ORDER:

The Director of Technical Education, AP, Hyderabad in his letters read above has furnished proposals
for filling up of vacancies of faculty in Engineering and Non-Engineering and Workshop Attendants in
Government Polytechnics on contract basis.

2. Government, after careful examination of the proposals of the Director of Technical Education, AP,
Hyderabad, hereby permit to engage 315 faculty in Engineering and Non-Engineering and 200 Workshop
vacancies in Government Polytechnic Colleges on contract basis as per the guidelines appended to this G.O.
duly constituting the Selection Committee consisting of the following members:

1. Regional Joint Director of Technical Education….. Chairman.


2. Principals of the Polytechnic concerned Member
3. Principal of a neighboring Polytechnic Member

3. The contract faculty engaged for Government Polytechnic Colleges would be paid a consolidated
amount @ Rs.8,000/- per month except in the Polytechnics located
at Paderu, Narsipatnam, Ethamukkala, Madanapalli, Srisailam, Bhadrachalam, Bellampalli and Adilaba
d where they will be paid @ Rs.9.000/- per month. The Workshop Attendants engaged on contract
basis for Government Polytechnic Colleges would be paid a consolidated amount @ Rs.3,000/- per
month.

4. The contract appointment shall be made for a maximum period of 10 months in an academic
year. The contract will get terminated at the end of the academic year.

5. The consolidated pay to be paid for the contract faculty and Workshop Attendants engaged in
Government Polytechnic Colleges shall be met by way of reappropriation from “010-salaries to 300 – Other
Contractual Services”.

6. Government also direct that the need for engaging faculty and Workshop Attendants in Government
Polytechnic Colleges on contract basis, be reviewed from time to time, depending on necessity, in future.

7. The Director of Technical Education, AP, Hyderabad shall take further necessary action in the matter
accordingly.

8. This order issues with the concurrence of Finance & Planning (SMPC) Department, vide their
U.O.No.20916/F/512/A2/SMPC/05, Dt.16.8.2005.

GUIDELINES TO THE REGIONAL JOINT DIRECTORS OF TECHNICAL EDUCATION AND PRINCIPALS OF
POLYTECHNICS FOR SELECTION OF CANDIDATES ON CONTRACT BASIS.

1. The Director of Technical Education will call for applications for engaging the faculty on contract basis through the
employment exchange concerned as also through a press note in the local leading newspapers. Simultaneously,
The R.J.D.T.Es will display the information relating to the positions in the Notice Board of the Polytechnic, Collectorate of
the Dist., Revenue Divisional Offices andMandal Revenue Offices and other prominent places besides in Electronics Media.

The selection of Contract Faculty shall be made by a Three Man Committee comprising of the Regional Joint Director of
Technical Education, Principal of the Polytechnic concerned and Principal of a neighbouring Polytechnic. The Committee will
scrutinize the applications and assess their eligibility with reference to procedure prescribed as mentioned below:-

1. Weightage for aggregate of marks in the


qualifying Examination B.E. / B.Tech. : 75
2. Weightage for higher qualifications M.E. / M.Tech. : 25

The Regional Joint Director shall issue zone wise appointments to the candidates selected for appointment on Contract basis
by the committee so constituted.

2. The above Committee shall meet to select Contract Faculty following the guidelines given below;

i. Qualifications - Candidate should have First Class Bachelors Degree in appropriate branch of
Engineering / Technology in respect of Engineering courses and First Class P.G. in the subject concerned in
respect of Non-Engineering courses. However, 5% relaxation in marks shall be given in respect of S.C. /
S.T. candidates as prescribed in G.O.Ms. No. 47, Higher Education Department, Dt. 1-3-2000.

ii. Reservation for Scheduled Castes and Scheduled Tribes, Backward Classes, Women, Physically
Handicapped etc., shall apply for the vacancies to be filled up on Contract Basis on par with regular
recruitment.
iii. Further, reservations prescribed for locals (Zone) in the ratio of 70:30 are also to be followed.
iv. Conditions of appointment: The appointment of a person on contract basis shall be made under Rule
9 of A.P.State and Subordinate Service Rules, 1996. The person appointed under sub rule (a) of the said
Rule (9) shall not be regarded as a member of the service in which the post to which he/she is appointed,
and shall not be entitled by reason, only of such appointment, to any preferential right to any other
appointment in that or any other service. The Department or the person appointed may revoke the
Contractual appointment or discontinue the Contract by giving one month's notice in writing on either side.
Further, it should be made explicit in the contract that, without further action, discussion, notice, or reference
this contract would automatically seize to operate on lapse of the contract period and both parties will be
discharged from their respective obligations and liabilities without any formal or informal communication.
v. Tenure: The Contractual appointments shall be made for a tenure not exceeding 10 months ordinarily
from 16th June of the year to 15th March of the succeeding year. Under no circumstances shall the individual
be given any further extension beyond a maximum period of 3 years.

