CHALLENGES OF PHILLIPINE EDUCATION IN THE HEIGHT OF PANDEMIC CHALLENGES

BROUGHT BY THE PANDEMIC:

SHIFT TO ONLINE LEARNING: The sudden transition to remote learning exposed the digital divide in the Philippines.
Many students lacked access to reliable internet, computers, or tablets, hindering their ability to participate effectively.

Teacher Adjustments: Educators had to swiftly adapt their teaching methods to accommodate remote learning. They made
adjustments in teaching and learning designs based on institutional policies.

Student Struggles: Students grappled with complying with learning activities and requirements in a virtual environment.

GOVERNMENT ADVANTAGE OF DISADVANTAGE OF INTERVENTION

INTERVENTION
Open Educational Resources (OER):
OERs are utilized to support
geographically isolated and
disadvantaged areas, promoting
innovation in teaching and learning,
especially during remote periods,
offering flexibility and scalability.
National Tutoring Programme
(NTP) (United Kingdom): The UK
government allocated £1 billion for the
National Teacher Training Programme
(NTP), providing tutoring to 6 million
disadvantaged children, and £250
million for teacher training.
INTERVENTION
OER offers cost savings, free access to
education, and increased collaboration
among educators, particularly in
developing countries. They promote
innovation, creativity, and the sharing of
best practices, ensuring high-quality,
relevant learning resources.
In 2021/2022, 81% of schools reported
improved attainment from tutoring.
Senior leaders believe it boosts
disadvantaged pupils' attainment by three
to five months. The NTP significantly
impacts engagement by providing access
to tutors in specialist subjects.
OER challenges include quality control, lack of
support, and complex copyright issues, as users
may not receive dedicated customer service or
support.
School leaders are sceptical about the cost-
effectiveness of tutoring and its long-term
sustainability, with funding subsidy reductions
and limited adoption. The National Talent
Program (NTP) funding subsidy is expected to
decrease further in 2023/241.

Supporting Students During the
Pandemic (United States): The study
suggests strategies to boost student
engagement during remote learning,
such as maintaining connections with
students unable to attend in-person
due to COVID-19.
The pandemic has fostered empathy and
compassion among students by allowing
them to understand others' experiences.
Online learning has become more
prevalent, allowing students to learn at
their own pace. This shift has also
improved their technical skills and time
management, enhancing their digital
literacy and adaptability.
The pandemic has exacerbated challenges
faced by students in their home learning
environments, including distractions, limited
resources, and poor quality of experience. The
shift to online formats has also impacted
mental health, exacerbated pre-existing
inequities, and reduced social interaction,
leading to feelings of isolation and reduced
social development.

 These interventions aimed to

mitigate the challenges posed by
the pandemic and ensure that
education continued despite the
unprecedented circumstances.
