should be below 70% and the
temperature should be within the limits 40oF (4.4oC) to 120oF (48.8oC).

absorbing requirement. This designation does not imply that storage in ambient air is

6.5. Distribution of Welding Electrode Material


The distribution of welding electrode shall be controlled. When requesting of welding electrode material,
welding supervisor shall be fill a “Field Requisition” as attach internal contractor form which showing the
required type and quantity of welding electrode to be used for next day’s by each welder, and submit it to
warehouse supervisor.
The welder may not request the welding electrode material directly to warehouse, without welding
supervisor acknowledge.
Upon receipt of the “field requisition”, the warehouse supervisor shall prepare for issuance on the next
days as follows:
 Check the total quantity and type of the welding electrode materials requested.
 Check the stock quantity.
 The warehouse supervisor shall assure that the require quantity of electrodes for delivery on the next day.
Warehouse supervisor when issued welding electrode to welding supervisor will issue Material Issue Slip
as internal contractor form attached as evidence.

6.6. Return Welding Electrode to the Warehouse


Supervisor of welding foreman shall gather up the welding electrode from each welder and return to the
designated place at the welding electrode material control room at the end of each day. No electrodes
shall be left at site or workshops. Using longer drying times or higher temperatures can easily damage
the electrodes.
Prior to returning the welding electrode, welding supervisors shall separate unusable electrodes and
inform the warehouse supervisor for their disposal. When electrodes not used on that day, the warehouse
supervisor shall take out and stock disposal as required.

7. SAFETY IMPLEMENTATION

During welding electrode handling activities, all workers shall use proper PPE (e.g. Safety Helmet, Safety
Shoes, Safety Goggles, or Hand glove).
Any injures for this welding electrode happen, follow the MSDS instruction guide for handle it. (See
attactment).