vi. Emoluments: The emoluments for (consolidated) these contractual appointments shall be Rs.8,000/- /
Rs.9,000/- per month as specified in the G.O. and the appointees will not be entitled to any other allowances
or benefits such as D.A, H.R.A, L.T.C, Medical Treatment/Reimbursement, and Pension, etc. However, they
would be entitled to T.A./D.A on par with regular employees of equivalent status for official travel. The
expenditure on consolidated pay and travel shall be debited to relevant sub detailed heads under the head
010-salaries.

vii. Leave: Persons appointed on contract basis will be entitled to casual leave on par with regular employees
in the department. However, they shall not be entitled to any other kind of leave such as E.L, H.P.L, Medical
Leave etc.,

viii. Headquarters and Transfers: A person appointed on contract shall report at the place of his/her posting
at his/her own cost which will be treated as his/her headquarters. It shall be mandatory for the person to
reside at his/her official headquarters. His/her working hours will be same as the regular employees.
Ordinarily, contract appointees will not be transferred to other posts/stations. However, the Department
reserves the right to transfer contractual appointees to other posts of equal status or another station due to
exigencies of work or the performance of the individual, subject to payment of usual transfer T.A on par
with regular employees of equivalent status.

ix. Disciplinary control: Subject to the overall right of the Department to terminate the contract on giving
one month's notice or pay in lieu thereof a person appointed on contract basis shall be subject to disciplinary
control in accordance with provisions of A.P.Civil Services (CCA) Rules, 1991.

x. Terms of contract Agreement: All persons appointed on contract basis shall execute an agreement as
furnished vide Format on a non-judicial stamp paper of Rs. 110/- with two witnesses and furnish the same
to the appointing authority concerned at the time of reporting for the duty, agreeing to the terms and
conditions of the contract.

FORMAT
AGREEMENT OF CONTRACT FOR SERVICE
An agreement made on ________________day of 2005 between the Principal of the
concerned Polytechnic (First Part) and ___________________(Second part).

NOW, THEREFORE THIS AGREEMENT WITNESSES AS FOLLOW

1. that the party to the second part agrees to perform the teaching work in accordance with the
curriculum from _____________to ____________ or till a regular candidate is posted in that
subject which ever is earlier.

2. that the party to the second part shall carry out further instructions given to him by the Party to
First Part from time to time in the discharge of his / her duties as a teacher, mentioned in part 1
above.

3. that the party to the second part agrees after being informed that he / she is fully aware of the
fact that his / her service is being taken not to fill any vacancy either on temporary or permanent
basis, that he / she will be paid a consolidated amount of Rs.8,000/- /Rs.9,000/- per month during
the contract period that his / her contract shall automatically comes to an end on expiry of the said
period or on report of a regular lecturer to duty in that subject whichever is earlier.

4. that the contract is terminable by the party of the first part i.e. Principal, Government Polytechnic,
_________________ at any time during the said period and the party of the second part in such
case is entitled to only prorate amount till such time. In case of termination during the said period
for any reasons, the party of the second part is not entitled to question the correctness of the
decision of the Principal, Government Polytechnic, _______________.

5. that the party of the second part is not entitled for any other perks, allowances or any other facility
except for the consolidated amount payable monthly mentioned in condition 3 rd above

6. that if the party of the second part is not willing to continue as Contract Faculty, he / she should
give a prior notice of one month to the party of the first part.

7. that the work performance of the party of the Second part will be judged by the Head of the Section
of the concerned faculty as well as the Principal of the Polytechnic.

a) that she / he is not entitled to any renewal or extension or continuation of the contract
on any ground.
b) that the service rendered during the contract will not be construed or Reckoned as part
of any regular appointment for any post in the Government and therefore no credit
or weightage will be given for service rendered in the contract period.

8. that any dispute arising out of this contract shall be subject to the jurisdiction of the Competent
court.

9. that the relationship between the two parties is purely contractual in nature and strictly as per the
terms mentioned above.
